N00167-19-R-0010 – Amendment 0001 Questions & Answers

Virginia-class EB Welding Pre-Conference 04 April 2019 | 0800 – 1000

Question Answer

1 How are the logistics set up to assure adequate time is provided for the contractor to return the canisters on time with limited interference?

The logistics are provided in the production workflow diagram provided in the FBO announcement. The machining of the piece parts will be completed under FBO solicitation number N00167-19-Q-0023, and will be provided as Government Furnished Material (GFM) under this contract. Per Section F, the contractor will have 60 days from receipt of GFM to complete the tasking.

2 Is there a Virginia-Class Propulsor EB welding procedure that will be provided?

No, a welding procedure will not be provided. Per Section C, paragraph C.3.3.1, if the contractor does not have a qualified welding procedure that is approved by NAVSEA, the contractor shall develop a procedure and perform a weld qualification test at no additional cost to the Government.

3 What are the volume expectations?

The Government does not guarantee any specific volume of work associated with this IDIQ. However, historically NSWCCD awarded roughly 1,200 canisters per year (1,100 Regular and 100 LDVA) and the current planned schedule of 3 sets of rotors and 2 sets of stators is expected to remain consistent over the lifetime of this effort.

Based on the historical average of 1,200 canisters per year, the throughput for delivery of GFM canisters is every eight weeks. While specific delivery orders may contract for different numbers, the Government anticipates the GFM material to be provided in batches of approximately 100-150 canisters.

4 How is the contract expected to be awarded?

Under this IDIQ, delivery orders will be issued that include a schedule for GFM and finished canister delivery. The Government anticipates (but is not limited to) one to two orders per year.

5 When is the vendor expected to have National Aerospace and Defense Contractors Accreditation Program (NADCAP) accreditation?

The NADCAP accreditation requirement in Note 101 of drawings PR14012B and PR16006A is not applicable under this contract.

6 What is the historical scrap rate after welding?

The scrap rate has historically been approximately 1% to 2% for every 100 canisters.

7 What happens if any canisters fail 3rd party inspection at Applied Research Lab (ARL)?

As it states in Section C, paragraph 3.5 of the RFP, “Any canisters that fail the 3rd party inspection will be returned to the Contractor. The Contractor shall attempt to resolve the failure at the appropriate process step at no additional cost to the Government. If the Contractor determines that a canister cannot be repaired, the Contractor shall inform the Contracting Officer’s Representative (COR) within 30 days of notification of failure by the 3rd party inspector.”

Question Answer 8 Please provide clarification on drawing

#’s PR14012B and PR16006A Notes 301 and 302 regarding temperature measurements and labeling.

In contrast to what is stated in the drawing, temperature measurements will only be required to be taken from the side of the canister and not the bottom and top caps. Temperature indicator labels will only be required during initial qualification per the Weld Qualification Procedures unless consistency issues are found during production.

9 For Note 303 of the drawing #’s

PR14012B and PR16006A is material being provided for testing?

Material to qualify the weld procedure will be provided as GFM.

10 When does the Government anticipate issuing the first delivery order?

The first delivery order will be issued with contract award. Contract award schedule will determine the size of the initial delivery order award and time line between first and second delivery orders. Per Statement of Work, paragraph C.5, the first canisters will be delivered to the Contractor’s facility within 30 days of delivery order award in a lot size no greater than 150 canisters.

11 When is the contract expected to be awarded?

Based on the current timeline, contract award is expected between June and July of 2019.

12 Who is responsible for shipping?

The Government will be responsible for shipping the GFM to the contractor. Final delivery of the canisters by the contractor will be FOB Destination; therefore, the contractor will be responsible for shipping the canisters to the location identified in each delivery order.

13 Will the contractor’s shipping crates be returned upon delivery to the Government?

Yes, the contractor’s shipping crates will be returned in accordance with the DD1149.

14 What documentation is required for inspection upon completion of machining activities?
