SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 17-Jan-2017 04:00 PM to 27-Jan-2017 04:00 PM.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

STATEMENT OF WORK

STATEMENT OF WORK

FOR

OVERHAUL/REFURBISHMENT OF AN/SPS-49

MOTOR GENERATOR AND CENTRIFUGAL PUMP UNIT

10 AUG 2016

1. SCOPE and BACKGROUND

1.1. SCOPE: This statement of work (SOW) defines the requirements for overhaul/refurbishment of the

AN/SPS-49 Motor Generators (MG) (Part Number (P/N) 952546) and the AN/SPS-49 Centrifugal Pump Units (P/N

855552) in support of the Performance Based Logistic Program – Organic (PBL-O).

1.2. BACKGROUND: The AN/SPS-49 Motor Generators and Centrifugal Pumps to be overhauled/refurbished have been manufactured and delivered in increments throughout the history of the AN/SPS-49 radar system. The manufacturing deliveries were made using a “build to specification” approach. This resulted in slight configuration differences for the Motor Generators and Centrifugal Pumps. The minor configuration differences are due to diminished manufacturing sources for hardware and other items within the units.

3. REQUIREMENTS

3.1. General Requirements

3.1.1. The Contractor shall perform overhauls on AN/SPS-49 Motor Generators and AN/SPS-49 Centrifugal

Pumps. An overhaul/refurbishment will restore a Motor Generator and/or a Centrifugal Pump to its original specifications including performance and appearance. The Contractor shall perform all overhaul/refurbishment processes including complete disassembly and removal of electronics to allow for painting preparation, blasting, priming, reassembly, final paint, and quality/performance inspections/tests. The general flow for Contractor performed overhaul/refurbishment steps is Document 1 - MG Work Process Flow, referenced in Paragraph 2.4.

Note: The Contractor shall overhaul/refurbish the assets regardless of the minor hardware configurations differences. All AN/SPS-49 Motor Generators and Centrifugal Pumps operate/function exactly the same when installed into the NSWC Crane test bed and aboard U.S. Navy Ships and Foreign Military Sales (FMS) ships.

For Motor Generators, document numbers 89 TRP 05 8414 and 12255 8843 960027 referenced in Paragraph 2.3 are provided as guidance. The documents cover all processes to be performed for Motor Generator overhauls and acceptance testing. The documents depict a split of work requirements between Government and Contractor.

However, for these overhaul/refurbishment requirements, the Contractor is responsible for all Motor Generator overhaul/refurbishment processes. The Government is responsible for pre-screening of units sent to the Contractor and final acceptance testing. The Contractor shall execute all steps for Motor Generator disassembly, cleaning and preparation for paint, painting, checking brush tension, refurbishment and (gasket) fabrication, re-mounting terminal box to Motor Generator, assembly of blower housing to Motor Generator, final wiring and assembly, final paint, and all in-process and final inspections and tests.

For Centrifugal Pumps, the drawings are identified in section 2.1 and this SOW defines the overhaul/refurbishment requirements.

3.1.2. The Contractor shall provide all labor, equipment, consumable materials, and facilities required to successfully complete the efforts described herein. Section 4 of this SOW provides information related to materials provided by the Government.

3.1.3. The Contractor shall adhere to turnaround time requirements for all Motor Generator and Centrifugal Pump overhaul/refurbishments. The Contractor shall complete Motor Generator and Centrifugal Pump standard overhaul/refurbishments within 45 calendar days. Additional work to be performed above the standard overhaul/refurbishment shall be completed 75 calendar days after Government approval of the evaluation report.

3.2. Transportation Requirements

3.2.1. Assets to be overhauled/refurbished will be provided to the Contractor by the Government at no cost to the

Contractor. Shipment will be authorized utilizing a Government custody transportation document, form DD1149.

3.2.2. Return shipments of overhauled/refurbished Government Furnished Equipment (GFE) shall be Freight On

Board (FOB) Destination. Early shipments are acceptable at no additional cost.

3.3. Parts Management

3.3.1. Document 2 - MG Parts Lists referenced in Paragraph 2.4 identifies the inventory of parts that are required to overhaul the Motor Generator sections as per document number 89 TRP 05 8414, as well as the mandatory replacement parts. Government provided parts are referenced in the Scheduled Government Furnished Property

(SGFP).

3.4. Logistics/Configuration Management (CM) Requirements

3.4.1. The Government will provide technical documentation as per paragraphs 2.1 and 2.3. The Contractor is responsible for obtaining any commercially available documents referenced in Paragraph 2.2 of this SOW.

3.4.2. The Contractor shall ensure each end item delivered to the Government conforms to the product performance drawings delineated in section 2.1 for both the Motor Generator and the Centrifugal Pump and in accordance with the quality inspection sections provided in NSWC Crane Document 89 TRP 05 8414 for the Motor

Generator.

3.4.3. The Contractor shall ensure the latest versions of drawings, performance specifications, and Contractor internal quality work instructions used by shop floor personnel are the latest approved documents.

3.4.4. If the Contractor finds errors in the Government Furnished Information (GFI) (drawings and process documents), the Contractor shall inform the Government via a technical report. If the Government confirms there are errors, the Government may update the drawings/processes and adjust the delivery schedule accordingly. If

Contractor identified errors do not impact product quality, configuration, or performance, the changes will not be implemented. (CDRL A001)

3.4.5. The Contractor shall not substitute parts without receiving written approval for waiver from the

Government Contracting Officer. If the Government concurs with a substitute part the Contractor shall submit a

Request for Waiver (RFW), via email, to the Contracting Officer for Government approval. (CDRL A002)

3.5. AN/SPS-49 Motor Generator (P/N 952546) Evaluation and Overhaul/Refurbishment Requirements

3.5.1. The Contractor shall perform an initial evaluation on each AN/SPS-49 Motor Generator to determine the overhaul/refurbishment requirements to bring the asset to Ready-For-Issue (RFI) condition. RFI condition is defined as an asset that has the appearance and performance characteristics of a “like new” asset.
