Responses to questions to RFP N00030-19-R-1010

1. Can you provide me with the award amount (dollar value) and pricing (firm fixed, time-and-materials, etc.) for this RFP?

a. The Government cannot provide the award amount as this is a Request for Proposal

(RFP) and there is no award at this time. The contract type is Firm Fixed Price.

2. The solicitation refers to support for SSP Navy ERP United Kingdom Process (section

1.1.3.7). Is the work required to be performed at Washington Navy Yard or in the UK?

a. The work will be performed at the Washington Navy Yard

3. Will SSP be willing to consider electronic submission of proposals?

a. Please refer to Section L-3 for instructions on how to submit proposals.

4. In Table L-3.2 it states the Master Table of Contents is included within the 10 page limit of the Executive Summary, however, pp.87 states Table of Contents are not counted against page limits.

a. The pages of the Table of Contents will not count against the 10 page limit for the

Executive Summary.

5. What is the timeline for this acquisition?

a. Please see RFP Section L-3 for proposal due date.

6. Does SSP have any documentation related to overarching architecture of the systems used by SSP? Can these be shared with us?

a. No.

7. Does SSP have any documentation related to Configuration Management and

Release management that it can share with us?

a. Yes, please see the attached documents entitled “SPEBO Configuration

Management Plan” and “SPEBO Release Management Plan.”

8. Does SSP have an operational guide for Tier 2 support? For example the kind of support required? Can it share this document with us?

a. Yes, please see the attached document entitled “SSP ERP Sustainment Plan.”

9. L-6.2.7 Section V: Past Performance. Past performance describes how well the offeror has performed work that is the same as or similar to the contract work, while corporate experience reflects whether the offeror has performed such work.

Corporate Experience is the most important factor. Is the past performance and corporate experience evaluated based on the Prime or the Team formed to reply to the proposal?

a. Past performance and Corporate Experience will be reviewed in accordance with

Section M-3.

10. Can CPARS be utilized in lieu of Past Performance Questionnaires (PPQs), as many

DoD agencies have policies that do not allow government personnel to complete and submit PPQs for contracts in which CPARS exist.

a. In accordance with Section L-6.2.7(j), the offeror is responsible “for sending the

Past Performance Questionnaire (PPQ) form (Attachment L-1) to these two references. The references should be directed to submit the completed PPQ to the

Primary POC (listed in L-1) no later than the proposal due date. The Government reserves the right to contact these references for any purpose (including if they do not submit PPQs by the proposal due date) and consider any information received in making a past performance assessment.” The government reserves the right

(but is not obligated) to consider other sources of past performance information in accordance with Section M-6.3.4

11. Will the government provide labor categories, descriptions and LOE estimates?

12. Does the government intend to provide any additional supporting guidance (SPEBO procedures, policies, directives, and organizational structures) to support the SOW?

13. Would you consider changing the travel CLINs to cost reimbursement rather than

FFP?

14. Can the government share the labor categories being utilized on the current contract, or provide a preferred staffing plan of the 26,880 annual hours estimated?

15. Are part-time employees allowable, or does the government prefer only full-time employees supporting the contract? Is part-time or full-time remote support allowable?

a. Part-time and full-time remote and on-site support will be considered as long as the contractor demonstrates ability to support all required services as listed in the

Statement of Work.

16. Regarding L-6.2.7, we will be proposing with multiple teammates/subcontractors.

The Past Performance requirements state that “If the offeror submits efforts performed by its proposed subcontractors, an equal or greater number of efforts must be submitted for the prime offeror.” Also, that there are a maximum of three efforts submitted for the entire team. Please confirm our understanding that it is acceptable for the prime to submit one effort, and for two different subcontractors to submit one each for a total of three? Thus, the prime submits equal numbers as each of its subcontractors (e.g. 1 each).

a. The proposed scenario (1 Prime Contractor effort, 1 Subcontractor A effort, 1

Subcontractor B effort) meets the requirements of L-6.2.7 because an equal number of efforts will be submitted for the prime contractor (1) as will be submitted for each of the subcontractors (1 each).
