SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
RESPONSES TO QUESTIONS
1. Page 17, paragraph 3 of the RFP requires maintenance crews to ride ships to BIC and depart immediately upon vessel arrival, with return travel considered an allowable expense. Once the MMC is complete, are maintenance crews required to return to BIC, embark the ships, and ride the vessels back to their PREPO locations? If crews are required to be present on these return trips, will the cost of travel to BIC also be considered allowable expenses under the FFP travel CLIN?
Yes, the cost of return travel from BIC, once approved by NAVFAC, is allowable under the Travel line item.
2. Page 17, paragraph 4, sentence 1 of the RFP states that the "Contractor will inventory and replenish CIS material during each ship's MMC". Sentence 2 of the same paragraph states that the maintenance crew will ". depart immediately and have no CIS inventory or replenishment responsibilities during the MMC". Please confirm our understanding that the inventory is actually completed and provided to the government prior to arrival at BIC.
Yes, the inventory is due upon arrival at BIC. The contractor has no inventory responsibilities at BIC, but, prior to departing after backload, shall replenish the CIS, tools, and POL to 100% levels.
3. Page 15, paragraph 4 of the RFP lists the training requirements of the INLS Technicians. Please confirm our assumption that training costs associated with obtaining RFP required Level 1, 2 and 3 Technician training listed on page 15, paragraph 4 of the RFP will be considered allowable expenses under the FFP travel CLIN? In addition, please confirm our understanding that technical wages while undergoing training will be the responsibility of the contractor.
NAVFAC will no longer require in-class training. NAVFAC will provide training materials to the contractor.
4. Please confirm our assumption that Program Manager travel to BIC, Diego Garcia, Guam and Saipan, once Government approved, will be considered an allowable expense under the FFP travel CLIN?
Yes, once approved by NAVFAC, program manager travel is allowable under the Travel line item.
5. Please clarify and identify if NAVFAC has established a Q&A Cut-off date?
The cut-off for questions is 12:00 PM EST on 29 August 2013.
6. Referenced Section 1.1 Training: "Each ship shall have a Level I &Level II Technician and each squadron shall have a Level lll Technician. "
Question: Since there is no "manning" section in the RFP are we to assume that each ship shall be continuously manned (365 days/year)with at least one ea. Level l and Level ll Technicians and in addition to the shipboard manning each squadron must have a Level lll Technician assigned?
Offerors should anticipate manning the vessels according to the months per vessel provided in Section F. Offerors shall provide two technicians per vessel and one squadron supervisor per squadron.
7. Referenced Section 4.0 Travel: "NAVFAC anticipates using firm fixed price task orders to award spares, alterations, and CPI as necessary."
Question: Is this an error and should have read Travel and not spares, alterations, and CPI which was previously covered under Item 3.0.? Additionally, please confirm that all contractor travel in performance of this contract will be Government reimbursable under the CLIN 004?
The contractor shall submit travel requests to NAVFAC, who will issue task orders to fund and authorize the travel.
8. CIS replenishment will be arranged by the contractor - Will the cost of the Material be reimbursable or fixed?
Hazmat removal will be arranged by the contractor - Will the cost of the disposal be reimbursable or fixed? POL replenishment will be arranged by the contractor - Will the cost of the material be reimbursable or fixed? The contractor is required to provide all painting material, is this in addition to the amount listed in the CIS Inventory?
NAVFAC will issue task orders for all CIS, Hazmat, Paint, and POL costs under the Labor and Material line items.
9. On page 21 Other Personnel References requirements listed in section 4.4. There is no section 4.4; are there additional requirements that were not listed?
This is a typo.
10. We have reviewed the wage determination attachment; which rating will be considered relevant to Level I, II, and III technicians?
Under procurements governed by the Service Contract Act, NAVFAC provides the wage determination but does not provide the ratings to offerors.
SECTION B - SUPPLIES OR SERVICES AND PRICES
Section B is changed to move the labor and material for Painting to the Labor and Material line items.
All CIS, Hazmat, Paint, and POL costs will be issued as task orders under the Labor and Material line items.
