Responses to questions to RFP N00030-19-R-1010, continued

17. Please provide clarification regarding how many past performance references the prime contractor can submit? Example, if we as the Prime have 2X subcontractors and each of the subcontractors provides a Past performance citation, do we, as the prime need to provide 2 past performance citations (total of 4) or 1 past performance (total of 3) to show parity with our subcontractors?

a. In accordance with RFP Section L-6.2.7, a maximum of three efforts may be submitted. If the offeror submits efforts performed by its proposed subcontractors, an equal or greater number of efforts must be submitted for the prime offeror (see Answer 16 for one acceptable scenario). There is no other requirement for number of prime contractor or subcontractor efforts.

18. Can the government clarify if the prime contractor’s past performance will be weighted higher than subcontractor past performance? Or, are all team member’s past performances weighted the same?

a. Relevancy will be evaluated in accordance with RFP Section M-3.6.2.
