About this file

This document is a Questions and Answers (Q&A) file related to a Navy solicitation for an Electromagnetic Interference (EMI) Shielded Chamber. The Q&A specifically clarifies technical requirements for RF attenuation, confirming that the anechoic chamber must provide approximately 100 decibels (dB) of electric field attenuation/shielding from external emissions between 80 MHz and 18 GHz, with ambient electromagnetic levels at least 6 dB below the specified limit in MIL-STD-461G.

The associated federal contract opportunity (Solicitation Number N0017825RC613) is issued by the Department of the Navy Naval Sea Systems Command, seeking to procure 1 EMI Shielded Chamber with optional ante-room and RF absorbers. The solicitation is a small business set-aside with a Lowest Price Technically Acceptable award method. Proposals are due by 05 May 2025 at 12:00 p.m. EST, with an anticipated award date of 1 June 2025. The contract will be firm fixed price, and offerors must be registered in the System for Award Management (SAM) to be eligible.

Q&A

Question:

The current specification clearly outlines RF absorption requirements but doesn't specify RF attenuation requirements.

• RF absorption primarily deals with reducing reflections inside the chamber, ensuring an accurate, reflection-free testing environment.

• RF attenuation, on the other hand, refers to the chamber's ability to shield against external electromagnetic interference, effectively preventing external RF signals from entering or internal signals from escaping. Typically, EMI chambers have specific attenuation (shielding effectiveness) requirements defined in decibels (dB).

Can you please confirm if there's an RF attenuation (shielding effectiveness) requirement as well?

This detail will significantly impact the design approach, pricing, and schedule.

Answer:

The anechoic chamber shall provide approximately 100 decibels (dB) of electric field attenuation/shielding from external emissions between 80 MHz and 18 GHz. In addition, the ambient electromagnetic level inside the chamber, with internal lighting, power lines, etc. turned on shall be at least 6 dB below the allowable specified limit in MIL-STD-461G, Figure RE102-2; external to the pressure hull.
