Attachment 6 – Personnel Qualifications

A. Personnel Qualifications

The following paragraph sets forth the Government’s minimum education, certifications (if required) experience, and security clearances deemed necessary to perform the tasks set forth in the Statement of Work. The Contractor should be capable of providing the personnel according to the requirements in the labor categories listed in Table 2 and Table 3.

B. Key Personnel

Personnel designated as “key” in Table 2 shall be available for work efforts on the first day after contract award. Furthermore, key personnel should possess the indicated clearance at the time of contract award and are subject to the provisions listed in Section H-2 of the solicitation. All proposed personnel should be available with favorably adjudicated investigations and final DoD granted personnel security clearances required for the performance of the contract. Table 2 states the Government’s minimum qualification levels for key personnel. In conjunction with Table 1, Offerors may only move ‘upward’ from the Government’s stated minimum qualification levels.

For example, if the minimum qualifications require a Bachelor’s Degree and 10 years of experience for a Level IV – Senior position, Offerors may only substitute personnel with a

Master’s Degree and eight years of experience or a PhD and five years of experience. An Offeror would not be able to substitute personnel with High School Diploma/GED and 15 years of experience in this example.

C. Non-Key Personnel

The Government expects the Contractor will make a good faith effort to assign non-key personnel, listed in Table 3, to this effort that meet the minimum desired qualifications. The

Government is not requesting resumes for these positions and resumes should not be provided.

The desired qualifications are provided to assist the Contractor from a cost estimating standpoint.

Eight years of experience in electro-optical/infrared (EO/IR) R&D for U.S. Navy surface warfare applications

Experience in the evaluation of IR detection and imaging systems for maritime surface applications

Experience in laboratory and field testing

Familiarity with accurate data collection and reduction techniques for IR spatial radiometers, banded radiometers, and spectrometers, and laser sensors and systems

Familiarity with specialized modeling and simulation codes related to small surface and air target detectability and engagements

Experience in the design, development, implementation, and evaluation of hardware-in-the-loop and/or signal processor in the loop simulators is highly desired

Extensive knowledge of CRUISE and ShipIR is highly desired

Clearance: Final DoD granted Top Secret with SCI eligibility

Electro-Optical Scientist IV One (1) Education: Master’s Degree in Electrical Engineering, Physics, or Mathematics

Eight years of experience in EO/IR R&D for U.S. Navy surface warfare applications

Experience in the evaluation of IR detection and imaging systems for maritime surface applications

Experience in the design and development of signal processing algorithms for sensor detection and identification applications

Experience in laser countermeasures against Anti-Ship Cruise Missiles (ASCM), ultra-short laser pulse lasers, and high power laser systems

Experience in laboratory and field testing

Analyst IV One (1) Education: Master’s Degree in Electrical Engineering, Physics, or Mathematics

Eight years of experience developing advanced, physics-based electromagnetic wave propagation computer models used to predict the transmission and reception of electromagnetic signals in terrestrial environments

Knowledge of RF physics and electromagnetic wave propagation when applied to all digital implementations

Experience analyzing propagation in the presence of obscuring materials is highly desired

Knowledge of RTS and/or VTRPE is highly desired

Eight years of experience in EW modeling and simulation and/or high performance computing

Knowledge of current and projected anti-ship threat targets

Experience in parallelizing computer models of threats to run in real-time without compromising accuracy

Extensive knowledge of CRUISE is highly desired

Eight years of experience in EW modeling and simulation and/or high performance computing

Experience supporting RF EW M&S studies

Knowledge of current and projected anti-ship threats

Experience related to simulating foreign missile threats

Extensive knowledge of CRUISE or ATEP is highly desired

Analyst III One (1) Education: Bachelor’s Degree in Electrical Engineering, Physics, or Mathematics

Five years of experience in EW modeling and simulation and/or high performance computing

Knowledge of current and projected anti-ship threats

Experience related to simulating foreign missile threats

Knowledge of ATEP and CRUISE is highly desired

IT Systems Engineer IV One (1) Education: High School Diploma/GED

15 years of experience in design, implementation, and maintenance of high-performance, secure computer network architectures, in unclassified, secret, and top secret security levels

Must have extensive experience with Windows servers, VMWare, and MS Exchange servers

Certifications: CISSP, Sec+, and MCSE 2000

Systems Engineer IV One (1) Education: Bachelor’s Degree in Electrical Engineering, Physics, or Mathematics

Ten years of experience in the design, integration, delivery, setup, and evaluation of EW training systems including standalone and integrated battlegroup training

Experience with systems engineering process including analyzing system requirements definition, system design, integration and test, delivery, maintenance, and technology refresh

Clearance: Final DoD granted Secret

One year of experience in supporting various aspects of electronic components and system design, to include, but not limited to, the design and development of electronics systems, signal processing electronics such as field programmable gated arrays, signal processing firmware development; and/or sensor and image fusion techniques

Experience with the design and development of specialized electronics

Systems Engineer IV Education: Bachelor’s Degree in Systems Engineering, Electrical Engineering, or Mechanical Engineering

10 years of experience in Navy surface warfare experimental research and systems engineering programs including countermeasure, missile, signature technology, and deployed force protection systems

10 of experience in utilizing systems engineering techniques and procedures for the development of EO/laser/RF systems for the U.S. Navy

Analyst III Education: Master’s Degree in Electrical Engineering, Physics, or Mathematics

Ten years of direct experience in the mechanical design of complex sensor and systems

Mechanical Engineer II Education: Bachelor’s Degree in Mechanical Engineering

One year of mechanical engineering design and development experience in supporting EO/Laser/RF sensors and sensor fusion developments

Experience in the design and development of military-qualified systems

Electronics Technician III Education: Bachelor’s Degree

Five years of experience in support of E-O/IR system development programs

Knowledge and experience in operating and maintaining support equipment such as EO/laser/RF sensors and systems, vacuum systems, gas systems, and other electronic, electrical, and optical equipment and instrumentation

Experience in setting up and conducting E-O/laser laboratory and field countermeasure tests

Experience in the design and fabrication of electronic and electro-mechanical components and subsystems

One year of experience in the operation, troubleshooting, and repair of a wide variety of electronic and electromagnetic sensors and supporting instrumentation

Experience in setting up and conducting laboratory and field tests; in the design and fabrication of electronic and electro-mechanical components and subsystems; and in the integration of measurement suites for land, ship, and air platforms

IT Systems Engineer III Education: Bachelor’s Degree

Five years of experience in implementation and maintenance of high-performance, secure computer network architectures, in unclassified, secret, and top secret security levels

Experience with Linux servers, Linux systems administration, and VMWare

Certifications: Sec+

Technical Writer II Education: Bachelor’s Degree

One year of experience in the preparation, review, and formalization of technical reports

Experience in the formalization of technical reports and conference proceedings for U.S. Navy applications

Experience with security procedures and classified document tracking and maintenance

Administrative Support II Education: Bachelor’s Degree

One year of experience with program support to for U.S. Navy programs

Experience with functions evaluation and tracking technical, schedule, and cost risks; as program data preparation, review, and formalization; providing general support to field tests; and providing general administrative support
