Task Order 0001 Statement of Work
Attachment L-7 Sample Task STATEMENT OF WORK Electronic System Defeat and Targeting
1.0 INTRODUCTION
This statement of work (SOW) describes the engineering and technical services to be provided to the Naval Research Laboratory Tactical Electronic Warfare Division, Surface Electronic Warfare Branch at the Naval Research Laboratory (NRL) in Washington, D.C. These services include a number of strongly interrelated tasks that vary significantly in technical scope and deliverable products. Several of the tasks support the same mission and careful technical coordination is required to ensure a successful deliverable product.
2.0 SCOPE
Military operations are executed in an environment increasingly complicated by the electromagnetic (EM) spectrum. The recognized need for military forces to have unimpeded access to and use of the electromagnetic environment (EME) creates vulnerabilities and opportunities for electronic warfare (EW) in support of military operations. EW includes three major subdivisions: electronic attach (EA), electronic protection (EP), and electronic warfare support (ES).
There is a need to improve the US military’s Electronic Attach (EA) capability and systems in both range and effectiveness. Investigations by both contractors and government laboratories have provided improved understanding of novel HPM techniques for DEW, and characteristics of their effects on certain devices. Analysis of a select few of these devices is needed to enhance the capabilities of DEW EA systems, and to develop Concept of Operations (CONOPS), in order to provide the range and effectiveness required of robust next generation Naval EA systems.
3.0 TASK DESCRIPTIONS
3.1 The Contractor shall provide individuals to support NRL Science and Technology (S&T) programmatic initiatives as follows with qualified individuals to support the work described below:
Device Effects Testing:
An onsite NRL task: The contractor shall measure, analyze and evaluate the effects of HPM on devices described in government furnished information, on certain electronic systems identified in government furnished information. The contractor shall identify multiple devices for the analysis and evaluation. The contractor shall acquire and utilize surrogate devices for analysis and evaluation. The contractor shall procure some of the devices to be tested as specified by the government. The contractor shall be responsible for design and configuration of the testing using GFE and for design and layout of the testing set up. The contractor shall execute the tests, collect and analyze the data.
System Effects Testing:
An onsite NRL task: The contractor shall measure operate missile system simulators, subject them to HPRF representative waveforms, measure and evaluate the effects of the waveform on system operation. The contractor shall be responsible for configuration of the missile simulator and HPRF source, antenna, and waveform generation. The contractor shall be responsible for instrumentation and collection of missile performance data. The contractor shall be responsible for evaluation of missile response due to the
Surrogate Target Development and Test An onsite NRL task: The contractor shall design, procure components and construct surrogate missile targets based on GFI. The contractor shall carry out diagnostic tests, high power anechoic chamber tests, and participate in the testing of the surrogate systems in field tests away from the NRL site. During testing, the contractor shall install the surrogate, integrate instrumentation to gauge its response, and configure it in an operational state. The contractor shall analyze the response of the surrogate.
Program Support
The contractor shall provide individuals to compile, analyze, and present cost data for material, touch labor, and systems engineering/program management activities, among others
Program Management An onsite NRL task: Resource Management Support; the contractor shall provide technical and administrative support in the preparation of technical briefings and presentations, the development of work plans, annotation and promulgation of action items resulting from meetings and general programmatic support. The contractor shall certify all project and program actions are tracked and documented and that the documentation is available to specified program and project participants. The contractor shall provide support for the planning, negotiation, and implementation of meetings, conferences, and seminars. Contractor efforts shall include the planning and execution of these events including, but not limited to, event planning, securing meeting venues and facilities, acquiring required equipment, meeting management, and execution of the agenda and event management.
3.2 The Contractor shall provide the Compact Direction Finding (DF) prototype. The offeror shall provide cost and schedule
Compact Direction Finding (DF) System Prototype The Contractor shall develop a high sensitivity high precision DF device for precision location of an emitter at tactically significant ranges. The device shall have a high update rate and be able to detect low signal levels (Sensitivity equal to or higher than -80 dBm). The DF sensor shall provide instantaneous 0 to 180 degrees in azimuth and -20 to +90 degrees in elevation. The system shall use phased interferometry techniques for tracking emitters with high precision accuracy of < 0.1 degrees rms. The system shall use instantaneous field of view of about 50 degrees. The system shall have update rates of about 1000 Hz. The system shall be able to track a single emitter out of multiple targets. The DF and tracking solution shall provide a robust and accurate way to precisely track specific emitters. As specific RF frequencies may not be described here, the DF system shall be described for an X-Band system.
The contractor shall develop options for making the device operable in a high RF environment.
