NAVAL HISTORY & HERITAGE COMMAND
NAVY MUSEUMS DIVISION
NATIONAL MUSEUM OF THE UNITED STATES NAVY
1.0 Background
1.1 Crating of Artifacts on Loan from Curator Branch, Naval History and Heritage Command (NHHC) and other Lenders at the National Museum of the United States Navy (NMUSN).
1.2 NMUSN has artifacts on loan which need to be returned to lenders. Two (2) of the artifacts listed below shall require preparation for crating/packing to be shipped to the UK, the remaining will require domestic crating/packing preparation. NMUSN currently does not have crates for the objects.
1.3 Contractor shall provide custom housing (Crates) for each individual artifact for return to the respective lender.
2.0 Objectives
2.1 The contractor shall prepare each artifact individually for domestic/international shipment utilizing the required measures as specified below. Moreover, the contractor shall provide all materials needed to sufficiently pad, package, and mitigate any risk or damage to fragile artifacts.
3.0 Scope of Work
3.1 CRATING SPECIFCATIONS for shipments to the UK Only--The contractor shall build two crates to meet international shipping specifications for shipment to the UK. The crates shall be fabricated to meet international shipping specifications for shipment to the United Kingdom. Lumber used must be ISPM 15 certified and marked, and also labeled as Kiln Dried and Heat Treated (KDHT). Each crate shall be constructed of 3/4" MDO plywood sheeting (MDO on interior of crate), panels affixed with frames made of 3/4" clear pine battens along the edges, reinforced alternate overlapping butt/corner joints, vertical reinforcement clear pine battens if the span of the crate is too large to be made from one length of plywood sheeting, 3/4” clear pine diagonal battens from corner to corner over long expanses on sides, main structure and supports made from 2x4 or 4x4 lumber, and the four sides attached to a 4-way accessible pallet base. All exposed edges shall be beveled or routed. All crates shall be supported to allow the tines of a forklift and the tines of a scale pallet jack (3.5” in height) to pass underneath the crate base.
All sides shall be attached to the pallet base with #10 washer head, coarse thread, square drive galvanized screws for closure. Screws shall be spaced every 12 inches around the edges. The lid shall have neoprene gasketing on the interior, extend to the outer edge of the reinforcement battens, and attached with #10 washer head, coarse thread, square drive galvanized screws for closure. The exterior shall be coated in oil-based polyurethane.
3.2 CRATING SPECIFICATIONS for domestic shipments. The fourteen (14) other crates and one (1) pallet base (66” W x 126” L) shall be constructed of lumber that must be Kiln Dried and Heat Treated (KDHT). The crate shall be constructed of 3/4" MDO plywood sheeting, panels affixed with frames made of 3/4" clear pine battens along the edges, reinforced alternate overlapping butt/corner joints, vertical clear pine reinforcement battens if the span of the crate is too large to be made from one length of plywood sheeting, 3/4” clear pine diagonal battens from corner to corner over long expanses on sides, main structure and supports made from 2x4 or 4x4 lumber, and the four sides attached to a 4-way accessible pallet base. All exposed edges shall be beveled or routed. All crates shall be supported to allow the tines of a forklift and the tines of a scale pallet jack (3.5” in height) to pass underneath the crate base. All sides shall be attached to the pallet base with #10 washer head, coarse thread galvanized screws. Screws shall be spaced every 12 inches around the edges. The lids shall be affixed with #10 washer head, coarse thread, square drive galvanized screws for closure.
3.3 The 4-way accessible pallet base for the Little Boy bomb casing will need to be substantially reinforced and built of components to support the extreme weight of the object. The bomb’s dimensions are notated at 120” long X 28” diameter at an estimated weight of 9500-10,000 lbs.
Specific construction details shall be discussed with NHHC staff prior to crate fabrication.
3.4 All joints/edges/corners shall be glued and screwed together, and all sides and tops attached to one another by #10 washer head, coarse thread, square drive galvanized screws for closure. All clear pine batten supports, side edges, and base feet should be chamfered to allow feasibility for movement. The interior should be padded at a minimum thickness of 1” with white polyethylene plank foam and chocked with white polyethylene plank foam in various thicknesses (1”, 2”, 4”) for proper blocking. The pallet base deck should be able to accommodate a pallet jack or forklift.
The replica Mary Rose cannon artifact shall be wrapped in marine grade boat wrap before closure.
3.5 The contractor shall provide any mounts, supports, brackets, flat pallets, or crates necessary for the safe travel and long-term storage of each object. The contractor shall provide archival materials for packing and buffering. This includes but is not limited to: unbuffered tissue paper, rolled ethafoam, plank ethafoam of varied thicknesses, Volara foam, Mylar or other material approved by NMUSN staff.
3.6 All crates shall have handles built into their structure being glued and screwed or have routed hand grips attached into the clear pine reinforcement battens at a height of 24” from the floor. All crates shall also be labeled with exterior stenciling notating which side up (UP arrows), which side is front (FRONT), fragile (FRAGILE & goblet with crack), and keep dry (KEEP DRY & umbrella with rain).
3.7 The contractor shall build crates offsite and assemble and pack artifacts onsite.
3.8 The contractor shall supply all necessary personnel and material handling equipment (MHE) to pack artifacts within NMUSN. MHE is to include but not limited to: dollies, hand trucks, and pallet jacks. All personnel operating (MHE) must be experienced handling fragile as well as oversized material.

4.0 PERIOD OF PERFORMANCE
4.1 The desired period for work is 1 June 2024- 31 July 2024
5.0 PERFORMANCE REQUESTS
5.1 Contractor shall demonstrate past performance of museum quality custom crate production.
5.2 Contractor shall be experienced in custom crate construction for international shipping.
5.3 Contractor shall demonstrate knowledge of museum artifact handling, packing, and crating of artifacts.
5.4 Contractor shall cause no damage to museum objects, exhibits, or building.
5.5 Contractor shall provide all materials, supplies, labor, and equipment for the packing of artifacts.
5.6 Contractor shall perform all work in accordance with Local, State and OSHA regulations.
5.7 Contractor shall remove all trash generated as part of this project.
6.0 SAFETY
6.1 Contractor shall comply with relevant local, state, and federal safety regulations and OSHA guidelines.
7.0 PERFORMANCE LOCATION
7.1 Work to be performed at:

8.0 HOURS OF WORK
8.1 On-site work shall be conducted between 7:00-4:00 M-F.
9.0 SECURITY
9.1Base access shall be required. Visitors to the Washington Navy Yard will not be accepted on-site without prior coordination and approval. Requests for admission to the base will be coordinated through personnel/points of contact list in Section 10.0. In order to gain access, you will need to provide a valid state or federal government-issued photo ID or passport. 10.0 LOCATION CONSIDERATIONS
10.1 There is limited parking on the WNY, contractors are advised to car share when possible.
Traffic flow at the WNY is very restricted and access by 18-wheel tractor trailers can be problematic. The normal access hours for commercial vehicles at the WNY are from 09:30 - 14:00. It may be necessary to arrange for extended evening or weekend hours.
11.0 Combatting Trafficking in Person (CTIP)
11.1 The Department of Defense (DOD) has a zero-tolerance policy regarding trafficking in persons.
FAR Subpart 22.17: Prescribes overall federal regulation implementing 22 U.S.C. 7104 which applies to all acquisitions. Requires government contracts to (a) Prohibit contractors, contractor employees, subcontractors, and subcontractor employees from engaging in trafficking in persons during the period of performance of the contract.
