1 Introduction This Statement of Work (SOW) describes the scientific and engineering support to be provided to the Advanced Techniques Branch of the Tactical Electronic Warfare Division (TEWD) of the Naval Research Laboratory (NRL), Washington, DC. NRL requires highly specialized experience in the areas of surface ships, Electronic Warfare (EW) on surface ships, and the role of ships signatures in EW that can complement the Government research team.

1.1 Background

The TEWD is responsible for research, development, test, and evaluation (RDT&E) in support of the U.S.

Navy’s (USN’s) tactical EW requirements and missions. These include EW, EW support measures, electronic countermeasures, signature control, and supporting counter-countermeasures, as well as scientific and engineering studies, analyses, and simulations for determining the basic scientific concepts behind existing and proposed technologies to ultimately improve the effectiveness and efficiency of these systems.

1.2 Scope

The Contractor will investigate current and innovative techniques to assess and improve the susceptibility of USN ships and craft in maritime environments with various background conditions, including open-sea, littoral, shallow water, air, and terrain backgrounds. The technologies will primarily focus on radio frequency (RF) and electro-optical (EO)/infrared (IR)/laser techniques. They may also investigate innovative techniques such as ultraviolet, sub-millimeter wave, millimeter wave, acoustics, magnetic, and non-traditional technologies as they may be identified. Tasking may include research, design, development, measurement support, engineering, prototype development, systems integration, analysis, modeling and simulation, fabrication services, project and financial management, and documentation. Tasking may also include laboratory and field experiment design, planning, preparation, execution, data analysis, data reduction, and report documentation.

The major technical areas that will be addressed are:

2 General Requirements

The Contractor shall have its support team in place and fully functioning within 30 days of contract award.

During this period, the contractor will transition all activities from the incumbent, as required. The Contractor must execute the scope of work in a manner that provides for high quality, timely services while incorporating the proper mix and the most effective use of personnel.

2.1 Non-Personal Services

The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. The Government will not assign tasks to, or prepare work schedules for, individual Contractor employees.

The Contractor shall be responsible for managing its employees and guarding against any actions that are of the nature of personal services, or give the perception of personal services as defined in FAR Part 37 - Service Contracting.

The Contractor shall notify the Contracting Officer (KO) if any Government requested actions constitute, or are perceived to constitute, personal services.

2.2 Business Relations

The Contractor shall integrate and coordinate all activity needed to execute this contract.

2.3 Contract Administration and Management

The following subsections specify requirements for contract management and Contractor personnel administration.

2.3.1 Contract Management

The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to this contract.

2.3.2 Personnel Administration

The Contractor shall assign a single point of contact, also known as the Program Manager (PM), who will work closely with the Government KO and Contracting Officers Representative (COR), as applicable.

The Contractor PM will ultimately be responsible for ensuring that the Contractor’s performance meets all Government contracting requirements within cost and schedule. The PM must have the requisite authority for full control over all company resources necessary for contract performance. As appropriate, the role of the PM may be a full time management position, or a collateral duty assigned to a technical team member.

The Contractor shall make necessary travel arrangements for Contractor employees.

2.3.3 Contract Administration

The Contractor shall establish processes and assign appropriate resources to effectively administer the contract.

The Contractor shall respond to Government requests for contractual actions within five working days.

3 Task Descriptions Efforts within this section are to be accomplished on both classified and unclassified computer networks and may require Contractor personnel to have access to information up to and including Top Secret (TS) and Sensitive Compartmented Information (SCI) classification levels as well as Alternative Compensatory Control Measure (ACCM) controlled information.

3.1 Threat Engineering Support

The Contractor shall provide needed expertise, guidance, planning, and development of representations of existing and emergent threats and threat technologies. This requires access to TS/SCI level data residing at NRL.

3.2 RF/EO/IR Propagation and Analysis

The Contractor shall provide needed expertise with electromagnetic propagation and the RF/EO/IR signatures of naval ships. This shall be based on a strong understanding of RF and EO/IR physics when applied to all digital implementations and may include studies of materials and ship systems in the laboratory and the field.

The Contractor will need expertise in the following:

• RTS: RF ship signature model

• VTRPE: RF maritime radiation transfer model

• ShipIR: IR model of U.S. Navy ships

• RF/EO/IR/Visible Obscurant models

3.3 Electronic Warfare (EW) Modeling and Simulation (M&S) Development

The Contractor shall design, develop, maintain, and improve computer-based modeling and simulation capabilities as an analysis tool for emergent technologies and a validation tool for operational technologies including threat missiles, RF/EO/IR/Laser sensors, EW systems, obscurants, and U.S. Navy ships. The Contractor will integrate developed models into federated testbed architectures, develop high performance computing methods to speed up the M&S codes to meet specific testbed imposed runtime requirements, and evaluate the trade-off between speed and fidelity. The Contractor shall also support and maintain the testbeds which interface models of various systems into a federated architecture.

This task requires access to TS/SCI level data residing at NRL.

3.4 EW Modeling and Simulation Studies and Analysis

The Contractor shall conduct studies and analyses as directed by the Government to support threat assessment, countermeasure effectiveness, requirements development, design trade-offs, concept of operations, technology exploration, system performance, ship installations, and force layouts. The M&S studies will be wide ranging and will include operational engagement scenarios, atmospheric effects, predictive systems capabilities, and performance expectations under varies environmental conditions.

The M&S studies may include measured data from laboratory and field measurements.

Some studies and analysis may require access to TS/SCI level data residing at NRL and/or ACCM program information. When necessary, ACCM security procedures and security classification guidance will be provided by the NRL COR prior to initiation of the study.

3.5 Hardware-in-the-Loop and Signal-Processor-in-the-Loop Development and Studies

The Contractor shall design, develop, and maintain closed loop test platforms, which can be used to evaluate RF/EO/IR hardware and signal processors. This often involves a combination of hardware and real time simulations to provide optical and/or electromagnetic stimulation to the unit under evaluation.

The Contractor shall operate these test platforms to determine the operational characteristics, capabilities, and limitations of RF/EO/IR hardware and signal processors.

3.6 Systems Engineering

The Contractor shall apply systems engineering principles and practices to support the design, analysis, development, and procurement of new EW systems and prototypes. This includes analysis of mission needs, development of system requirements, design trade-offs, and evaluation of new systems.

3.7 Laser Technologies

The Contractor shall design and develop innovative laser techniques and prototypes related to EO/IR laser countermeasure applications, surveillance systems, directed energy systems, and laser measurement sensors and systems. The Contractor will subsequently support the transition to the warfighter, to reduce threats in air, maritime, cyberspace and land-based environments.

3.8 Field Testing

The Contractor shall support on-site and off-site laboratory and field tests in a variety of geographic locations on land and at sea on USN ships within the Continental United States (CONUS) or Outside Continental United States (OCONUS) to evaluate the performance of various systems, subsystems, and equipment.

3.9 High Performance Computing and IT Support

The Contractor shall design, develop, test, operate, and maintain the high-performance computing capabilities and infrastructure necessary for NRL Code 5750 to support technical and program tasks. The systems, processes, and procedures shall be documented and made compliant with all Code 5750 procedures, NRL Information Assurance, and security regulations.

3.10 Administrative and Program Support

The Contractor shall provide administrative and program support including evaluating and tracking technical, schedule, and cost risks.

3.11 Fleet Support and Training

The Contractor shall provide fleet support and training to aid the transition, improvement, and maintenance of EW capabilities and systems to USN ships, and other sea, land, and air assets.

4 Special Requirements

This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.

4.1 Security

To execute the research in the SOW, collateral SECRET, NATO SECRET, TOP SECRET, and TS/SCI clearances will be required for technical personnel. Administrative support personnel will need Collateral SECRET clearances. Interim-SECRET clearances are allowed on a temporary basis for new-hires.

Contractor personnel assigned to this contract who require TS/SCI access must have a favorably adjudicated DoD Tier 5 investigation; a final TS security clearance, with eligibility of SCI prior to submission.

Contractor personnel assigned to this contract who require TS access must have a favorably adjudicated DoD Tier 5 investigation; a final TS security clearance prior to submission.

Contractor personnel, who require access to Secret information, must have a favorably completed Tier 3 investigation and a final Secret clearance prior to submission.

Contract Facility Security Officers (FSOs), and/or NRL CORs, are required to report immediately to Code 1230 any derogatory information regarding a contractor holding an interim Secret clearance, either on or off-site. FSOs and NRL CORs shall also notify Code 1230 when a contractor’s interim or final clearance has been declined or revoked.

Contractor personnel, including subcontractors, shall supplement their current security practices by requiring any personnel involved in executing the contract to complete Government sponsored and administered Operations Security (OPSEC) training, OPSE-1301 and any OPSEC guidance that may pertain to the project. The following are required at the time of proposal submission:

• Contractor personnel who require NRL base access or access to NRL unclassified material and/or unclassified systems shall possess a favorably completed DoD National Agency Check with Law and Credit (NACLC);

• Contractor personnel who require access to Secret material must have, at a minimum, a favorably completed DoD National Agency Check with Law and Credit (NACLC) and final DoD granted Secret security clearance; and

• Contractor personnel who require access to TS/SCI material must have, at a minimum, a favorably completed DoD National Agency Check with Law and Credit (NACLC) and final DoD granted TS security clearance with the eligibility of SCI.

The Contractor shall ensure that all classified material is handled in accordance with the issued DD 254, the National Security Program Operating Manual (NISPOM) (DoD 5220.22M) and all NRL and applicable Security Program Guides/Directives.

Technical tasking may require Contractor personnel to have access to information at up to and including TS and SCI classification levels as well as ACCM controlled information.

Interim-SECRET clearances are allowed on a temporary basis for new-hires with written approval by the relevant program sponsor(s) and NRL Code 1200. Contractors issued a DoD interim Secret security clearance may only work on specific projects covered by SOW Sections 3. Unclassified IA or IT positions are NOT authorized with a DoD issued interim secret clearance. Contractors with an Interim- SECRET clearance must be escorted at all times in classified spaces.

Contractors with an Interim-SECRET clearances are prohibited from having any access to the following types of classified information:

• Communications Security (COMSEC)

• Special Compartmented Information (SCI)

• Special Access Program (SAP) Information

• North Atlantic Treaty Organization (NATO) Information

• Critical Nuclear Weapons Design Information (CNWDI)

• Restricted Data (RD) (and Formerly Restricted Data)

• Naval-Nuclear Propulsion Information (NNPI)

• Foreign Government Information (FGI)

5 Deliverables/Schedule

The Contractor shall prepare and deliver Contractor On-Site Labor Reports on a monthly basis in accordance with Contract Data Requirement List (CDRL) A001.

The Contractor shall prepare and deliver Financial Status Reports on a monthly basis in accordance with

CDRL A002.

The Contractor shall prepare and deliver Task Progress Reports on a monthly basis in accordance with

CDRL A003.

The Contractor shall prepare and deliver Technical Reports and Presentation Materials in accordance with

CDRL A004.

The Contractor shall prepare and deliver Software/Hardware Design Description in accordance with

CDRL A005.

The Contractor shall prepare and deliver Contractors Management Plan in accordance with CDRL A006.
