SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
This volume is the Offeror’s contractual commitment, complete in every respect and ready for acceptance by the Government. The Offeror's proposal shall be signed by a company official having actual authority to bind the contractor contractually.
3.3.1 SECTION 1 – COVER LETTER
The cover letter/signature page shall state that the proposal will remain valid for no less than 240 calendar days from the date the proposal is due. An executive of the company who possesses actual authority to contractually bind the Offeror shall sign the cover letter/signature page.
The offeror’s proposal shall include a cover letter on the offeror’s letterhead stationery and signed by an executive of the company who possesses authority to contractually bind the offeror.
• The cover letter shall acknowledge receipt of all amendments (if any are issued) to the RFP.
• The cover letter shall identify all enclosures being transmitted as part of the response to the RFP.
• The letter shall reference the RFP number and acknowledge that it transmits an offer in response to the
RFP. It shall state: (1) Commercial and Government Entity (CAGE) number, (2) Data Universal Numbering System (DUNs) Number, (3) Taxpayer Identification Number (TIN), (4) address(es) of the location(s) at which the offeror intends to perform the proposed effort, (5) state the name, address and telephone number of the cognizant DCAA audit office, (6) the name, address and telephone number of the cognizant Defense Contract Management Command (DCMC) office, and (7) a statement that the proposal is valid for no less than 240 calendar days after the date established for receipt of offers. Prime contractors shall ensure that all first tier subcontractors include the information (items 1-7 herein) in their cost proposal submission to the Government.
• Information regarding accounting system adequacy (applies to all offerors and subcontractors proposed as CPFF). In order to be awarded a cost reimbursement contract, a prime contractor/subcontractor must have an adequate accounting system as determined by DCAA. Cover letter shall include the report number and date of the cognizant DCAA officer’s determination that the accounting system is adequate for the accumulation, reporting, and billing of costs under a cost reimbursement contract;
• Statement of unconditional assent to all terms, conditions, and provisions included in the RFP. The offer must communicate the unconditional assent to the terms and conditions in this RFP, including any attachments and documents incorporated by reference.
The completion and submission of the above items will constitute the offer. The offer must communicate the unconditional assent to the terms and conditions in this RFP, including any attachments and documents incorporated by reference. Acceptance of the offer will create a binding contract between the parties. The failure or refusal to assent to any of the terms and conditions of this RFP or the imposition of additional conditions or any material omission by the offeror may constitute a deficiency which will make the offer unacceptable.
The Government intends to award a contract without discussions as permitted by FAR 15.306(a) and 52.215-1.
Therefore, offerors are advised against submitting an offer which takes exception to any term or condition of this RFP or imposes any additional condition or omits any required information, without first consulting the Contracting Officer. The Government reserves the right to conduct discussions and to permit offerors to revise their proposals if it is in the Government's interests to do so.
