INDUSTRY QUESTIONS AND ANSWERS

1. ODCs are identified as firm fixed price. As it is not always possible to accurately determine costs for material, travel, and other items, firm fixed price seems to be unreasonable for this type of contract. Recommend the government require pricing on CLINs 0003, 0004, 0005, and 0006 be marked as “COST.”

Response: CLINs 0005 and 0006 will remain fixed price. The ODCs under CLINs 0003 and 0004 will be amended to Cost type.

2. CLINs 0003 and 0004 are for ODCs to include “incidental material.” CLINs 0005 and 0006 are for “material needed to perform the services…” Request the government identify the differences between incidental material and material needed to perform the services.

Response: The Government will provide a list of known materials at the time the requirements are issued for CLINs 0005 and 0006.
