SUMMARY OF CHANGES
Part I
Questions received in response to Solicitation N00189-13-R-Z065:
NOTE: PART I IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY AND DOES NOT BECOME PART OF THE SOLICITATION. THE CONTENT OF PART I DOES NOT AMEND THE CONTENTS OF THE SOLICITATION. SEE PART II FOR REVISIONS TO THE SOLICITATION.
1. Question: Please supply a wiring diagram of the “Circuit Breaker Box” referenced on Drawing # G525359 Detail G-G Sheet 1 of 6 and Sheet 5 of 6?
Response: A wiring diagram of the “Circuit Breaker Box” is not available. However, five new drawings (G340174 Filter, Radio Frequency Interference, G340557- Filter, Radio Frequency Interference, G315826 - Filter, Radio Frequency Interference, G539688 – Transmit Control Cable Entry Requirements, and G539689 – Receive Control Cable Entry Requirements) that provide additional information are enclosed. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 2.1. The Government does not intend to provide any additional drawings.
2. Question: Where does the “Electric Heater Unit” in the “Equipment Controller Group” Receive Controller gets its power from where? Drawing# G525359 Sheet 1 of 6.
Response: The power for the Electric Heater Unit is at the vendor’s discretion where and how they run the cables for the power.
3. Question: In reference to SOW Section 3.2.3.17 Tempest Requirements, can you please provide the relevant physical security requirements of NACSIM 5203 that would apply to the shelter design. Our research has shown these documents are classified.
Response: See Part II of this amendment which deletes the Tempest requirements in section 3.2.3.17 of the PWS.
4. Question: You revised in Amendment # 4, 3.2.3.17 to read: Tempest requirements. Where noted on enclosure requirements drawings G525359 (Receive Site Monitor) and G525356 (Transmit Site Monitor), enclosures shall be designed and constructed in accordance with the physical security requirements of NACSIM 5203. I do not see this requirement noted on either of these two drawings?
Response: See Part II of this amendment which deletes the Tempest requirements in section 3.2.3.17 of the PWS.
5. Question: You revised in Amendment #4, 3.3.1.1 Power Entry Filters to read: The resultant contractor is responsible for providing an enclosure with all the applicable RFI Filter area entry and penetrations in accordance with the drawings attached hereto. The Government will be responsible for acquiring and installing the power entry filters separately for this procurement. To properly shield against EMI/RFI the filters that are placed inside the shelter have to be housed inside the shelter in a “dirty side” “clean side” filter enclosure that is tied into the shielding of the shelter. With that said how do we design and manufacture this enclosure “integral to the shelter” without knowing the size, quantity and mounting requirements for the filters? Also, on drawings G525359/G525356 they say the filters are installed and wired by the enclosure manufacturer?
Response: The contractor shall follow the drawings (G340174 – Filter, Radio Frequency Interference, G340557 - Filter, Radio Frequency Interference, and G315826 - Filter, Radio Frequency Interference) on proper mounting of the EMI/RFI filters. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.1
6. Question: 3.3.1.2 – “RFI Filters that meet the electrical requirements of Part No. G315826, G340174, G340557 and G340175 shall be provided and installed.”
a. Can you please provide more information on the part numbers listed above? This information should include RFI Filter manufacture, filter type, number of lines, amperage, voltage, transient protection devices, etc.
Response: The RFI filters will be required to meet the electrical and shielding requirements of the shelter.
7. Question: What is the “Gross Weight” requirement for each of the 10 shelters? We understand that the “Tare Weight” (empty weight) requirement of each of the shelters is 7,000lbs. But the fully loaded weight requirement “Gross Weight” is needed for each shelter in order to ensure the design integrity for shock, lift, transportability, etc. What is the fully loaded weight requirement for each of the 10 shelters?
Response: With the Transmit Site Monitor and Receive Site Monitors each shelter has a gross weight of 17,000 lbs, assuming an empty weight of 5,300 lbs each. The Transmit shelter has a gross weight of 16,000 lbs with an empty weight of 5300 lbs, and the receive shelter has a gross weight of 9,000 lbs with an assumed empty weight of 3,200 lbs. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.8.
8. Question: 3.2.3.5 – “Four heavy-duty, reinforced forklift pockets shall be provided within the floor area of the unit.”
a. Can you please provide locations for the forklift pockets for each of the types of shelters?

9. Question: 3.2.3.5 – “The unit shall be designed to permit movement by an overhead crane. Such movement shall be accomplished via four harness connection points on the roof that is able to withstand the fully loaded weight of the shelter.”
a. Can you please provide the total weight for each of the different types of shelters so four (4) attachment points can be correctly engineered?
Response: See question number 7.
10. 3.2.3.11 – “Openings shall be provided in the enclosure as shown on the requirements drawings listed in paragraph 2.1.”
a. Is there a schedule of opens for each of the different shelter configurations?
Response: There is no schedule of openings at this time.
11. 3.2.3.12 – “Insert shall be capable of supporting the equipment when subjected to the shock values of paragraph 3.6.11 without permanent damage or deformation.”
a. Can you provide list of equipment, mounting holes and approximant weight for each type of shelter configuration so the attachment points can be correctly engineered.
Response: See question number 7.
12. Section 3.2.2 – “The weight of the enclosure as furnished to this specification shall not exceed 7000 pounds.”
a. Does this requirement apply to each of the individual shelter requirements regardless of the length, i.e. 12 ft or 20 ft?
Response: The requirement for 7000 lbs applies regardless of the length of the shelter. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.2.2.
b. Question: Does this requirement apply to each of the individual shelter units such as Transmit Site Monitor and the Receive Site Monitor where there are multiple shelters that make up the final configuration?
Response: Concerning the transmit site monitor and the receive site monitor, the weight limit applies only to the individual shelter and not the shelter complex. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.2.2.
c. Question: Can the weight of the enclosure be increased? There may be some cost benefit by increasing the weight so the structure to gain better environmental and structural performance of the shelter, which could result in a longer life expectancy of the shelter.
Response: The government does not intend to increase the allowable weight
13. Question :Is the weight of the shelters based on finished deliverable weight or on the weight of the shelter prior to addition of the TEMPEST materials used to RF harden the shelter? Is the finished deliverable weight negotiable within the confines of meeting MIL SPECs for lifting and transportation limitations of similar structures?
Response: The weight is based upon finished deliverable weight with all contractor furnished equipment installed. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.2.2.
14 Question: You answered in Amendment #4 that the joining corridor used on drawing (G525356) and (G525359) is required to be stored in one of the enclosure group shelters. Does it just have to fit in the shelter or does it have to be permanently affixed in it for shipping?
Response: The corridor has to be able to be stored safely within a shelter during transport but does not require a permanent fixture within the shelter. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.8.
15. Question: Would it be possible to designate what pieces of equipment specified in all the 5 drawings are required to be sourced and installed by the enclosure manufacturer and which ones are not? I believe the drawings are not clear enough on this matter. (i.e. electronic cabinets, module racks, power filters, amplifier racks, equipment racks, ECU, UPS, shelving, junction boxes, power distribution panels, HVAC, cabinet heaters, Halon system, fire alarms, etc., etc.)
Response: The vendor shall be responsible for the electronic cabinet, wiring, filters covering air conditioning and grill ducts, electric outlets, fire alarms, EMI filters covering air conditioning openings and dampener openings, and FM 200 system. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.3.1.
16. You answered in Amendment #4 that all design and development costs for the 10 different shelters should be rolled into the unit pricing. Should all the 3rd party testing cost be rolled into the unit cost also?
Response: Third party testing is not required by the Government but if the contractor chooses to use third party testing, it shall be included in the price.
17. The SOW requires that the shelters meet a multitude of requirements (i.e. wall loads, door loads, TEMPEST, altitude, fire detection/suppression system, environmental conditions (temperature, sunshine, wind loads, sand, shock, etc.), electromagnetic radiation, transportability, etc.). Will 3rd party testing certification be required for each of these items for each shelter and/or shelter system? If not which requirements will require 3rd party testing certification?
Response: Third party certification will not be required.
18. On drawings G525118/G525356/G525359 it states that a number of pieces of equipment (i.e. uninterrupted power supply, cell watch, air conditioners, etc.) are to be supplied by Raytheon and wired and installed by the enclosure manufacturer. Is this going to be the case in this procurement?
Response: There will be no GFE or equipment supplied by Raytheon for this contract. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.1.
19. On drawings G525358 and G525357 it stated that the incoming 300A power will be “externally protected.” What is meant by this statement and what is it protecting against?
Response: The 300A will be externally protected from RFI (Radio Frequency Interference) and environmental conditions.
20. On drawings G525358 and G525357 it states in note #1 that the location of lighting, fixtures and routing will be approved by Raytheon. Is that still going to be the case for this procurement?
Response: The location of all lighting, fixtures, and routing should be noted in the preliminary design and ensure the routing does not interfere with current equipment. Approvals from Raytheon are not required. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.1.
21. The tolerance for the large quantity of insert placements in the shelters is either +/- .015” or +/- .020”. This very tight for placement and/or alignment once the shelter is completely assembled. Our prior experience is that match drilling utilizing the equipment and racks is the only way to guarantee placement and/or alignment. Would the Government be open to supply these items to the equipment manufacturer to install?
Response: No. At this time the government will not consider increasing the tolerances and the government is unable to supply the equipment and racks during manufacturing.
22. Will the motor operated air dampers specified on drawings G525357 and G525358 be supplied or specified in order to mate with the external Government supplied HVAC units?
Response: The government does not have a specific part number required for the air dampers. The contractor is to use best engineering judgment.
23. What exactly is the Tempest Requirements in section 3.2.3.17? Is NACSIM 5203 available?

65. The height of the shelter in the SOW is listed at 8 feet, this is a nonstandard height for units of this type and would involve custom design and fabrication. This drives up both cost and delivery times. Military and Industry Standards (ISO) for this type of shelters is listed as a height of 8'6". A height of 8'6" is accepted on all military aircraft capable of transportation these type of shelters. Is the height requirement exact, of will the current standard of 8'6" be acceptable for a COTS product?
Response: It is not the government’s intent to have shelters exceeding 8 feet high.
66. In reviewing the details of the drawing packages there is considerably more to the electrical systems included on the drawings than is addressed in the SOW. The commercial power would need to come in thru the EMI filter. Normally that filter is outside of the RF enclosure not inside as shown on the drawings. It defeats the purpose of the filter if it located inside of the RF barrier. Will the containers need to have the EMI filter installed inside the container or will the Government provide the EMI Filter and installation after delivery of the shelters.
Response: The government will provide the power entry filter, and install after delivery.
67. The drawings indicate an inline battery powered UPS backup system in the electrical portion of the drawings. The UPS system is a standalone backup system. As such, is the UPS part of this container RFQ or will that system be installed after the shelters are delivered?
Response: The UPS will be installed by the government after shelter delivery.
68. If the UPS system needs to be part of this RFQ can you please provide specifications and drawings for the required system.
Response: The UPS is not part of the RFQ and will be installed by the government after delivery.
69. The following questions apply only if the UPS System is part of the container RFQ.
Response: The UPS is not part of the procurement package, thus the subparts (a-d) of this question are not applicable to the procurement.
a. For the UPS System, at the bare minimum, we need to know the total voltage draw on the system and the required system run time on battery power?
b. Would the battery run time requirement be based upon either, 100% of load, or only specific critical loads which would determine number of batteries required.
c. Based on the wiring drawings, it appears the UPS back up would have to support AC systems as well as the equipment. Can we confirm this? What exactly what is the UPS System expected to power?
d. In the drawings It appears all power in the units with UPS systems
(359 and 356) have the UPS System is in line with all of the equipment on the power distribution circuits . What are the specifications for UPS by bypass controller which initiates switch over to battery backup power during interruption of commercial power.
70. Is the shelter manufacturer responsible for final installation and assembly of the shelters at the end user delivery sites?
Response: The contractor is not required to assemble the shelters on site. The contractor shall provide any site preparation requirements within the solicitation. The government will unload, install, and verify functionality of the shelter. If the shelter requires special assembly instructions, the vendor shall include shelter assembly instructions within already required technical documentation. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.1.
71. Who is responsible for onsite placement, assembly and basic operational activation of the shelter systems such as power and fire suppression?
Response: The Government is responsible.
72. Who is responsible for unloading and placement of the shelters at the end user sites?
Response: The Government is responsible.
73. What GFE equipment will be available to place the shelter modules in place at the sites i.e. forklifts or cranes?
Response: The government is responsible for shelter placement but will utilize cranes and forklifts.
74. If the manufacturer is expected to assemble the shelter complexes on site will they be responsible for rental of heavy lifting equipment?
Response: No, the government will assemble the complexes and is responsible for the equipment.
75. If the shelter manufacturer Is not responsible for onsite installation is the shelter manufacturer expected to attend and assist with any government testing after assembly at the user sites?
Response: The shelter manufacturer is not expected to attend or assist with any Government testing after assembly at the user sites.
76. Is it acceptable to the government to have the multiple shelter modules welded together once they have been assembled at the delivery sites?
Response: It is not the intention of the government to have multiple shelters welded together.
77. Who is responsible for site preparation prior to shelter placement at the user site?
Response: The government is responsible for all site preparation. If the shelter requires special assembly and\or site preparation instructions, the contractor shall include shelter assembly instructions and site requirements within already required technical documentation.
78. Will the shelters be placed on a GFE prepared concrete pad or will they be deployed directly on the ground?
Response: The shelters will be placed on GFE prepared concrete pads
79. This question is based on contracting office answers to question #6, #9 and #16 of amendment 0005. The SOW and drawings do not provide the specifications of the equipment that the government is going to install after the shelters are delivered. It is assumed then, the enclosure provider will work closely with the Government and/or Raytheon after contract award and during the enclosure design phase, at which time the missing specifications will be provided (i.e. sizes, weights, space claims, mounting arrangements, power requirements, wiring requirements, etc.) for the items like ECU’s, UPS, filters, cell watch equipment, racks, shelves, etc.?
Response: Please reference the drawings for any required equipment specifications that the Government will install. The Government does not have any additional specifications that are not covered within the drawings.
80. Once populated with government furnished equipment at the final destination, will the shelters ever be moved or relocated with the equipment installed?
Response: It is the government’s intent to relocate or transport the shelters with the equipment installed with minimal shelter preparations.
81. The specification makes no mention of a “Main & Reserve” system which uses a Main cylinder for discharge of FM200 agent and a Reserve cylinder which is switched over after the first 9Main) cylinder has discharged. So the Reserve cylinder is a back up. Enclosures G525118 drawing shows a main/reserve transfer switch that is only used to main/reserve applications. The drawing also shows two (2) cylinders in a small enclosure that doesn’t need more than a single cylinder for a “Main” only application.
Response: The vendor shall design and install the FM200 system in accordance with PWS Section 3.5 requirements.
82. Enclosures G525356 & G525359 both have two (2) doors leading from the shelters. The drawings do not show a manual pull station or any alarms at the door locations along the bottom of the shelters. The specifications (3.5.1.3.) states that a manual release be located at each door leading from the protected space. Should there be a manual release added to the door on the bottom of each of the two above enclosures?
Response: The vendor shall install a manual release to the doors. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.2.3.6.
83. The solicitation appears to contemplate an ID/IQ contract which has a 60-month ordering period. Only one price can be entered per sub-CLIN. This means that an offeror’s price for each sub-CLIN will apply for the entire 60 months. This methodology will impose significant risk on prospective contractors. Will you amend the solicitation to provide (for example) for five 12-month ordering periods so that an offeror can account for the almost certain labor and material cost increases which will occur over the five-year contract term? If the 60-month ordering period is broken down into five (or fewer) ordering periods, clause 52.216-19 will be affected.
Response: No, the Government will not change the ordering period. The current contract structure is required in order to meet the Government’s needs.
84. Several drawings called out in the SOW, Section 3.3. Electrical, 3.3.1.1. Power Entry Filters, were not included in the initial post. In early correspondence, the offeror requested that drawings G315826, G340174, G340557, and G340175 be posted for download. Can you tell me, will this request be addressed in a future amendment.
Response: The government has enclosed the drawings G340174, G340557, and G315826. Drawing G340175 is not relevant to the instant procurement. The Government does not intend to provide additional drawings. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraphs 2.1 and 3.1.
85. To clarify, there will be no GFE supplied nor expected to be installed by the awarded supplier. Provisions for mounting of or installation of GFE supplied equipment will be part of the awarded supplier’s work scope and following award, collaboratively the Government and the successful supplier will coordinate the required provisioning/modifications to support the GFE equipment installation. This applies to Environmental Control Units (ECU’s), Power Entry Filters, UPS’s, and cell watch equipment. Is this a correct interpretation? And if so, how would the successful awarded supplier perform both electrical and RFI acceptance testing of the shelters amiss these components?
Response: That is the correct interpretation that there will be no GFE supplied and the scope of work will be to work with the government on proper mounting of equipment. The government will perform the acceptance testing.
86. Clarification to Government response to Question 14, Amendment 0004 Part I and Part II, Item 4, relative to Tempest – Have reviewed both Receiver Site and Transmitter Site Monitor Shelter Complex Group drawings and find no callout for this requirement. “Enclosures shall be designed and constructed in accordance with physical security requirements of NACSIM 5203 in particular, the specification section that defines “Physical security requirements”
Response: See Part II of this amendment which deletes the Tempest requirements in section 3.2.3.17 of the PWS.
87. Electromagnetic/RFI Shielding – In 3.7.10 it states that “The enclosure shall be designed and constructed so as to maximize the EMI shielding from external radiation for installed equipment, minimum attenuation of electric fielded as specified in Figure 3, E-Field Shielding of 80dB and magnetic fields as specific in Figure 4, H-Field Shielding requirements.” It is believed that these values are performance value specifications of the power entry filters and not that of a Shelter Systems’ level requirement. The existing shelter’s mechanical and electrical architecture whether stand alone or in the complexed configuration including shelter bridge kits (where shelters are joined side by side) and adjoining RFI-shielding corridors were designed, built and tested to provide a minimum of 60dB RFI-Shielding attenuation over 150 KHz to 10GHz for electric and magnetic fields and plane waves when measured IAW MIL-STD-285. Although possible to increase EMI\RFI shielding effectiveness of fixed wall shelters to 80dB, this would require a total shelter redesign of the mechanical and electrical system architecture plus require higher cost EMI\EMI filtering component costs to do so. In addition, the technology does not currently exist for shielding complex-able shelters or its ancillary equipment, RFI-shielded corridors or shelter bridge kits to higher than 60dB attenuation. Please advise or confirm as to whether the currently designed shelters 60dB RFI/EMI shielding Effectiveness level is acceptable for the requested ROTHR replacement shelters.
Response: The government is not aware of the current shelters not providing the specified dB rating. However, the receive shelter (G525118) has a magnetic field shielding requirement of 40 dB and a shielding effectiveness for the electrical field of 60 dB between 50k and 100M HZ. See Part II of this amendment for revisions to the Performance Work Statement (PWS) requirements at paragraph 3.7.11.
