About this file
This is a Questions and Answers document for the Naval Surface Warfare Center Carderock Division (NSWCCD) Voice Over Internet Protocol (VoIP) Support Services procurement (Solicitation N0016Q1008). The document addresses clarifications on contract scope, staffing, travel requirements, clearance levels, and technical specifications for the VoIP system deployment and sustainment.
The contract encompasses three primary phases: Configuration (expected completion by September 30, 2026), Deployment (base year through option year 1, with target full deployment by December 31, 2027), and Sustainment & Maintenance (option years 2-4 for the life of the contract). The contractor must provide two full-time equivalents (FTE)—one VoIP Architect and one VoIP Engineer—from day one through option year 1, transitioning to two VoIP Engineers for sustainment. Travel costs are included in firm-fixed pricing and based on primary and alternate detachment sites (Bayview, ID and Olney, MD), with specific assumptions: two working days for configuration, up to five working days for deployment, and three working days for sustainment per trip. Current VoIP users total 48 at Carderock; future capacity is projected at 3,000 users at Carderock, 50 at Olney, and 200 at Bayview, with additional locations TBD. The system will include Unity Voicemail, Emergency 911 integration, Auto Attendant, Survivable Remote Site Telephony, and conversion from PRIs to SIP Trunks. Personnel must hold interim Top-Secret clearance (with active Secret clearance acceptable) and CompTIA Security+ CE certification. The government confirmed existing Cisco support capability, network readiness for VoIP traffic, and willingness to accept remote support once systems are operational, provided service levels are maintained. The offeror response deadline is February 6, 2026, with the question cutoff on January 30, 2026.

I can only provide answers to #1 and #2 (see below). Answers to #3 and #4 need help from others. My responses to the questions below are in green.
QUESTION: 3.2 Deployment phase being base year and option year 1, and 3.2 being Sustainment & Maintenance for option years 2-4, Does the government have a defined expectation for the duration for 3.1 Configuration?
0. The Sustainment & Maintenance Section number is 3.3 vice 3.2. The expected duration for 3.1 Configuration is 30 September 2026. The total duration of sustainment and maintenance is expected to last for the life of the contract. Deployment may extend beyond our anticipated 30 September 2026 date based on external factors.
QUESTION: Can the government confirm current Cisco support is in place with the ability to open cases as needed?
0. Yes.
QUESTION: Would the government accept an “Interim” Top-Secret clearance for a proposed headcount that currently has an active Secret clearance?
0. Yes, an ‘Interim’ Top-Secret clearance with Active Secret clearance is sufficient.
QUESTION: Publicly available information regarding requirements for both “Work Role ID 451 NIST: PR-INF-001” and “DoD 8140.03” have several differing requirements, and some contradict each other. Would the government confirm that a candidate with an active Comptia Security+ would be compliant for NSWCCD’s purposes?
0. Yes, Security+ CE would be compliant.
Reference Sections below Section C - Description/Specifications/Statement of Work,
3.1 Configuration "The Contractor shall assume one (1) trip for no more than two (2) working days to each primary detachment listed in Section 2.0 herein for the configuration phase. Travel locations may be adjusted; however, the cost will not exceed the Government's estimates."
3.2 Deployment "The Contractor shall assume one (1) trip for no more than five (5) working days per trip to each primary detachment listed in Section 2.0 herein for the deployment phase. Travel locations may be adjusted; however, the cost will not exceed our estimations."
3.3 Sustainment and Maintenance "The Contractor shall assume one (1) trip for no more than three (3) working days per trip to each primary detachment listed in Section 2.0 herein for the sustainment phase. Travel locations may be adjusted; however, the cost will not exceed the Government's estimate."
QUESTION: Would the Government please acknowledge that Travel should not be included with Section B - Supplies or Services & Prices or Costs as the Government has not provided that estimated cost?
Travel should be included in pricing. Please see attached table to properly anticipate travel requirements.
QUESTION: Please acknowledge that all travel costs will be fully funded and cost reimbursable by the Government.
Travel is expected to be fixed based on the attachment referenced above, however if travel is not completed because it is not required, the contractor cannot invoice for services/expenses not incurred.
QUESTION: Would the Government please provide an estimated travel percentage for the first year of design and engineering of the remote sites.
Please see attached table for travel requirements for the life of the contract.
Reference Sections below Section F - Deliveries or Performance Line Item 0001 and subsequent Option Lines show Delivery Period starting "From 01 Jan 202x" For the first year, we would plan on making no more than 2 trips to Bayview, ID site. I estimate this would be 2 days for travel and 2 days on site, totaling 4 days each trip. The Olney, MD site is local to our area. There are currently no other remote sites included in our VoIP system.
QUESTION: Would the Government please acknowledge that starting period will be revised accordingly to two-week period after award?
The first two weeks are part of the period of performance. The start date will be updated to reflect the actual award date.
QUESTION: What other applications does the current Pilot Program upgrade include? E911 systems? Voice Mail? Etc.. and/or forecasted to include for the end solution.
We are currently using a very basic VoIP system but intend to include features like Unity Voicemail and 911. Auto Attendant, Survivable Remote Site Telephony, and conversion from PRIs to SIP Trunks are features we are exploring use of as well. If more features are recommended, we would like to explore their use.
QUESTION: What is the required deployment date?
Target fully deployed date is 12/31/2027, however that date is subject to change based on regulatory and compliance factors by external government agencies.
QUESTION: Does the required deployment date include all detachments?
Yes, however, this is subject to the same regulatory and compliance factors that are outside of NSWCCD’s control. The contract will be modded if we find significant changes to the schedule caused by the Government.
QUESTION: Are we or do we plan to leverage the CARES Database?
No
QUESTION: Do we have voice encryption on the current pilot in 17?
No, we do not as it is not a requirement with our current deployment. Once we acquire SIP trunking and incorporate Cisco CUBE router(s) into the deployment, it will become a requirement in the future.
1) Total number of current VOIP users at Carderock and detachments?
Carderock- 48 users Detachments- 1 at each detachment location for testing
2) Total number or future VOIP users at Carderock and detachments?
Carderock- 3,000 Detachments- Olney- 50, Bayview- 200, other locations- TBD.
3) What 3rd party integrations are needed to work with VOIP (call recording, billing, paging).
Currently we are not using call recording or paging, however we are exploring potential options for these in the future.
4) How do the users in one building dial users in another building?
7-digit dialing- 227-XXXX
5) What is the voicemail requirement?
Unity Voicemail (Cisco product)
6) What is the Emergency Calling requirement?
Different based on locations- Carderock- 202-433-3333 Other Locations- vary by location but primarily local 911.
Considering emergency responder applications.
7) Do users need only hard phones or do they need a soft calling client on their laptops/mobile devices?
Just hard phones, no soft clients
8) Does the contractor need to place physical phones, install gateways or will NSWCCD take care of it?
Carderock currently has a large stockpile of devices that will need to be deployed. This will be a joint effort between the Government and the contractor to meet the required deployment schedule. For pricing purposes, the contractor should anticipate placing approximately 25% of the phones.
9) Is the underlying network ready for VOIP traffic? Has an assessment been done?
Yes, an assessment has been done, and the network is ready for VOIP traffic.
1. Does the government require an additional pricing schedule to support the Section B firm fixed pricing?
Yes, pricing should be structured separately, one line for labor per year and one line for travel per year.
1. Will the government include a not-to-exceed travel line item (in addition to the firm-fixed-price) for the required travel to the noted primary detachment locations for the configuration and deployment phases, or is the contractor to include travel within the FFP?
Include travel in the FFP. If travel is not used, an equitable adjustment will be executed.
1. Can the government provide the current staffing for planning purposes for the contractor transition?
The government will coordinate information transfer from the Government TPOCs, incumbent contractor personnel, and the awardee of this contract. There are currently two Government TPOCs on this project wit adhoc support from the incumbent.
1. Can the you confirm that this RFQ does not require continuous, full-time on-site VOIP engineering presence, and that a coverage-based support model may include engineers performing services remotely once the system is operational, with on-site support limited to the travel assumptions outlined in the PWS?
The Government anticipates full time coverage for support. If support can be managed remotely, the Government will accept that. If support does not meet the standard of the contract, appropriate measures will be taken including CPARS documentation and potentially early termination.
1. Please confirm staffing requirement of (2) FTE from Day 1 of contract. Section 3.1 list (1) Architect and (1) Engineer for base year and option year 1.
Yes, the staffing requirement is (2) FTE from day 1 of contract for base year and option year 1. Those (2) FTE includes one VoIP Architect and one VoIP Engineer.
Section 5.7 states (2) FTE for Engineer positions for the remaining option years. Is this in addition to the (2) FTE based at Bethesda?
No. Upon completion of the deployment, the VoIP architect requirement will transition to a second VoIP engineer. This transition is expected by the end of Option Year 1. At the end of Option Year 1, there will be a total of (2) FTE which will include two VoIP Engineers for Sustainment and Maintenance requirements.
1. 2) Please confirm that travel pricing is based on primary sites only and should not include alternate sites? Travel pricing should include both primary and alternate sites.
1. So are you guys just looking for a Voip system that comes with support and service bundled into one?
This VoIP Services Support contract includes both support and services elements as outlined in Sections 1-3.
