INDUSTRY QUESTIONS & ANSWERS 4
N00164-15-R-WM61 Questions – Amendment 5
1. A contractor has been advised by one of the contract offices servicing their contracts that they will not complete past performance questionnaires on contracts for which CPARs are available. Based on informal conversations, the contractor anticipates a similar response from others. The contractor requests Government to delete the requirement to submit past performance questionnaires for contracts with CPARs.
Response: No, The requirement for a PPQ is not waived if there is a CPARS.
2. In Section L, Factor 3 – Past Performance pg. 111 of 130 Paragraph e the solicitation states “Only past performance dealing with installations of shipboard equipment will be considered relevant.” Since the applicable NAICS code for this acquisition is 541330 – Engineering Services, and since SOW 3.5 Engineering requires the offeror to be able to provide engineering capabilities, would the Government consider revising the relevancy requirement to include engineering tasks associated with Electronic Warfare systems or equipment as being relevant?

Prior to any evaluation, the Government will check all files for viruses and ensure that all information is readable. In the event that any files are defective (unreadable), the Government may only evaluate the readable electronic files. Further, if defective (unreadable) media renders a significant deficiency in the offeror’s proposal, the Government may consider the proposal incomplete and not consider such proposals for further evaluation. The submission of spreadsheet files on compact disk in no way relinquishes the offerors responsibility to provide hard copies of the technical and cost proposals.
f) Confidential Information The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and proposals submitted to federal agencies. If an offeror’s submissions contain information that should be withheld from such requestors under FOIA on the grounds they contain “trade secrets and commercial or financial information” [5 USC §552(b)(4)], the offeror should mark its submissions in the following manner:
The following notice should be placed on the title page:
“Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on such grounds is contained on page(s) ___________.”

The cover sheet will NOT be included in the page count for each volume.
3) Each volume shall contain a glossary of all abbreviations and acronyms used with an explanation for each.
4) Elaborate format, color representations, and bindings are not desirable. Three-ring binders are preferred. The pages in the binders shall be easily removed and replaced to facilitate page changes.
Any pages that are changed (as the result of negotiations) should be of a different color (as specified by the Contracting Officer) and have changed information clearly marked by a vertical line in the right margin of the page and/or circling if changing data in a chart. The offeror shall indicate the new date on revised pages.
5) Legible tables, charts, graphs and figures shall be used when necessary to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11’ x 17” (inches) in size. Foldout pages shall fold entirely within the volume and count as one page. Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics; not for pages of text. For tables, charts, graphs, and figures, the text shall be no smaller than 8 point, Times New Roman. An 11” x 17” inches is a one page equivalent (with regards to the page count limitations). These items WILL be included in the page count for each volume.
6) Proposal contents that exceed the stated page limitations will be removed from the proposal by the Contracting Officer, prior to turning the proposal over to the Government evaluation team(s), and will not be considered in the evaluation.

Offeror shall provide written notification to the PCO no later than ten (10) days after issuance of the RFP if Offeror does not consent to the use of the firm listed above in the proposal evaluation process. Otherwise, submission of a proposal will be considered consent of use of the firm mentioned above.
i) Proposal General Guidance
Offerors should assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror's proposal only. The Contractor should not presume that data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), will be considered as part of the proposal. Proposals must be clear, coherent, and prepared in sufficient detail to conduct an effective evaluation of the offeror’s proposal against the evaluation criteria. The Government does not assume the duty to search for data to cure problems it finds in proposals. Failure to conform to requirements of this solicitation may form the basis for rejection of the proposal.
General statements such as “the Offeror understands the method for performing the Systems Engineering efforts (or any portion thereof) and can or will comply with the requirements of the solicitation” will not be considered sufficient, as will generic statements such as "straight forward engineering techniques" and the "highest quality control procedures.”
The Offeror’s proposal must contain a precise description of all terms and conditions of the services and supplies offered and must address all topics described below. Each offeror shall describe its proposal, through the use of graphs, charts, diagrams and narrative, in sufficient detail for the Government to understand and evaluate the nature of the approach. In its evaluation, the Government will consider the degree of substantiation of the proposed approach in the proposal volume and in response to any discussions, if held. The information provided in the proposal shall appear in the same order as outlined herein.
In the event that any portion of the proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished which must be signed by an authorized official of the Offeror and shall indicate the person’s name, employment capacity, firm name, relationship of that firm to the Offeror, and which portion of the proposal was written by that person. This certificate requirement applies to both the prime and any subcontractors. The certification shall be provided in Volume I.

Each technical proposal shall be specific, detailed, and complete as to clearly and fully demonstrate that the prospective contractor has a thorough understanding of the technical requirements and has valid and practical solutions to technical problems contained in Section C of the solicitation. Statements that paraphrase the specifications/Statement of Work or attest that "standard procedures will be employed”, “will comply with the statement of work” and general paraphrasing are considered inadequate to demonstrate how the proposal complies with the requirements of the specification/Statement of Work. The technical proposal must provide details concerning what the contractor will do and how it will be done. This includes a full explanation of the techniques, disciplines and procedures proposed to be followed.
