C.3 REQUIREMENTS

C.3.3 COUNTERBORE MACHINING & WELDING

The Contractor will receive assembled open Regular and LDVA Canisters with installed snubbers from the Government as Government-furnished Equipment (GFE). The regular canisters shall have snubbers installed by the Government prior to delivery to the Contractor. The Contractor shall machine counterbores into the canisters as described in references C.2.3 and C.2.4, which identify locations and dimensions of each counterbore to tolerance specifications. The counterbore operations shall be performed WITHOUT the use of machining fluid, as machining fluid must not come into contact with the materials molded inside the body tube.

Prior to welding, the Regular and LDVA canister contact surfaces and caps must be cleaned to remove oxide build-up and machine oil residue. After cleaning, both types of Canisters shall be Electron Beam (EB) welded in accordance with references C.2.3, C.2.4 and C.2.5.

Molded inside each canister is a cured viscoelastic material that is temperature sensitive. This material must not come in contact with any cleaning solutions or exceed 200°F during the EB welding operation in accordance with Note 301 of Reference C.2.3 and C.2.4.

The Contractor shall develop, submit for approval to the Contracting Officer’s Representative (COR), and adhere to a quality program plan that meets the requirements of reference C.2.5, welding and nondestructive testing requirements provided in references C.2.3 and C.2.4, and other requirements listed in this SOW, (CDRL A002).

C.3.3.1 WELDING PROCEDURE QUALIFICATION

The contractor shall possess and/or develop a qualified welding procedure that is approved by NAVSEA specifically for Virginia-Class propulsor hardware in accordance with reference C.2.4. In accordance with CDRL A003, Welding Procedures, the contractor’s fabrication and welding procedures shall be approved by the NAVSEA 05P3 Technical Warrant Holder Navy prior to welding. If the contractor has to develop a qualified welding procedure, the contractor shall perform a weld qualification test prior to welding at no additional cost to the Government. The contractor shall document approval of the Navy Welding Procedure in accordance with CDRL A004, Welding Qualification Test Report.

Note: During the weld procedure qualification, the contractor shall record temperatures in accordance with Note 301 of drawing PR14012B and drawing PR16006A. The maximum temperature to be recorded is on the side of the canister only. Temperature measurements on 1.2 (top cap) and 1.3 (bottom cap) are not required.

Additionally, the National Aerospace and Defense Contractors Accreditation Program (NADCAP) requirement referenced in Note 101 of drawings PR14012B and PR16006A is not applicable under this contract.

C.3.4 FINISH MACHINING

Regular and LDVA canister assemblies will have a Government-applied serial number vibro-etched into the canister body. The Contractor shall mark each top and bottom cap with this serial number to coincide with the canister. The marking shall be legible, permanent, and be contained within the cap’s perimeter.

After marking the top and bottom caps, the Contractor shall perform finish machining and threading of the complete, welded Regular and LDVA Canisters in accordance with references C.2.7 and C.2.8.

C.3.5 INSPECTION CRITERIA

C.3.5.1 Counterbore: Each counterbore shall be 100% inspected by the Contractor upon completion of machining activities and an inspection report shall be provided to the Government, CDRL. After inspection, the Contractor shall deliver all acceptable counter bored LDVA canisters to the Government for LDVA snubber install and assembly.

C.3.5.2 Finish Machining: For each Delivery Order under this contract, the contractor shall inspect the first five consecutive parts and last five consecutive parts for quality control to verify against drawing tolerance specifications. The dimensions for each of those ten total parts shall be recorded to four decimal places and provided as production certification, CDRL A001. All remaining parts of the production run shall have 100% inspection of all dimensions, also to four decimal places, but actuals need not be recorded.

C.3.5.a The measurement equipment shall have proof of calibration and be traceable to a nationally recognized standard. Substantiating documentation shall be appended to CDRL A005.

C.3.5.b The measurement uncertainty associated with each device must be within +/-20% of the feature tolerance that it is being used to verify.

A dimensional deviation occurring during the production run shall require a process evaluation and a repeat of C.3.5 in its entirety. The production certification for each lot, CDRL A001, shall specify which parts required reevaluation and rework.

The Contractor shall inspect all Regular and LDVA Canisters in accordance with the dimensional inspection requirements in references C.2.7 and C.2.8 upon completion of machining activities. The Contractor shall provide an inspection report in accordance with CDRL A001. All canisters that pass final inspection shall be delivered to the Government 3rd party inspector, Penn State University Applied Research Laboratory (ARL), located at 225 Science Park Road, State College, Pennsylvania, 16803. Any canisters that fail the 3rd party inspection will be returned to the Contractor. The Contractor shall attempt to resolve the failure at the appropriate process step at no additional cost to the Government. If the Contractor determines that a canister cannot be repaired, the Contractor shall inform the Contracting Officer’s Representative (COR) within 30 days of notification of failure by the 3rd party inspector.

C.3.6 RECORDS/DATA

The contractor shall provide a Certificate of Conformance for each lot of plugs welded when authorized in writing pursuant to FAR 52.246-15. This certificate shall be included with the plugs at the time of material pick up.

Certificates of Compliance and Inspection reports shall be provided together in a plastic bag and shall accompany the completed lot of plugs when delivered to the 3rd party inspector referenced in paragraph C.3.5.

C.4. MANAGEMENT

The Contractor shall manage its personnel to perform the requirements of this contract and shall submit a Contractor’s Progress, Status and Management Report, CDRL A005. In addition, the Contractor shall develop and maintain a Project Planning Chart, CDRL A006 and perform inventory of work-in-progress including serialization and log of canister assemblies, CDRL A007.

C.5 GOVERNMENT FURNISHED MATERIALS

Regular and LDVA canisters will be delivered by the Government to the Contractor’s facility within 30 days of delivery order award date and will be delivered in lots of up to 150. Regular and LDVA canisters may arrive separately or together.

To qualify the weld procedure per C.3.3.1, the Government will provide an assembled body tube (piece 1.1), a top cap (piece 1.2), and a bottom cap (piece 1.3) within 30 days of contract award.

C.6 STORAGE, HANDLING, AND SECURITY REQUIREMENTS

The Contractor is required to handle, store, and maintain GFM. The GFM does not expire. The Contractor shall be responsible for maintaining lot and serial number traceability for all GFM. The canister assemblies are classified at the CONFIDENTIAL level, and shall be handled and stored appropriately.

Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination unless it has been approved by the appropriate US Government authority, as specified in the DD Form 254. The Past Performance references should be relevant in that they are of similar scope, size and complexity to the effort in this solicitation; and provide sufficient context to enable evaluators to measure the likelihood that the Offeror will satisfy the requirements. Common aspects for determining relevancy include similarity of service/supplies, complexity, dollar value, use of key personnel, and extent of subcontracting/teaming. The identified Past Performance reference may be with Federal, commercial or other customers.

For each Past Performance reference, the Offeror shall identify at least one of the following customer Point of Contact’s (POC): Program Manager (PM), Procuring Contracting Officer (PCO), or Contracting Officer Representative (COR). The Offeror shall provide the full business name, current address, phone number, fax number, and each email address for each POC. The Government may use other information, such as Award Fee letters and CPARS data available from Government sources, to evaluate an Offeror’s past performance.

The Government may also consider past performance information obtained from sources other than those identified by the Offeror, including Federal, State, and local Government agencies, Better Business Bureaus, published media and electronic databases, and/or personal knowledge. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the Offeror. Offerors are encouraged to provide contact reference information for efforts on which they are the Prime contract holder. Offerors shall detail the extent to which they contributed as a subcontractor for the referenced contracts.

4.3.2 CPARS Reports and Past Performance Questionnaire (PPQ)

For each past performance reference identified, Offerors shall submit a completed CPARS report, if available, or a PPG (Provided as Attachment 5 in Section J). If a PPQ is submitted, but an official CPARS evaluation is found for the contract effort in Government databases, the official evaluation will take precedence. When CPARS reports are not available, the Offeror shall submit one PPQ to each of its customer POCs identified in the Recent and Relevant Past Performance References. In order to expedite the assessment process, the Offeror may complete the “Contact Information” portion of the PPQ for the convenience of the customer POC.

The Offeror shall not, however, complete any other section of the PPQ. The questionnaire shall be provided to the customer POC with instructions to complete and submit it directly to the POC on or before the proposal due date. Electronic submission via e-mail by the customer is required.

4.3.23 Previous Contracting Effort Narratives

For each of the Recent and Relevant Past Performance References submitted, the Offeror shall also provide one Previous Contracting Effort Narrative, provided as Attachment 6 in Section J, detailing the following information:

Describe how the scope for this Past Performance Reference relates to the requirement being solicited in similar scope, size and complexity.

Describe significant achievements, challenges, or obstacles that were encountered during performance identified in the Past Performance References. Reference performance issues and the measures taken to overcome them.

Provide performance criteria/measures that were applied in evaluating performance, for each Past Performance Reference identified. The performance criteria/measures should be specific and show the target performance levels that are/were set forth under the applicable contracts as well as the level of performance achieved, for the most recent period of performance for each Past Performance Reference.

A Large Business Offeror shall note its history with respect to meeting Small Business subcontracting goals on the Past Performance References provided for past performance evaluation. Include specific goals, actual progress toward meeting the goals, and steps taken when goals were not met.

4.4 FACTOR 3 – SMALL BUSINESS PARTICIPATION (Volume III)

Proposals must include a Small Business Participation Commitment Plan Document (SBPCD) which demonstrates a realistic commitment to achieving the Small Business Participation goals. The goals proposed shall be expressed as a percentage of the total proposed price. The recommended minimum quantitative requirement for small business participation is 25% of the total proposed price. Offerors shall provide a SBPCD with sufficient information to demonstrate the tasks assigned to the selected Small Business subcontractors are meaningful to the overall success of the program in that the type of tasks subcontracted to Small Business are of a technical nature and are not simply limited to administrative positions.

The extent of small business performance shall be separate from Subcontracting Plan submitted pursuant to the clause at FAR 52.219-9 and shall be structured to allow for consideration of offers from small business (In accordance with DFARS 215.304(c)(i)(B)). The evaluation of small business participation is different from the assessment of subcontracting plan in accordance with FAR 19.7.

Offerors shall include small business goals, to include the dollar amount and percentage value, in the SBPCD.

There is no particular format for the SBPCD but it will be contractually binding and shall include the following:

Identify, by name, the subcontractors to be utilized

Describe the type and complexity of supplies/services to be provided by each small business Provide explanations and/or documentation quantitatively supporting the extent small businesses will be utilized in terms of the total value of the acquisition Provide evidence of their commitment (e.g. letters of intent, actual teaming agreements)

If it is the prime, a Small Business may submit its own participation toward achieving the objectives.

NOTE: The North American Industry Classification (NAICS) code applicable to the requirements contained within this solicitation is 336611 – Ship Building and Repairing; size standard 1250. Therefore, companies proposing as a subcontractor under this solicitation as a Small Business concern must have a size standard of no more than 1,250 employees to qualify as a small business for Federal Government programs.

4.5 FACTOR 4 – PRICE PROPOSAL (VOLUME IV)

No Technical and Management, Small Business or Past Performance information shall be submitted as part of the Price Proposal.

The Price Proposal shall be a separate volume comprised of Section B Pricing. All proposed prices shall be in whole dollars.

4.5.1 Section B Pricing

The Offeror shall submit proposed pricing for Section B for each CLIN identified in the solicitation. The Offeror may fill out the Excel spreadsheet and submit that as its proposed pricing.

Contract award will be made at the Proposed Price of the successful Offeror using the Offeror’s proposed Section B pricing.

4.6 SOLICITATION FILL-IN INFORMATION & CONTRACT AWARD DOCUMENTATION (VOLUME

IV)

4.6.1 Contract Fill-ins

Offerors shall complete the solicitation fill-ins. For Section B fill-ins, the Offeror may submit the Excel spreadsheet referenced in Section J (Attachment 1 – Section B Pricing) with the proposed unit prices in lieu of completing Section B and submit in this Volume. Note: If an Offeror completes Section B and Attachment 1 and a discrepancy exists, Section B will take precedence.

4.6.2 Organizational Conflict of Interest (OCI) Statement and Mitigation Plan (if applicable)

NOTE: If the Offeror has a potential OCI, the Offeror SHALL give the Government notice of this TWO WEEKS AFTER THE SOLICITATION RELEASE DATE as follows:

In accordance with Section C, the OCI provision of this section, and the OCI Clause of the contract award, Offerors shall follow the below described two-step process for identifying known or potential OCI issues to the Government for this solicitation.

Step 1: If it is believed that conflicts of interest are real, possible, or perceived, the Offeror shall submit a letter within 14 days of the release of the solicitation identifying those OCI issues and the strategy that the Offeror intends to use for mitigation. This letter will be for notification purposes and for the Government to conduct any necessary research, and no determination will be made by the Government based on this letter. If no OCI issues are present or anticipated, no action is required of the Offeror at this time.

Step 2: The Offeror shall state whether it has an OCI conflict regarding this solicitation. If an OCI is present or anticipated, the Offeror shall provide details and submit an OCI mitigation plan as part of its proposal submission.

If the Offeror does not believe any conflicts of interest exist, the Offeror shall clearly state this in its offer cover letter, in addition to providing its corporate policy for resolving OCIs. Organizational charts and/or corporate policy may be submitted in addition to the OCI Mitigation Plan.
