MPF Afloat Maintenance of INLS, ABLTS, LCM-8, and MPF UB

Contract Data Requirements List 30 June 2008

Revised 4 December 2008

CONTRACT DATA REQUIREMENTS LIST

FOREWORD

This Contract Data Requirements List (CDRL) identifies Contractor data item requirements in support of the MPF Afloat Maintenance of the INLS, ABLTS, LCM-8, and MPF UB. This foreword provides general guidance to Contractor personnel and is intended to clarify issues of an administrative and procedural nature that are not otherwise addressed. Emergent issues that are not addressed herein or otherwise provided for in source documents should be referred to the COR.

Each data item is presented on a separate DD Form 1423-1 prepared in general accordance with DoD 5010.12-M. The Contractor should consult DoD 5010.12-M, DoD Manual for Standard Data Elements, for detailed information concerning block requirements of the DD Form 1423-1.

I. CONTENT AND FORMAT OF SUBMITTALS

Unless otherwise stipulated, data item submittals shall be prepared in the Contractor's format using the appropriate application (Word, Excel, Power Point, Project) of Microsoft Office 2003, and shall be submitted electronically, via the SSPO Integrated Data Environment (IDE). Data item submittals shall be prepared in the English language. Calculations and design data shall be provided in inch-pound units unless otherwise required, or where existing documentation is in the metric standard system.

File names for each scheduled submittal may be named or numbered in any manner that allows easy identification and retrieval by the contractor. The SSPO IDE will rename the file internally in a way consistent with the internal storage requirements of the IDE.

To the maximum extent possible, CDRL file uploads should be combined into a single zip format file. The zip file shall include a letter of transmittal and all associated data files. Each letter of transmittal shall be assigned a trackable correspondence serial number and provide the following information:

• Contractor's name, correspondence serial number, and actual date of transmittal.

• The contract number, data item number, and data item title.

• Applicable revision letter and revision date.

• Electronic media or digital file names.

• A brief explanation of the submittal, the reason for a document's change, or a more detailed discussion of the content of the submittal.

The Contractor will provide a list with names, contact information and roles for all designated representatives that are to have access to the SSPO IDE for the purpose of CDRL submission or review.

II. SUBMISSION SCHEDULE

The Contractor shall maintain scheduling data relating to the submission requirements of data items, and shall ensure that actual deliveries are made on or before specified due dates.

III. QUALITY CONTROL

The Contractor shall maintain internal quality control to ensure submittals are complete, adequate, and shall not rely on Government review comments to ensure the technical accuracy of data.

The Government review and approval time periods identified in the applicable data item commence at receipt of the data by the Government. This is the date of posting if the submittal is posted to an electronic location.

In some cases, issues will be raised by review comments. Issues shall be successfully resolved and the Contractor shall correct and resubmit the data. In the event the Contractor disagrees with the intent of the review comments or is unable to comply with or resolve issues raised, the Contractor shall submit correspondence explaining the disagreement and propose suitable alternatives with supporting rationale.

IV. ACRONYMS

Refer to DoD 5000.12-M for abbreviations used in the CDRL and attendant DD Forms 1423-1.

V. GLOSSARY

The items listed below are explanations of the headings and blocks on the CDRL.

a. Detailed Block Information (Blocks A through J)

(1) Block A, “Contract Line Item No.” (CLIN) -- The CLIN associated with the

CDRL.

(2) Block B, “Exhibit” -- The contract exhibit letter assigned to the CDRL. For this contract, A is always used.

(3) Block C, “Category” -- The appropriate block is checked for the single category of data to be listed on the DD Form 1423.

(4) Block D, “System/Item” – “Afloat Maintenance for the INLS, ABLTS, LCM-8 and MPF UB aboard the MPF ships” is entered in this field.

(5) Block E, “Contract/PR No.” -- The contract/PR number is entered in this field.

(6) Block F, “Contractor” – During the competition phase, this field is left blank.

Once the Contractor has been selected, the Contractor name will be entered.

(7) Block G, “Prepared by” -- The name and signature of the CDRL preparer.

(8) Block H, “Date” -- The date the CDRL was prepared.

(9) Block I, “Approved by” -- The name and signature of the individual responsible for approving the CDRL.

(10) Block J, “Date” -- The date the CDRL was approved.

b. Detailed Block Information. (Blocks 1 through 16)

(1) Block 1, “Data Item Number” -- The number assigned to a specific data item.

(2) Block 2, “Title of Data Item” -- The title of the Data Item.

(3) Block 3, “Subtitle” – A subtitle is provided if the title in block 2 requires further identification.

(4) Block 4, “Authority” – When applicable, the DID number that provides the format and content requirements for the data item listed in block 2 is entered in this block. If the data item requirements are adequately described in a contract document, the contract reference can be cited as the authority. Additional direction for format and content requirements for the data item may be provided in block 16 when necessary. In such cases, “(See Blk 16)” may be entered in Block 4.

(5) Block 5, “Contract Reference” -- The specific paragraph numbers of the applicable document that contains the tasking for generating the data requirement.

(6) Block 6, “Requiring Office” -- The technical office responsible for ensuring the adequacy of the data.

(7) Block 7, “DD 250 Requirement” – Normally, this will be “LT,” but when a DD 250 is required, an applicable code from the list below is entered in this block. The code designates the requirement for inspect ion and acceptance of the data item.

DD Form 250 Code Inspection Acceptance SS (a) (b) DD (c) (d) SD (a) (d) DS (c) (e) LT (f) (g) NO (h) (h) XX (i) (i)

(a) Inspection at source.

(b) Acceptance at source.

(c) No inspection performed at source. Final inspection performed at destination.

(d) Acceptance at destination.

(e) Acceptance at source. Acceptance based on written approval from the Contracting Officer.

(f) Letter of transmittal only. The LT is used when the contracting agency requires a record of delivery but does not desire to have a DD Form 250 for every piece of data developed by the contractor.

(g) As specified in block 16 of the DD Form 1423.

(h) No inspection or acceptance required. No DD Form 250 or letter of transmittal required.

(i) Inspection and acceptance requirements specified elsewhere in the contract.

(8) Block 8, “Approval Code” -- Items of critical data requiring specific advanced written approval before distribution of the final data item are identified with an “A” in this field. The responsible reviewing activity is normally the Requiring Office listed in block 6. If that is not the case, the reviewing activity shall be identified as such in block 16. When the data item requires submission of a draft document prior to publication of a final document, block 16 shows the length of time required for Government approval and/or disapproval. Also listed in block 16 is the subsequent turn-around time for the Contractor to resubmit the data after Government review.

Those response times are contractual commitments. Block 16 will also indicate the extent of the approval requirements, e.g., approval of technical content and/or format. If approval of the data item is not required, “N/A” is typed in block 8.

(9) Block 9, “Distribution Statement Required” – Not used.

(l0) Block 10, “Frequency” – Specifies frequency of submittals.

(11) Block 11, “As of Date” -- This is the date for cutting off collection of the data.

For example, if a report is to be submitted quarterly, a “15” might be entered into block 11 indicating that the report would contain data collected up until 15 days before the end of the end of the quarter. A report for the quarter ending 30 September would reflect information collected through 15 September).

(12) Block 12, “Date of First Submission” -- The initial submission date

(13) Block 13, “Date of Subsequent Submission” – The date of subsequent submission if data is submitted more than once.

(14) Block 14, “Distribution” -- The addressees to be provided with draft copies and final copies (hard and/or electronic).

(15) Block 15, “Total” -- The total number of draft and final (hard and/or electronic) copies required by block 14

(16) Block 16, “Remarks” -- This block provides additional or clarifying information for blocks 1 through 15, e.g., details on submission requirements, instructions for data item preparation, DID tailoring requirements, and distribution of the data.

c. Detailed Block Information (Blocks 17 and 18). These blocks are to be completed by the bidder or offeror, as required by the following:

(1) Block 17, “Price Group” – Contractor shall enter the appropriate price group as shown on the reverse side of the DD Form 1423.

(2) Block 18, “Estimated Total Price” – Contractor shall enter the total estimated price equal to that portion of the total price that is estimated to be attributable to the design, development, production or reproduction for the Government of item of data.

The entry “N/C” for “no charge” is acceptable. DFARS Subpart 204.7105-3 (reference (b) provides specific guidance for entering the negotiated price for separately priced or “Not Separately Priced (NSP) “data on the DD Form 1423 or in the contract. Also provided is guidance on when to detach, or leave attached, blocks 17 and 18 of the DD Form 1423. Chapter 5 of DoD 5010.12-M provides additional information in completing and evaluating blocks 17 and 18 of the DD Form 1423.

Blk 10:This report is required whenever any piece of lighterage or any of the other 3 systems are for any reason impaired severly enough so that it may reduce mission capability. If there is any doubt of the impact on mission capability provide the report to the MPSRON staff for final CASREP determination.

Blk 13: There will be four types of these reports. These four types include initial CASREPs, CASREP updates, CASREP corrections and CASREP cancellations. The purpose of each of these Afloat Maintenance Company reports is to support the MPSRON staff in generating the appropriate CASREP message. The information that follows is required:

1. The initial CASREP Input Report shall be submitted no later than 4 hours after discovery of the casualty. It shall be in MS Word and include the following:

Description of the casualty including time, place and cause.

Estimated time of repair.

What is needed (for example parts or technical assistance) to correct the casualty.

Parts information to include NSNs, quantity required, method of procurement and estimated time of arrival.

Any other information that may assist the MPSRON Staff in drafting the CASREP.

2. CASREP update reports shall be in MS Word and include updates to the above information. CASREP update reports are due when the status of the casualty has changed - for example when the estimated repair date or parts status changes.

3. CASREP corrections shall describe what was used to correct the casualty and the method used to correct it and the time it was corrected. CASREP corrections are due within four hours of the casualty being corrected.

4. CASREP cancellations shall be submitted upon the commencement of an availability period during which the CASREP will be corrected.
