Questions and Answers

The following responses are provided to questions received on 16 February 2021 regarding the solicitation.

Q1: You included two Wage Determinations which don’t seem appropriate if you’re not including 52.222-41 Service Contract Labor Standards (Aug 2018) and 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts). Were those clauses omitted in error or should the Wage Determinations be removed?

Response: FAR 52.222-41 was omitted in error and is added to the Solicitation at section I. FAR 52.222- 43 is not a required clause.

Q2: In our experience, when RFPs require compensation plans, there is usually quite a bit of verbiage in the RFP document about what the Government wants from offerors in the form of a response. This RFP, however, simply includes 52.222-46 Evaluation of Compensation for Professional Employees FEB 1993 by reference in Section L. Does the Government really want a compensation plan as part of the offeror’s proposal response? There is no mention of it in the proposal instructions as far as which volume it belongs in, page limits, etc.

Response: Please follow the instructions in the provision and submit the required information under Volume II, SOLICITATION, OFFER AND AWARD DOCUMENT, OCI, Disclosure Statement, and General Documentation. There is no page limit for the information required by the provision.

Q3: On Page 91 of the RFP, mention is made of the Offeror completing its Section B pricing. However, the cost volume instructions only mention pricing the sample tasks. Does the whole 301,600 hours need to be priced in order to come up with a cost and fee for CLIN 0001 in Section B?

Response: There is no need to complete the pricing information at Section B for the base IDIQ award. The following paragraphs are update to reflect the change:

• Page 91, Paragraph L-6(d)

• Page 91, Paragraph L-6(e), subpart entitled “Cost and Pricing Information”

• Page 93, paragraph L-8(b)(ii)

Q4: What are the government’s instructions for pricing Section B’s CLIN 0002 Materials and CLIN 0003 Travel? What are the Government’s instructions for pricing Section B’s Deliverable CLINs A001 through A008? Certain deliverables, e.g. the Monthly Funds Status Report, would be prepared by personnel that are not part of the labor matrix. Can an offeror price non-technical hours to perform such functions?

Response: No pricing information is required for CLIN 0002 and CLIN 0003 the base IDIQ award.

Pricing for Materials and Travel cost will be established at individual task order award. CDRL deliverables are non-separately priced, and no pricing information is required to be completed for Section B, CLINs A001 through A008. Yes, offeror should price the non-technical hours and include it as cost at the individual task order award.

Q5: Can the government clarify the travel parameters detailed in Section H-10? We anticipate almost no travel originating from “the contractor’s facility” since most of the personnel will be assigned to a Government site.

Response: Solicitation H-10 (b) is updated to the following:

“(b) Reimbursable travel costs include only that travel performed from the Contractor's facility to the worksite, in and around the worksite, and from the worksite to the Contractor's facility. If Contractor personnel is designated to provide onsite support at the Government’s facility, reimbursable travel costs can include travel from the designated Government facility to other required worksite necessary to support the task order.”

Questions and Answers

The following responses are provided to questions received on 24-26 February 2021 regarding the solicitation.

Q1: In a recent Q&A, the Government indicated that the offeror should only submit cost proposals for the sample tasks. How does that reconcile with page 94 of the RFP, specifically where it discusses Vol IV Past Performance which reads in part, “The Prime Offeror shall also submit Past Performance Questionnaire for each proposed Subcontractor effort valued 10% of their total current offering or more.” Do offerors submit questionnaires only for those subcontractors that represent more than 10% of its offering on a specific sample task, the aggregate of the priced tasks, or the aggregate of all anticipated tasks?

Response: Aggregate of all anticipated tasks.

Q2: On Page 96 of the RFP in the discussion of Volume V Cost, it is stated that, “Subcontractor data shall be provided in the same detail as required for the prime contractor…. Fully disclosed subcontractor cost for the approved subcontractor(s) shall be submitted directly to the designated Contracting Officer and Contract Specialist for this RFP.” The paragraph then continues on about the prime contractor’s responsibilities relative to including cost/price analyses on subcontractor costs. Considering that in prior Q&A the Government indicated the full 301,600 hours do not need to be priced, does the aforementioned requirements for subcontractor cost detail only apply to those subcontractors who are being proposed on the sample tasks?

Response: Yes, cost detail only apply to those subcontractors who are proposed for the initial and sample tasks.

Q3: On Page 94 of the RFP in the discussion of Volume IV Past Performance, the Past Performance Questionnaire form link provided https://www.nrl.navy.mil/doing-business/sites/edit-www.nrl.navy.mil.doing-business/files/files/past_performance_report_%204335_1.pdf does not work.

Response: Due to recent updates the NRL public website, the hyperlink for the form is not functional. The Past Performance Questionnaire form is provided at Section J, Attachment 09.

Q4: Is the call for full proposals or is at the white paper stage?

Response: This solicitation is a Request for Proposal (RFP), and not at the white paper stage.

Q5: Do we need a contact from NRL for this proposal?

Response: No, no contact from NRL is needed to submit a proposal. Please note that this acquisition is a 100% Small Business Set-Aside under NAICS 541715. Any responsible small business concerns under the designated NAICS can submit proposals in response to the RFP.

Q6: What is the format of the proposal and what is the range of budget per proposal?

Response: Please see section L of the solicitation for instructions on the proposal format. The Government contemplates award of a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation. The maximum ordering ceiling for the resultant IDIQ contract is $75,600,000.00.

Please be advised, as stated in Section H-2 of the solicitation, bid and proposal cost are not allowable and will not be paid under this solicitation, contract, or any associated task order under this contract.

Q7: Can we write more than 1 proposal as PI or CoPI?

Response: Each company shall only submit one proposal in accordance with the instructions, and terms and conditions specified in the solicitation document.
