Question #4: Must a CD-ROM be submitted via snail-mail through USPS or can a digital link to the 14-minute video on website /YouTube suffice for the Factor I: Technical requirement?

Answer #4: You have the option of providing an electronic link to a video instead of the CD-ROM. The solicitation has been amended to reflect this change (Amendment #2).

Question #5: The solicitation specifies on page 9: For the purpose of preparing a price proposal, the contractor shall assume that the basic period of performance will include (15) base events and (5) option period events. The Government will evaluate the price proposal for the base period and option period. However, under “Places and Period of Performance” on Page 41, there are 21 total locations listed with no differentiation of what is the base and what is the option period. Can you please clarify?

Answer #5: There are no option periods for this requirement. All references to option periods were removed with Amendment #2.

Question #6: Does my Edutainment curriculum have to be approved by CNIC?

Answer #6: It does not have to be CNIC approved, however it MUST cover all requirements listed in the PWS.

Question #7: Will each installation provide Behavioral Health personnel for Sailors who may experience negative triggers from the content? If not, should I provide that service?

Answer #7: We can provide onsite support. However, this is supposed to be Edutainment and should NOT be triggering in any manner.

Question #8: “In order to be eligible for award, the quoter shall be a small business under the NAICS 611430. The quoter shall submit documentation substantiating this qualification as a matter of responsibility.” What form of documentation is required?

Answer #8: There is no specific format, but you just need to demonstrate that you are a small business under NAICS 611430. For example, you can include a certified statement in your technical submission stating that you are a small business under NAICS 611430. You can also provide a copy of your System for Award Management (SAM) registration showing that you registered as a small business under NAICS 611430.

Question #9: The quoter shall complete a “Past Performance Information Form” for each reference submitted.” Is this the same form that is sent to and returned directly to Shannon?

Answer #9: This has been removed from the solicitation (Amendment #3). Please disregard.

Question #10: The solicitation requires submission of a CD ROM for Factor I: Technical.

As the submission is electronic, how should this be done? We can provide links to quite a few Youtube videos or from our website, not necessarily 10-15 minutes in length, or upload and send a link for an edited one specifically made for the submission. Which route should we take?

Answer #10: This is addressed in question #4. However, if you do submit an electronic link, the video does need to be 10-15 minutes in length as stated in the PWS.
