About this file

This document contains a statement of work for an initial task order solicitation. The Naval Research Laboratory seeks engineering research and technical support services for its Center for Corrosion Science and Engineering to support corrosion prevention technology development for new submarine platforms including the Columbia Class program. Key tasks include physical scale cathodic protection system modeling and testing, materials evaluation, and general corrosion control program support. The period of performance is one year following task order award. Offerors must possess a SECRET clearance and the work will be performed at NRL facilities in Washington, D.C. and Key West, Florida. Monthly and weekly reports are required.

INITIAL TASK ORDER 01

STATEMENT OF WORK

CORROSION CONTROL

1. INTRODUCTION: The COLUMBIA Class Program is responsible for the design and building of the next generation trident class submarine. As part of this design process, the program office, NAVSEA PMS 397, is investigating both new and improved technology to reduce corrosion control total ownership costs and to improve sustainability through reduce maintenance processes. NRL has been tasked to provide

CLB with S & T programs to support these materials and corrosion design aspects and contribute to the design process as a member of the Integrated Product Team designing the new submarine. This task order will also support emerging and preparatory efforts to support future submarine platform designs.

2. REQUIREMENT: The Contractor shall provide engineering research expertise and services in support of NRL technology development and engineering efforts for the CLB

Program and SSN(X) efforts. This program is developing corrosion prevention and control technology to improve cathodic protection system performance and longevity, identify new materials and coatings technology to extend platform life-cycle and maintenance, and to improve corrosion control processes and documentation in accordance with Navy and DoD requirements and through industrial partners in the Navy

IPT team.

3. TASK OBJECTIVES: The Contractor shall support NRL S & T programmatic research initiatives and will specifically be responsible for 1) test plan execution, 2) experimental design,, assembly and execution and materials and 3) support to quarterly

IPT team interactions. Tasking under the CLB program is expected to fall into four distinct categories of work. These are: cathodic protection system design and analysis, corrosion materials/coatings development and evaluation, and general corrosion control program development.

a) The Contractor shall conduct submarine cathodic protection system design and analysis of sacrificial anode and impressed current cathodic protection (ICCP) systems for the new platform. The Contractor shall execute physical scale modeling

(PSM) test plan writing, test plan vetting, and documentation. In order to support

PSM test weeks, the Contractor shall conduct test set-up efforts, which include laboratory arrangement, model instrumentation, control system shakedown, and procurement/ development of test materials. The Contractor shall support CLB cathodic protection Integrated Product Teams on a quarterly basis.

b) The Contractor shall assist NRL with the general corrosion control program efforts which involve development of processes and documentation associated with U.S.

Navy and DoD requirements for implementation of corrosion best practices for major new acquisition programs. This work will involve attendance and interaction with the

Navy IPT team quarterly meeting, which consists of NRL, NAVSEA technical and program personnel, and personnel from industry, as required to accomplish various assigned tasks. In support of NRL, the Contractor shall provide review of Navy documents such as ship specifications and shipbuilder design recommendation memorandums in order to provide due diligence for corrosion prevention and control.

The Contractor shall provide configuration management of CLB corrosion documentation such as the corrosion prevention and control plan.

c) The Contractor shall conduct R&D associated with novel and advanced bearing designs. This work shall include evaluation of environmental effects on non-metallics and their physical properties especially static and dynamic stiffness.

Travel to various locations including NRL-Key West and various shipyards and commercial suppliers of materials and coatings will likely be required for accomplishment of this tasking. Access to classified information will also be required periodically.

4. PERIOD OF PERFORMANCE: Date of Task Order award through 1 year.

5. PLACE OF PERFORMANCE: This work will be performed at the NRL Washington, DC and NRL Key West, FL facilities.

6. SECURITY: Contractor personnel performing work under this Task Order must possess SECRET security clearance.

7. DELIVERABLES:

(1) The Contractor shall provide a monthly report detailing program progress, issues and plan for next report period.

(2) The Contractor shall provide an email report of IPT meeting actions within 1 week and provide plan of action prior to next IPT meeting.
