About this file
This document is a Questions and Answers (Q&A) file for a Naval Surface Warfare Center Dahlgren Division (NSWCDD) solicitation for an Electromagnetic Interference (EMI) Shielded Chamber. The Q&A addresses technical details about facility installation, specifically confirming that the largest facility opening is approximately 10'x10', which allows for some pre-assembly of the chamber components. The facility's technical team will handle electrical connections, with the contractor responsible for installing lights and filters. Regarding chamber installation, the concrete board will float on the finished floor, while the steel support structure will be anchored to the floor using heavy-duty concrete wedge anchors.
The related federal contract opportunity (Solicitation N0017824RC613) is a small business set-aside procurement for one EMI Shielded Chamber with an optional 10' x 8' x 8' ante-room and optional RF absorbers. The solicitation is a combined synopsis/Request for Quotation (RFQ) for commercial items, with proposals due by 05 May 2025 at 12:00 p.m. EST and an anticipated award date of 1 June 2025. The procurement will be awarded on a Lowest Price Technically Acceptable basis, with a firm fixed price, and requires TAA compliance. Offerors must be registered in the System for Award Management (SAM) and can submit proposals with historical data and published pricing.

Question:
Does the NSWC Dahlgren facility have bay doors and open space that can facilitate installing the CLIN 0001 EM Chamber (27 x 16 x 12) in two parts and then finishing or joining the chamber part on site?
The same question is also applicable for the smaller optional EM Chamber Ante Room (10 x 8 x 8)?
Also wanted to verify that whilst the SOW does call out Power Filters for both EM Chambers, It does not call for the inclusion of electrical distribution system inside the EM Chambers.
Any electrical distribution equipment (Panel board, transformers, breakers and so on) would be by furnished and installed by others or is it anticipated the vendor should supply that service also?
Answer:
The largest opening on the facility is roughly 10’x10’ so some assembly prior to entry is possible depending on the erection plan.
The CTR should provide the filters and brass/ equivalent (passthrough couplers) and install filters/ penetration on the chamber. Our local team will provide short power and wiring in the filters after the CTR install is complete. No electrical work is required by the CTR other than installation or lights/ filters. All wiring connections will be performed by our local team.
Question:
How should the chamber floor be anchored to the host room finished floor?
Answer:
Per my technical customer:
The concrete board just lays on the finished floor (floating). The steel exoskeleton (support structure) In short, concrete anchors. Heavy duty (wedge style or equivalent).
Example : Current finished floor (concrete), CTR provides = (1) layer of ¼ (or equivalent) concrete board below the finished chamber floor, this will just lay down on top of the finished floor to provide a protective barrier between the chamber floor and the finished concrete. The supporting steel for the chamber will be anchored to the host finished floor using wedge type (or equivalent heavy duty concrete anchors).
