Section C - Description/Specifications/Statement of Work Performance Work Statement (PWS) For NSWCCD VOIP Installation and Maintenance

1.0 BACKGROUND

The Naval Surface Warfare Center- Carderock Division provides cradle to grave research and development support of the Navy's fleet. NSWCCD requires on site support to configure, format, and maintain the Voice of Internet Protocol (VOIP) system to support telecom services at the West Bethesda site and detachments. NSWCCD has an aging ISDN and VOIP system that requires replacement to remain compliant and functional for telecommunications across the base and the detachments.

2.0 SCOPE

NSWCCD requires a contractor to assist in the configuration of a CISCO VOIP solution for the NSWCCD site and detachments, provide expert guidance in configuration, network architecture, and implementation plan, assist with the deployment, and provide sustainment including routine maintenance and troubleshoot errors/defects. This requirement includes a base one (1) year period of performance and four (4) one year option periods. The locations for this requirement include:

Headquarters:

Naval Surface Warfare Center Carderock, West Bethesda, MD Primary Detachments:

Dania Beach, Florida Titusville, Florida Memphis, Tennessee Little Creek, Virginia Norfolk, VA Bayview, Idaho Bangor, Washington Olney, Maryland Ketchikan, Alaska Secondary Detachments:

Portsmouth, VA San Diego, California Perryville, Maryland Philadelphia, PA

Other: Other sites may be required, as necessary.

3.0 OBJECTIVES

3.1 Configuration-

The contractor shall provide a VOIP enterprise architect and lead engineer to assist in the configuration, engineering, and formatting of the CISCO VOIP system for implementation and integration into the current network infrastructure. (CDRL 0001) The existing VOIP system at Building 17 was developed as the Pilot for NSWCCD. This Pilot Program shall function as the basis for all future connectivity and telecom services at Carderock and the detachments. Configuration is critical in the developmental stage due to NSWCCD's unique infrastructure and architecture. This includes the West Bethesda site which has approximately 100 buildings and various buildings/sites located across the United States. Some of the buildings include secured spaces and unique physical challenges such as the Olney Detachment which is an underground concrete structure with limited network connectivity. NSWCCD intends to use commercial items including servers, switches, and programs for this operation. This shall include a thorough review of the current VOIP and ISDN system at Carderock and the detachments. The contractor shall develop a mastery level of understanding of the existing configuration within two (2) weeks of contract award. The implementation of the new system shall include the migration of all legacy systems to the new VOIP architecture with minimal impact. This will require integration and interfacing into commercial systems both inside and outside the fence line including analog, copper, network, digital, and VOIP systems. The contractor shall be required to begin programing and interfacing operations upon award of the contract to meet the required deployment date of 30 September 2026. The contractor shall ensure full Cisco Call Manager functionality, gateway and end point functionality, and integration with necessary enterprise systems as part of the implementation. The contractor shall develop a structured tracking and deployment process for VOIP phones/lines, their allocation, and management. The configuration of the system shall be with commercial products only. The contractor should assume one (1) trip for no more than two (2) working days to each primary detachment listed in section 2.0 for the configuration phase. Travel locations may be adjusted, however the cost will not exceed our estimated travel requirements.

3.2 Deployment-

The contractor shall deploy the VOIP system with the lowest impact possible to the NSWCCD daily operations. This may include performing installation and testing outside normal business hours. This may also include working in classified spaces or providing recommendations about physical network infrastructure such as additional cabling or best practices for hardware integration. The contractor shall provide provisioning and configuration of all VOIP devices, including phones, headsets, and other equipment used for the VOIP configuration. Due to each site's complex configurations of existing network and telecom infrastructure, the contractor shall provide recommended solutions to address the unique network and integration challenges that were not addressed in the configuration and planning phase. The contractor shall be capable of applying those recommendations accepted by the government to address unique challenges during deployment. Deployment of the system will rely heavily on the basis of the Building 17 Pilot Program but may require revisions to the Pilot system in real time due to unforeseen or unplanned challenges. The Government retains the right to make decisions based on how to proceed but that contractor shall make recommendations or relay issues as they are identified. The contractor shall perform configuration of the network to ensure it is optimized for VOIP traffic. The contractor shall provide security and compliance, including implementation of robust security measures to protect the VOIP system from unauthorized access, use, or disclosure, and compliance with all relevant, policies, laws, and regulations. The contractor shall ensure all VoIP deployments comply with DoD cybersecurity policies and STIG requirements. The current Building 17 Pilot Program meets all required security and IT standards, however the deployment phase may impact compliance of the existing system. If the deployment phase changes or potentially changes compliance, the contractor shall notify the Government immediately and work with the Government to return the system to a compliant status immediately. The contractor shall have the current configuration and compliance requirements at time of award and shall have the ability to identify if any part of the deployment would change that status. This requires a complete understanding of the current configuration for the Pilot Program. The contractor should assume one (1) trip for no more than five (5) working days per trip to each primary detachment listed in section 2.0 for the deployment phase. Travel locations may be adjusted, however the cost will not exceed our estimations.

3.3 Sustainment and Maintenance-

Upon completion of the deployment, the VOIP architect requirement will transition to a second VOIP engineer. This transition is expected by the end of Option Year 1. The contractor shall provide ongoing maintenance and support services following completion of the deployment. This shall include ongoing system sustainment, troubleshooting, software updates, and security compliance for the IT Division and the end users. The contractor shall coordinate all patches and updates as required to maintain compliance. The contractor shall ensure all system outages or failures are addressed within 24 hours of notification to the contractor. The contractor shall perform the refresh and replacement of equipment as needed to maintain the system's operational capacity and ensure secure and complaint operations such as data protection, privacy, and emergency response. This includes government provided handsets, headsets, network and server components. NSWCCD shall provide all software, firmware, and hardware associated with maintenance and repairs of the system. The contractor should assume one (1) trip for no more than three (3) working days per trip to each primary detachment listed in section 2.0 for the sustainment phase. Travel locations may be adjusted, however the cost will not exceed our estimations. The contractor shall provide reporting on performance metrics, system outages, call quality, and support response times (CDRL 0001).

4.0 PERSONNEL QUALIFICATIONS

The contractor shall provide a VOIP Architecture (further referred to as the Architect) to perform the development and configuration of a scalable and secure Enterprise VOIP solution. The Architect shall have in-depth experience with Cisco hardware and software technologies. The Architect shall have a basic understanding of physical implementation and maintenance of the solution and perform as a backup to the Engineer, as needed. The contractor shall provide a VOIP Engineer (further referred to as the Engineer) to configure, deploy and maintain the Enterprise VOIP system.

Both the Architect and Engineer shall have T5 personal security investigation and maintain either a interim or fully adjudicated Top Secret clearance.

Additionally, the Architect and Engineer shall have a Cybersecurity Workforce designation as a System Administrator at the Intermediate Level (Work Role ID 451) per DFARS clause 252.239-7001, Information Assurance Contractor Training and Certification.

The Architect and Engineer shall perform work on site at the West Bethesda, MD site unless traveling to a detachment or teleworking if work can be completed offsite. The Architect and Engineer shall be available in person or by phone or email during business hours as defined in section 5.4.

, Security, and Operational Requirements5.0 Safety -5.1 Safety

The contractor shall follow all safety policies and regulations while performing under this contract. The contractor shall notify the safety office and the contract TPOC upon identification of any hazards or concerns. The NSWCCD Safety Office can be reached at 301-227-1330.

5.2 Security-

The contractor shall follow all security policies and regulations while performing under this contract. This shall include DOD, DON, NAVSEA, and NSWCCD directives. The NSWCCD Security Office can be reached at 301-227-1408.

The contractor shall be issued a Common Access Card (CAC) upon completion of vetting security clearances. The CAC shall be used as a primary form of ID on base and shall be worn on the outer most layer of clothing above the waist. If a CAC is lost or stolen, the contractor shall report it immediately to the NSWCCD Security Office.

The contractor is prohibited from possessing or using weapons, alcohol, or drugs while on site.

5.3 Emergencies-

If the contractor is involved in or witnesses an emergency, the contractor shall seek safety and contact the Naval District Washington (NDW) Dispatch Center at 202-433-3333.

5.4 Normal Business Hours-

Normal business hours for NSWCCD are 0530-1900 EST Monday-Friday except federal holidays and closures for weather. Core hours are 0930-1430 daily. The contractor is expected to provide support for approximately 8 hours a day during normal business hours. The contractor is expected to provide support during the entire core hours period daily.

5.5 Mandatory Trainings-

Upon receipt of a CAC, the contractor shall be required to complete all mandatory training requirements for contractors as designated by NAVSEA and NSWCCD. The contractor shall complete all mandatory trainings before the end of each Fiscal Year.

5.6 Government Furnished Property-

The contractor shall be provided GFP including a laptop. The contractor is responsible for safeguarding and maintaining the GFP until it is returned to the government (CDRL 0002). Materials and items needed for the VOIP deployment will be provided by the government at time of need. The contractor is not required to provide any property or materials for this requirement. Lost or stolen GFP shall be reported to the government TPOC and Security office immediately upon identification.

-5.7 Contractor Staffing The contractor shall staff the contract as stated in section 3 and all personnel shall have qualifications as stated in section 4. The anticipated model for staffing includes one VOIP Engineer and one VOIP Architect for the base year and first option year. This assumes the contractor will provide one FTE for each position predominantly located at NSWCCD West Bethesda except when on travel to the detachments. For the remaining option years, it is anticipated that the contractor shall provide two VOIP Engineers as FTEs. Failure to maintain staffing at two FTEs throughout the life of the contract may result in equitable adjustment to the government.

5.8 Non-Personal Services and Inherently Governmental Functions The contractor's requirements are included in this PWS and shall not deviate from this requirement. This is a Non-Personal Services contract and any direction or request outside of this scope of work shall be reported to the PCO immediately.

These services are not inherently governmental and the contractor shall not perform any inherently governmental functions under any circumstance. If the contractor is requested to perform inherently governmental functions, they shall notify the PCO immediately.

Requirements NSWCCD is requesting VOIP Support Service as stated in the Performance Work Statement (PWS).
