About this file

This document package includes a solicitation for the tow and dismantlement of three decommissioned minesweepers from Naval Station San Diego to a contractor's facility within the continental United States, along with supporting documentation on the vessels.

The solicitation requests towing and dismantlement services for Ex-ARDENT (MCM 12), Ex-SCOUT (MCM 8), and Ex-CHAMPION (MCM 4). The contractor will tow the vessels above water via heavy lift or ballast them for tow from Naval Station San Diego to a San Diego County or CONUS facility. Documentation is required detailing the tow rigging and stability measures. The contractor must then dismantle the vessels and dispose of regulated materials in accordance with federal, state, and local laws. Reusable equipment and scrap will be sold by the contractor to offset costs. Supporting documents provide vessel information, surveys of radiological, hazardous, and reusable materials, and photographs. The Navy seeks conformance with towing manuals and technical approval for rigging plans.
