1. Will past performance on non- federal government contracts related to rail car design, testing and manufacture be acceptable and desired (state, local government and commercial)?
Answer: Yes.
2. How does the Government intend to evaluate delivery pricing under the Solicitation's Item 0006 and SOW Section 3.4.5?
Answer: The cost of the shipping should be considered for all 3 Strategic Weapons Facility locations. The exact location will be determined by available location prior to the delivery order. The Government will evaluate comparatively with respect to shipping location.
3. When the railcar is delivered, is it the Governments expectation the car will be a fully commissioned car and able to be towed or the car will not be fully commissioned, and transportation must occur using a method other than towing?
Answer: Fully commissioned and approved for use on rail with AAR.
4. Were any risk reduction contracts awarded prior to this effort? If so, can you provide the contract number and what data rights the Government owns?
Answer: No risk reduction contracts have been awarded prior to this effort.
5. For each order, will there be a Not-to-Exceed amount given for Shipping since shipping costs may vary? Who bears the risk or the rail carrier damage?
Answers: Shipping should be planned out by the vendor. Assumption of risk is in accordance with "Freight on Board" (FOB) terms.

Answer: Strike download did change but is listed in the updated SRD. Strike down load updated to 355 kips.
22. Is the 116,000 pounds lightweight critical given the Vertical G force requirement or is the overall capacity the critical element?
Answer: This is listed in Trident II AIM Flatcar/SSE Interface Dwg. 5681514 in Figure 11 in the SRD.
23. What is the maximum allowable length of the railcar?
Answer: Defined in the Systems Requirement Document (SRD).
24. Should max width of rail car fit within plate C? 10'-0" Recommended for max width with deck length of 68'.
Answer: Defined in Systems Requirement Document (SRD).
25. What is the preferred length of the rail car deck?
Answer: Defined in the Systems Requirement Document
26. What is to be done if the wheels, axles, bearings, side frames, truck bolsters, or span bolsters don't meet the G-loading criteria?
Answer: The system fails and redesign will be required.
27. What is the anticipated date of contract award?
Answer: The anticipated award date will be No Later Than 5 Mar 2027.
28. The empty weight of the car, resulting from the Gross Load Weight/Gross Rail Load requirement stated in Section 3.3.1, is not achievable.
Answer: The GRL is 286,000 lbs. The main focus is configuration 4.4. This will be the transportation load weight with the AIM that will be transported from site to site. Configuration 4.4 is listed at 186,800 lbs., therefore leaving 99,200 lbs. for the weight of JUST the flatcar to meet the 286,000 lb. GRL.
29. The Navy has requested a 68-foot car, the empty weight of the flatcar would be heavier than 80,000 lbs., thus resulting in an excess weight.
Answer: Configuration 4.1 thru 4.4 is the only transportation requirements so the max configuration load is 186,800 lbs. This leaves 99,200 lbs for the weight of JUST the flatcar. Regardless of this, if the design that the vendor creates is over that limit they will need to work with the railroad to put waivers in place so that the flatcar can still travel over the rail limiting the 286,000 lb gross load weight. Additionally, there are some specialized, higher-capacity cars that can handle a Gross Load Weight of 315,000 lbs, though their use might be restricted to specific routes capable of supporting such heavy loads.
30. In Drawing 5681514 on page 60 of 97 of the file "Drawings and SRD.pdf", Note 17 says that "Truck Axle Loads shall not exceed 60,000 lb. per axle in any load condition." To meet the axle load requirement, more than 4 axles are necessary.
Answer: The design DOESN'T have to be a 4-axle flatcar.
Answer: Question and answer above are no longer applicable because it is an obsolete facility requirement.
31.A 6-axle railcar cannot be designed due to the elimination of 3-axle truck bolsters by the rail industry. If the design changes to an 8-axle car, which uses commonly available components, the design of the railcar must be altered resulting in a change in the length specification, a change to the deck height and increase in weight of the railcar which will all exceed the current specifications.
Answer: This is defined in the SRD. This needs to meet the HxWxL requirements.
32.WS20972 and MIL-SPC-810. The specification refers to the securement of the load, but doesn't specifically say the equipment used to transport the load must be designed to these criteria. Please confirm the loadings specified in WS20972 document and MIL-SPC-810 apply to the securement of the load and not the vehicle itself.
Answer: Yes the loadings specified that WS20972 and MIL-SPC-810 apply to the securement of the load.
33. The SRD-500778 includes Configuration 5 requiring support of 249,500 lbs of cargo load, with Configurations 6 and 7 requiring 224,800 lbs. and 230,100 lbs. respectively. If the intended railcar design basis is a 286,000 lb. gross rail load platform, Configuration 5 would leave only
36,500 lbs. available for the car tare weight, which does not appear feasible for a compliant flatcar design. Also requesting Clarification regarding whether the new AIM Flatcar is intended to be limited to a 286,000 lb. gross rail load design, or Configurations 5, 6, and 7 load cases are to be interpreted differently than standard railcar cargo load/gross rail assumption.
Answer: If the design calls out for a higher GRL than 286,000 lbs. waivers can be discussed and that discussion can start. For more details, see previous comments about the load configurations. Configuration 4.4 is the main concern for the transportation load. 4.5 - 4.7 are used for storage and operational use at the facility.
34. At this time, the 286,000 lb. capacity requirement does not appear to be explicitly stated in the SOW text itself, 34.
Answer: Please see note 18 on Drawing 5681514. "ONLY LOAD CONFIGURATIONS 4.1 THRU 4.4 ARE USED FOR
TRANSPORTATION. OTHER LOADS ARE USED FOR STORAGE AND OPERATIONAL USE AT THE
FACILITY". Configuration 4.5 - 4.7 is just facility and storage requirements that will NOT leave the facility. They need to focus on configuration 4.4 as that is the main transportation weight for the cargo as it is in transit. In Configuration 4.4 the load is 216,800 lbs. With the max GRL at 186,000 lbs. this allows 99,200 lbs. for the weight of the flatcar itself.
35. Does the Government anticipate a heavier-duty design basis beyond a standard 286,000 lb. freight car platform?
Answer: The GRL is not listed in the SOW because it is a requirement and it is in the Systems Requirement Document
(SRD-500778).
36. In SRD -500778 Rev Chg 01 Signed, section 3.3.2 states the maximum gross weight of the care is to be no more than 286,000 pounds. Does this mean that the maximum allowable axle loading (with 2 axle trucks) is to be 71,500 pounds?
Answer: The max axle (with 2 axle trucks) loading is 71,500 pounds.
37. In SRD -500778 Rev Chg 01 Signed, section 3.3.7, it states the maximum weight of Configuration 5 is 219,500 pounds. Does this include the weight of the railcar?
Answer: No. Configuration 5 does NOT include the weight of the railcar. This isn't an issue because only load configurations 4.1 to 4.4 are used for transportation. Other loads are used for storage and operational use at the facility. Please see Note 18, on the Trident II AIM Flatcar/SSE Interface Drawing 5681514.

Mercury-free means hardware that does not contain functional mercury and is not contaminated by mercury or mercury compounds.
Portable means items that are frequently transported during normal operation. Desk lamps, shop lights, and hand-held instruments are considered portable, while bulbs in stationary light fixtures are not. In general, items that require transport only during maintenance, installation, and removal of the items are not considered portable.
(b) The Contractor, and all subcontractors and vendors, shall ensure that mercury or mercury containing compounds are not intentionally added to, or come in direct contact with, hardware or supplies furnished under this contract.
(1) The Contractor shall ensure that mercury and mercury compounds are not taken onboard naval vessels by Contractor, subcontractor, or vendor personnel except for functional mercury used in batteries, dental amalgams, fluorescent lamps, flat-panel monitors, required instruments, sensors or controls, weapon systems, and chemical analysis reagents specified by the Naval Sea Systems Command (NAVSEA).
(2) Portable fluorescent lamps and portable instruments containing elemental mercury must be shock-proof in accordance with MIL-DTL-901E entitled Requirements for Shock Tests, H.I. (High Impact) Shipboard Machinery, Equipment, and Systems and have mercury enclosed by a double boundary of containment. Some devices with liquid crystal display (LCD) screens utilize a fluorescent bulb backlight to illuminate the LCD screen. No additional restrictions or controls apply to devices with LCD screens; however, the Contractor shall remove the LCD screen and seal it in plastic following any evidence that the backlight failed.
(3) For Submarines, any use of mercury containing items must be approved as required by the Nuclear Powered Submarine Atmosphere Control Manual (S9510-AB-ATM-010/U) Volume 1.
(4) The Contractor shall ensure that mercury and mercury compounds do not contact hardware surfaces in systems covered by NAVSEA Manual NAVSEA 0989-064-3000 entitled Cleanliness Requirements for Nuclear Propulsion Plant Maintenance and Construction, submarine air systems, level I systems per NAVSEA Publication 0948-LP-045-7010, NAVSEA Material Control Standard, or the submarine safety program (SUBSAFE) surfaces during maintenance or repair.
Such hardware is designated as mercury-free. The Contractor shall ensure that all other hardware that could be structurally degraded by contamination with elemental mercury or reactive mercury compounds is separated from it by sufficient distance, or boundaries of containment that effectively prevents contact in all but the most extreme circumstances.
(5) The Contractor shall check any hardware surfaces in the above systems which are known or suspected to have come in contact with mercury or mercury compounds for evidence of structural degradation and external mercury contamination.
The existence of external mercury contamination can be determined following MIL-STD-2041D entitled Control of Detrimental Materials.
(6) The presence of mercury in a product may be determined by checking product labeling on material safety data sheets or safety data sheets. Chemical analysis is not required.
(7) The Contractor shall dispose of any mercury and mercury compounds in accordance with OPNAV Manual (OPNAV M- 5090.1) entitled Environmental Readiness Program Manual of 10 January 2014.
(8) If the use of mercury or mercury compounds cannot be avoided, a risk assessment and waiver request, if required, must be performed and submitted per the NAVSEA Hazardous Material Avoidance Process (T9070-AL-DPC-020/077-2). For systems covered by the NAVSEA Manual NAVSEA 0989-064-3000 entitled Cleanliness Requirements for Nuclear Propulsion Plant Maintenance and Construction, submit the risk assessment and waiver request, if required to Nuclear Propulsion (NAVSEA 08).
(c) In all cases where mercury or a mercury compound has contacted hardware surfaces required to be mercury-free the Contractor shall immediately provide a report to the NAVSEA Dry Environmental Systems and Hazardous Materials (NAVSEA 05P5) via the cognizant contract administration safety office. Reports concerning systems covered by NAVSEA Manual 0989- 064-3000 must include NAVSEA Nuclear Propulsion Directorate (SEA 08) in the distribution. Reports must be in letter form and include the date and details of the contact, the surfaces contacted, the recovery actions taken, and the status of the affected surfaces.
