Scope of Work Naval History and Heritage Command
National Museum of the United States Navy (NMUSN) International Transportation for Artifacts
1.0 Introduction
The Contractor shall relocate two artifacts from Building 76 Washington Navy Yard (WNY) to:
the port of Southampton and to the Imperial War Museum in the United Kingdom.
2.0 Background
A replica cannon from the Mary Rose was originally part of an exhibit in the District of Columbia in the 1980’s. The exhibit closed and the artifact has remained within the Washington Navy Yard and at the museum since that time. The museum does not exhibit the artifact and the lender has requested its return. An additional artifact a British Navy Ensign has been on long term loan to the museum from the Imperial War Museum London. NMUSN no longer displays the ensign and needs to return the artifact to the lender.
3.0 Scope of Work
Contractor shall organize and complete the shipment of the artifacts from the US.to the UK.

Contractor shall utilize material handling equipment to safely load and transport the artifact to a secure site (customs holding area) prior to shipping to the UK.
Contractor(s) shall safely and securely move the artifact L94-64-A from the WNY to Southampton U.K. via sea as a Less than Container Load.
Contractor(s) shall safely and securely move the artifact L94-186-A from the WNY to Imperial War Museum London via air freight.
Contractor shall be responsible for all customs excise and duty documentation needed for exit from the U.S and importation to the U.K.
Contractor and subcontractors shall be licensed and insured for international shipping.
Contractor shall supply all trucks, material-handling equipment (MHE), shipping supplies, and personnel, required for this effort. The Government will provide no material, supplies, equipment, or personnel for this effort. Contractors employed by the awarded carrier MUST pass a background Check. Movement of the artifacts will be done in consultation with the museum.
4.0 Requirements
Contractor shall comply with all relevant local, state, and federal safety regulations per OSHA.
Contractor shall comply with all international shipping regulations in both the US and UK
Contractor shall supply a tracking system for the artifacts so that both the museum and lenders can follow its progress during transit.
Contractor shall supply all vehicles necessary to move the artifacts from the WNY to Southampton UK/ IWM UK and any other equipment necessary to fulfill this contract.
Contractor shall supply all necessary personnel and material handling equipment (MHE) to load and unload material from/within the WNY to Southampton UK/ IWM UK and successfully fulfill this contract. MHE is to include but not limited to: dollies, hand trucks, forklifts, and pallet jacks. All personnel operating MHE must be licensed and experienced handling fragile as well as oversized material.
The artifacts will be transported in an enclosed truck. Contractor shall seal the enclosed truck.
Seal must be approved for Department of the Navy use.
The contractor shall furnish clean and mechanically sound, closed-type vehicle(s) of sufficient size to accommodate the shipment and properly licensed personnel to operate such vehicle(s).
All trucks shall have dual drivers. The vehicle(s) shall be in good repair and in compliance with all federal, state and local laws, and regulations for operations.
All vehicles used in relocation will be clean and equipped sufficiently with clean pads, covers, and appropriate strapping, ratchet strapping, brace or cargo bars and protective equipment to ensure safe transit and delivery of artifacts. All artifacts shall be transported in trucks with air ride to lessen the jarring movement during transport. Protective coverings shall be used during the loading and unloading operations in the event of inclement weather. Any vehicle that is determined to be mechanically incapable of adequately protecting government property may be rejected. However, failure to do so shall not release the contractor from liability and from any damage or usage of such.
NHHC staff will inventory the artifacts as they are loaded onto the truck. The form DD-1149 will accompany the artifacts and must be signed and returned to NMUSN upon receipt of the lenders.
As directed by NHHC staff, the crate may need to be banded. Contractor shall only use metal banding.
Special Consideration for the Location –
Washington Navy Yard (WNY): Building 76
Traffic flow at the WNY is very restricted and access by 18-wheel tractor trailers can be problematic. The normal access hours for commercial vehicles at the WNY are from 09:30 - 14:00. It may be necessary to arrange for extended evening or weekend hours.

5.0 Minimum Qualifications
Contractor shall demonstrate a history of successful and safe international shipping of museum artifact collections.
Contractor shall provide a dedicated project manager for this project.
Contractor shall provide proof of required certifications, and licenses.

7.0 Combatting Trafficking in Person (CTIP)
The Department of Defense (DOD) has a zero-tolerance policy regarding trafficking in persons.
Prescribes overall federal regulation implementing 22 U.S.C. 7104 which applies to all acquisitions. Requires government contracts to (a) Prohibit contractors, contractor employees, subcontractors, and subcontractor employees from engaging in trafficking in persons during the period of performance of the contract.
