RFP N0017323RTJ01 AMEND 0001 Q&A
ReferenceQuestionResponse
1GeneralFor a T&M submission, should the fully burdened rates be composites for each presented labor category? The fully burdened hourly rates will be prescribed in the contract/task order for payment of labor that meets the labor category qualifications of a labor category specified in the contract/task order (see FAR 16.301(a)). To that end, the proposed fully burdened rates should reflect the rates you intend to invoice for. Nothing precludes the use of composite rates.
2GeneralThere are labor categories with the same titles, with different requirements. For example, for Analyst IV, there are three (3) listings. Can these be listed as Analyst IV A, Analyst B, and Analyst C?Yes, please differentiate these labor categories and provide some sort of annotation/crosswalk to the Government provided labor categories for identification purposes.
3GeneralFor a listed labor category, there may be a large difference in the fully burdened rate of individuals bid for that labor category. Can a labor category be subdivided? For example, can Systems Engineer IV be subdivided as Systems Engineer IV a, Systems Engineer IV b, Systems Engineer c, etc?Yes, assuming your accounting system allows for accurate billing/tracking to this degree.
4GeneralWe are considering supporting the subject opportunity (solicitation N0017323RTJ01) but I need to confirm that this is not a SETA contract. Overall, it doesn’t read that way but I want to make sure. This is not a SETA contract.
5General[REDACTED] would like to ask if it would be possible to extend the due date by 30 days to 10/10/2023.Unfortunately, the Government cannot extend the proposal deadline at this time due to the urgency of the requirement.
