About this file

This document package provides details for the towing and dismantlement of three Mine Countermeasure Vessels (MCM 4, 8, and 12).

The solicitation requests towing and dismantlement services for Ex-ARDENT (MCM 12), Ex-SCOUT (MCM 8), and Ex-CHAMPION (MCM 4) located at the Naval Station San Diego. The contractor shall prepare the ships for tow, including ballasting if needed, and tow the vessels to their facility in San Diego County, CA or transport above water via heavy lift to a CONUS facility. Upon Navy approval of tow plans and documentation, the contractor must ensure stable towing and dismantling of the ships in accordance with all federal, state, and local laws and regulations. The contractor shall process and sell all scrap and reusable equipment/material removed from the vessels, retaining any sale proceeds to offset performance costs. The Navy Naval Sea Systems Command is the contracting agency.

Enclosure 1 provides the results of a radiological survey finding Ex-SCOUT free of radiological emitters. Enclosure 2 certifies the vessel's demilitarization.
