About this file

This statement of work describes a research and development project for an autonomous thermal spray coating system. The Navy seeks to characterize and demonstrate a device integrating media blasting, laser profiling, plasma arc wire spraying, and infrared thermography. Over twelve months, the contractor will conduct material and spray testing, construct a laboratory test apparatus, and propose a shipboard demonstration. The contractor must provide monthly progress and financial reports, as well as a final report.

Additionally, solicitation N00173-21-R-ZL01 seeks proposals for corrosion science and engineering support at the Naval Research Laboratory. This total small business set-aside has a ceiling of $75.66 million over five years. Interested parties must be registered in SAM under NAICS 541715. The selected contractor will receive an IDIQ award.

SAMPLE TASK ORDER 01

STATEMENT OF WORK

UNIVERSAL PRIMER SYSTEM DEVELOPMENT

1. INTRODUCTION: The Naval Research Laboratory has been evaluating thermal spray coating technologies as corrosion control and functional coatings to support

Navy and Marine Corps maintenance and operation concerns. These RDT&E programs are focused on assessing and defining the viability of thermal sprays (e.g., amorphous coatings and cold spray systems) to reduce long-term maintenance and repair issues as it relates to corrosion and functional shipboard purpose. These programs are intended to modify the current state, but also assist in defining the future state, for the Navy’s use of thermal sprays. Efforts have included thermal spray application methodologies (e.g., twin wire arc and plasma) and systems for in-field use (e.g., robotics) as well as depot installations.

2. REQUIREMENT: The Contractor shall conduct applied research to characterize a new autonomous device of integrated plasma thermal spray application. The device integrates surface preparation by media blast, laser profilometry for surface preparation analysis, arc wire plasma thermal spray and IR thermography for post application NDE.

3. TASK OBJECTIVES: The Contractor shall conduct research and development in support of the requirement. The Contractor will specifically be responsible for 1) identification of materials and requirements, 2) test plan preparation and execution, 2) experimental set-up, 3) procurement of experimental equipment, test stands and materials, d) conduct coating system demonstrations as identified in the subtasks, and

e) report preparation. Tasking under the NRL thermal spray coating programs are expected to fall into the following subtasks:

3.1. Material Performance Testing: The Contractor will evaluate the as produced thermal spray coatings for qualification of the both the spray parameters and applied coatings system. This should be in accordance with government specifications (MIL-PRF-32577 and NAVSEA Technical Publication T9074-

AA-GIB-10/1687), and appropriate industry specifications (e.g., American

Welding Society).

3.2. Spray Application Testing: The Contractor shall devise and construct a laboratory scale test facility/apparatus to test the autonomous system and demonstrate a TRL 6 demonstration of the device at NRL (e.g., Key West, FL).

This plan should include a notional deck design of at least (500 sqft.) and a test

plan to evaluate the autonomous system performance, productivity and adequacy for use on naval platform decks.

3.3. Shipboard Demonstration: The Contractor shall propose a test plan to demonstrate the autonomous system on 1 amphibious class ship in a Naval shipyard to validate a TRL level 7. The applied system shall be in accordance with NAVSEA Standard Item 009-124, Thermal Spray Nonskid Application:

accomplish.

4. PERIOD OF PERFORMANCE: Twelve (12) months after date of award.

5. PLACE OF PERFORMANCE: This work shall be performed at the NRL

Washington, DC, and NRL Key West, FL or Chesapeake Bay, MD facilities.

6. SECURITY: Contractor personnel performing work under this Task Order must possess SECRET security clearance.

7. DELIVERABLES:

(1) The Contractor shall provide a monthly technical report detailing program progress, issues and plan for next report period.

(2) The Contractor shall provide an email report of all travel, meetings and ship visits conducted within 7 days of the event.

(3) The Contractor shall provide a monthly financial report.

(4) The Contractor shall provide an end of the period-of-performance report by technical effort (Subtask).
