Questions & Answers

A15. Section L-16 (b) (1) of the solicitation has been amended; “per task area” is deleted from the Page Limit column. Please see Please see AMENDMENT 0001_RFP N00173-14-R-GJ01 for revisions.

A16. Section L-24,1.(c) SECTION 3 (Sub-factor C)-“Program Management Plan” has been amended; “and codes 1400 and 1600 staff as well as” is deleted from the paragraph. Please see AMENDMENT 0001_RFP N00173-14-R-
GJ01
Q17. The Offeror requests clarification as to its demonstration that its proposed personnel meet the requirements of Personnel Qualifications, Exhibit D. Section L-20 provides for resumes for Key Personnel. Other proposed personnel are to be addressed in the Staffing Plan per Attachment L-6 and in the Labor Category Qualification.
The Offeror interprets the Labor Category Qualification in L-27 (page. 93) as seeking information about the company’s positions and how they meet the requirements of the Personnel Qualifications. As a small business, the Offeror does not maintain a sufficient number of “company-unique personnel qualification identifiers” to address the Personnel Qualifications for 23 positions and “each individual’s eligibility”.
Because this is a cost-type contract with direct labor being proposed by individual, the Contracting Officer is requested to require individual resumes so that the Offeror may demonstrate its ability to meet the Personnel Qualifications.
A17. Section L-20 (a) requires a max 2 page resume for all identified Key Personnel.
Section L-20 Volume I - “Technical Capability and Experience” and Section L-24 1. (a) “Labor Category Qualifications” has been amended for clarity. Please see AMENDMENT 0001_RFP N00173-14-R-GJ01 for revisions.
Q18. The Offeror notes that a page limit of 60 pages is established for the Volume I Technical Capability and Experience (page 87) and, within the page limit, the items a – g (page 91) are to be addressed.
The limit is problematic. The Offeror submits that if the Contracting Officer accepts resumes to address the Labor Category Qualifications, items a – d will require 10 pages. Item e, Sample Tasks, will require 15 pages for each of two tasks. Item f, Technical Capabilities/Experience, requires that the Offeror address the PWS. Section 3 of the PWS has over 50 discrete technical requirements and technical sections to address individually which would consume approximately 60 pages. Item g, Management Plan, is typically a 10 page document to meet the stated requirements, when a Transition Plan is required. Based on the foregoing, the Offeror requests a revised page limit of 120 pages for Volume I.
A18. L-16 Proposal Format (b) (1), has been amended. Also see Section L-16 (“Proposal Format”, (g), “Page Limitations”) for more information on page limitations.
Please see AMENDMENT 0001_RFP N00173-14-R-GJ01 for revisions.
Q19. The Offeror believes that responses to the above questions will materially impact its ability to prepare its proposal within the 30 days allowed and requests that a day-for-day extension be provided should the Contracting Officer respond subsequently to May 5, 2014.
A19. Section L-14 “INSTRUCTIONS FOR SUBMISSION OF PROPOSALS/OFFERS” (a) has been amended.
Please see AMENDMENT 0001_RFP N00173-14-R-GJ01 for revisions.
Q20. Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?
A20. The incumbent is Envisioneering, Inc. The current contract number is N00173-10-C-2010.
