1. Question: What is the name of the current contractor for this contract?
Answer: Ghent Business Ventures, LLC.
2. Question: Will there be a scheduled site visit for this opportunity?
Answer: No.
3. Question: What will be the anticipated award date for this contract?
Answer: An anticipated award date has not been determined at this time.
4. Question: What will be the anticipated start date for this contract?
Answer: The anticipated start date is 02/01/2024.
5. Question: What is the current monthly or total annual awarded amount for this contract?
Answer: It was awarded to Ghent Business Venture, LLC with a total value of $50,523.00.
6. Question: Have funds been appropriated for this opportunity?
Answer: This is an IDIQ type contract. The minimum guarantee will be met.
7. Question: Is this an existing contract?
Answer: See question 5.
8. Question: Are small business allow to bid for this contract and if so may I please have access to this solicitation so I can place my bid?
Answer: Yes, this is a small business set-aside requirement. Please refer to the SAM.gov posting for solicitation documents.
9. Question: Is there a previous incumbent listed and if so may I have the name and the award amount?
10. Question: Are prime contractors required to be located within 15 mins of the following zip codes: 23511- 2487 or is this only applicable to sub-contractors?
Answer: Prime and sub contractors shall be within 10-15 miles of zip code 23511-2487.
11. Question: What is the frequency in which the items need to be dry cleaned; for example how many times in a week or on a monthly basis?
Answer: See Section 1.2.1 of the PWS.
12. Question: Is this a new solicitation? If not, would you be able to provide the previous contract amount?
If applicable, was the previous contract the same size and scope?
13. Question: Could you provide me with your instructions for Notice N0018924Q0031?
Answer: See Addendums 52.212-1 & 52.212-2 for instructions to offerors and evaluation criteria.
14. Question: What qualifications do you need for proof as a small business for the set aside?
Answer: Contractors shall be certified as a small business in SAM.gov under the applicable NAICS code.
Per the solicitation, the applicable NAICS code is 812320 and the Small Business Standard is $8,000,000.00.
15. Question: May we use a sub-contractor, if so do we need to identify sub-contractors with the quote submission?
Answer: Yes, contractors may use sub-contractor(s). Any sub-contractors shall be identified within the quote submission.
16. Question: Request guidance on the preferred structure for submission. Information on the key elements you would like us to address, any specific formats or templates preferred, and the submission deadline
Answer: Please question 13.
17. Question: Is there an incumbent for this contract? If so, what is the awarded price?
Answer: See question 5.

20. Question: Do you require that the linen be pressed/ironed?
Answer: Yes. All dry cleaning shall be pressed and ironed.
21. Question: Do you require that we use certain detergents for the cleaning (i.e eco-friendly or completely "green")?
Answer: The government does not have a detergent preference.
22. Question: What if the dirty appearance of items to be cleaned are stains that cannot be removed? Will USFFC replace those items that the contractor marks in that category?
Answer: Linens are owned by USFFC – if it is determined the vendor cannot remove a stain, the government will order new linens thru a separate vendor to replace the “soiled” linen.
23. Question: Would you please provide more details on the drop off/pick up schedule below? It appears there are activities required on the 1st and 3rd Monday & Thursday of every month, but could clarity be provided on if one activity (1st & 3rd Mondays) is for the base only and the other is for the off-base contractor company site? Both days have USFFC Headquarters as the location as opposed to the company site as the location.
Answer: The schedule is the 1st & 3rd Monday and Thursday of each month. The company picks up on “that” Monday and then returns on “that” Thursday for drop off. Location for pick-up/drop-off is always at USFFC per the PWS.
24. Question: Will additional compensation be provided for urgent need services not on the days of normal pick-up/delivery schedule to compensate for contractor time, travel, and correlating expenses?
Answer: IAW the PWS, if there is an urgent need for a service in between the timeline provided above, then the company shall be available to support the command. Additional compensation will not be provided.
