Performance Work Statement (PWS)

Electromagnetic Systems Technology Assessment and Evaluation, Research and Prototype Development

Vision Statement

Provide world-class Research and Development for Directed Energy (DE) and Electronic Countermeasures (ECM) systems for the US Navy.

1 Introduction

The Naval Research Laboratory (NRL) anticipates negotiation of a cost type contract for Research and Development (R&D) in the High Power Electromagnetic and Countermeasure Technology areas. NRL seeks technical support for the testing, evaluation, and prototype development leading toward transitioning of the technology to the field.

1.1 Mission

The primary mission of the NRL Surface Electronic Warfare Systems Branch is to plan, guide, and conduct research that provides the technology base necessary for the development and effective utilization of shipboard electronic warfare (EW) systems. In support of this mission, the Branch initiates, performs, and coordinates tasks in the areas of shipboard EW requirements definition, electronic countermeasure (ECM) techniques analysis and studies, ECM systems designs and integration, intelligence data analysis, threat assessment and definition, EW technique and system effectiveness evaluation, and development of EW operational concepts.

1.2 Background

The Naval Research Laboratory (NRL), Washington, DC, Code 5740 is responsible for performing Research and Development (R&D) on, prototyping of and management of projects related to electromagnetic systems (namely Directed Energy (DE) R&D and Electronic Countermeasures (ECM) systems) for the US Navy. With the development of asymmetric and conventional military threats, continuing R&D as well as the rapid development and implementation of improved ship defense countermeasures are essential to support Fleet missions in blue water and littoral environments.

Ship defense projects must address a broad electromagnetic spectrum, from RF frequencies up to the millimeter wave band and also in the infrared spectral region.

Also the continued use by adversaries of Improvised Explosive Devices (IEDs) against the Marine ground forces has taken many lives and left many warfighters permanently disabled. Directed Energy technologies such as High Power Radio Frequency (HPRF), High Energy/High Power laser systems and Electrostatic Discharge (ESD) systems are applicable technologies to neutralize this threat for which research and development and fielded systems are required.

In addition, small boat terrorist and military swarm attacks and pirating on the high seas are threats that establish the need for developing large and small vessel stopping technologies. HPRF technologies are applicable against these threats as well.

The emerging Directed Energy threat has also stimulated efforts in the protection of electronic devices that are of Naval interest. This compliments current efforts for the defeat of such electronic systems. In addition, such work is also related to the protection of Naval and civilian infrastructure from High Altitude Electromagnetic Pulse defense.

To address these current and evolving threats, NRL has tasked contractors to participate with the research and development, to design and develop prototype systems, and to evaluate RF, millimeter wave, and Ultra Short Pulse (USP) and High Energy (HE) laser technologies and to improve countermeasures in the RF, Millimeter wave and electro-optic and infrared bands (EO/IR) that address the ASCM threat and defeat IEDs and small boat swarm attacks. As a result of research successes and the continuing effort by NRL and contractor personnel, specific countermeasure, IED defeat and small boat stopping technologies have been developed that require additional design, development and rapid prototyping and initial limited production quantities to satisfy Naval requirements. NRL requires support from contractor personnel who have been engaged in this research, design and development to capitalize on these research successes and meet the Navy’s near-term needs. The Contractor will provide experienced scientific, technical, management, and logistics personnel in support of this effort.

The Contractor will provide comprehensive Research and Development (R&D), design, development, systems engineering, test and evaluation, and contractor management of assigned tasks. These tasks will include the areas of counter IED (both detection and defeat), vessel stopping, threat analysis of anti-ship cruise missiles and evaluation of specific countermeasure system performance against those threats, as well as, system analysis, system design and development, prototype development, system test and evaluation, data collection and analysis, computer simulation design and development. In addition, the contractor will provide technical support to various facility operations. The contractor will also evaluate the vulnerabilities of jam resistant navigation systems (i.e. GPS, Celestial, etc.) and the type of jamming and deception systems capable of defeating them.

The Contractor will be required to procure components and materials to support research, test and evaluation, and analysis tasks. Purchases will require prior authorization by the contracting officer’s representative (COR). The contractor will evaluate the unique developmental nature of the hardware performance tasks associated with the developmental system, and will establish the bill of materials and the price justification for the equipment and materials required. All purchases will remain the property of the Government. Upon conclusion or termination of the contract all materials will be delivered to the COR or disposed of per direction of the COR.

Subcontract support of unique expertise for the development and analysis of specific technologies will be provided as required. The contractor work area will be primarily onsite and contractor personnel will be required to operate in classified environments that require security clearances at the secret level, and some personnel will be required to have clearances at the Top Secret level. Some temporary or offsite personnel and consultants may not require a security clearance.

1.3 Scope
