| No. | Topic | Reference | Statement Requiring Clarification | Question | Government Response |
| 1 | Consolidation of requirements | RFP | General question | Will the government consider splitting up this contract, meaning to have the 8 and 11 meter SSC on a separate contract. I know sections L & M were not in the pre-solicitation to say what the deliverables are for the proposal. Going from past RFP the government requires a lot of information for one boat, with this contract we are basically looking a 5 different boats meaning that industry would need to complete 5 different stability reports, weight estimates, flotation calculation among all the required drawings and other stuff. This would cost a small business upwards of 100K just to do the engineering work to basically just submit something. | - |
| 2 | RPF Requirements | RFP | N/A |
Am I correct in understanding that arrangement drawings, structural drawings etc are not required as part of our submittal?
| - | |||||
| 3 | Radios | Specifications | Question | Regarding the above solicitation are they requesting the radios to have a JF12 certification | - |
| 4 | SPC-LE Configuration | 040-1b Background (USCG-SPC-LE Variant) | The Special Purpose Craft – Law Enforcement (SPC-LE) vessels are operated in varying sea and weather conditions, along the entire length of the borders of the United States and the Caribbean. Typical missions include locating, tracking, and intercepting suspicious vessels entering U.S. waters. These vessels will be used for port security and to pursue suspect vessels for the purpose of boarding and searching and, when necessary, arresting the violators and seizing the vessel or contraband. This is a shore-based asset not intended for Cutter deployment. This vessel will not operate in surf or breaking seas, and may operate up to 30nm offshore. This vessel will be utilized by agencies within the Department of Homeland Security including Customs and Border Protection (CBP), the Coast Guard, and Border Patrol and may be deployed outside of the continental US. | This background and mission description does not discuss employment of disabling fire or warning shot by the SPC-LE II crew. The configuration of the vessel to support this mission can differ significantly from a standard center console style vessel, as these tactics require high-speed maneuvers at very close range to a non-compliant vessel. Should these tactics be considered when proposing the SPC-LE II vessel? | The background description is meant to give a general overview of the boat's use, but is not prescriptive in all the SPC-LE crew missions. The requirements in the Specification are derived from the Specific Requirements necessary to meet the USCG mission sets. |
| 5 | SPC-LE Endurance Standard |
050-1c Boat Performance (SPC-LE Variant) Boat performance requirements shall be met in calm, deep water, Full Load condition (Section 070), ISO Standard 2533:1975 “Standard Atmosphere” conditions.
Sprint Speed (minimum): 45 kts;
Cruise Speed (minimum): 35 kts Static Draft (maximum): 36 inches.
| The USCG typically has an endurance standard for their small boats. Is there an endurance standard for the SPC-LE II? | There is not an endurance requirement. Only the minimum 300 gallon fuel tank is required per Specification Section 541-1b | ||
| 6 | SPC-LE static draft | 050-1c Boat Performance (SPC-LE Variant) | Boat performance requirements shall be met in calm, deep water, Full Load condition (Section 070), ISO Standard 2533:1975 “Standard Atmosphere” conditions. |
Sprint Speed (minimum): 45 kts;
Cruise Speed (minimum): 35 kts Static Draft (maximum): 36 inches.
| The typical static draft for a vessel of this size and hull form (offshore deep vee) often exceeded 36 inches to ensure optimal open water performance. Would the Government consider increasing the static draft? | Operational draft in full load condition (engines may be tilted at maxium up position while maintaining steering control of the boat). | ||
| 7 | SPC-LE speed | 050-1c Boat Performance (SPC-LE Variant) | Boat performance requirements shall be met in calm, deep water, Full Load condition (Section 070), ISO Standard 2533:1975 “Standard Atmosphere” conditions. |
Sprint Speed (minimum): 45 kts;
Cruise Speed (minimum): 35 kts Static Draft (maximum): 36 inches.
| The minimum sprint speed noted is 45 knots. However, Section 094-3, item 10, suggests that if the maximum speed exceeds the required speed, then a reduction in horsepower should be considered. What is the maximum (or objective) speed desired by the Government? | The Government does not have a maximum speed requirement. The Government has a minimum speed as stated in Sections 050 and 094-3. | ||||
| 8 | SPC-LE Steering and Maneuvering | 094-3 Steering and Maneuvering Trials – General | N/A | It is interpreted that the steering and maneuvering trials will be evaluated during PDITS. However, this is does not provide the opportunity for the offerer to demonstrate their proposed vessel’s performance in the proposal. These types of maneuvers are of critical importance for the SPC-LE II variant as they directly relate to mission performance. How does the Government intend to evaluate the steering and maneuvering trials against other offerers? | The evaluation criteria is as stated in Section M based on the Section L required data. |
| 9 | SPC-LE | 150-1a Hull Style: Open Center Console with T-Top (8m and 11m Open SSC Variants and SPC-LE Variant) | This variant shall have an aluminum, full height stand-up center console with T-Top and seating for the coxswain and navigator. The Console and T-Top design shall provide for an overhead storage and radio box with access door(s), a full height integrated windshield with wiper and washer system (Section 625), side window, and console accesses (forward and port side). A 360 degree minimally obstructed field of vision from the coxswain position shall be maintained. The front windshield and side windows shall be framed watertight windows using safety glass with a scratch resistant, water repelling coating | How will the Government evaluate “minimally obstructed”? | The Government understands that a completely unobstructed 360 degree view is unachievable. However, without reviewing a design the Governemnt cannot predetermine what percentages are allowable. And is looking for reasonable effort to maximize the view/minimize obstructions. This is not an evaluation Factor in Section M. |
| 10 | Collar | 166-1 Collar | The boat shall be equipped with a D-shaped hybrid inflatable and foam collar mechanically fastened to the hull. Foam and air hybrid collar systems shall utilize closed-cell foam encapsulated by a marinized fabric. | A hybrid collar has several points of failure. Will the Government consider a full foam collar? | No, the requirement is for a hybrid inflatable and foam collar mechanically fastened to the hull as stated in the Specification. |
| 11 | SPC LE Collar Fabric | 166-2b Collar Fabric (SPC-LE Variant) | Fabric shall be manufactured in the US (per DFARS 225.7002), international orange (12197), white and grey, with the color to be designated upon order. | Is the intent of the Government have this collar be multi-color or will it be a solid color or orange, white, or gray as designated upon order? | The collar fabric will be solid color as designated upon order. |
| 12 | Outboard Bracket | 169-1 Outboard Bracket |
An outboard bracket shall be installed with mechanically fastened, watertight inspection ports and drain plug (Section 529).
| Can the outboard bracket be welded to the hull? | Yes, the outboard bracket can be welded to the hull. | ||
| 13 | Gunwales | 169-3 Gunwales | Aft working deck gunwales shall incorporate provision for low freeboard access to the waterline, to allow for diver, swimmer, and object recovery. Accesses shall be port and starboard, no more than 18 inches above the waterline (in the Min Op load condition), and have a minimum width (longitudinally) of 3 ft. |
Gunwales shall be designed with consideration for passenger seating with lifelines and adjacent grab rails.
| This gunwale configuration poses significant safety concerns for the SPC-LE Variant due to the low gunwale height to accommodate the rest of the requirement. The SPC-LE mission profile includes tactics that requires intercept maneuvers at very close range to a non-compliant vessel. Having low gunwales and a center console provides little to no protection for the crew should the non-compliant vessel come in contact with the SPC-LE. Recommend the Government consider a minimum 36-inch high side sheet for the SPC-LE variant to provide protection for the crew. | The requirement is as stated in the Specification per desires by the USCG. | |
| 14 | Outboard Engines (SPC-LE) | 236-2b Outboard Engines (SPC-LE Variant) |
The SPC-LE Variant shall be provided with triple Mercury Verado outboard engines. The port and starboard engines shall have opposite rotation and the center engine shall have clockwise rotation.
Question to Government: Mercury Marine has recently released a commercially available Sea Pro 500 HP outboard. Would the Government consider a twin engine Mercury configuration provided it meets the performance requirements?
| No, the requirement is triple outboard as stated in the Specification. | ||
| 15 | Gunwale Lighting | 330-4 Deck Low Level Gunwale Lighting |
| The boat shall be equipped with 12 VDC (courtesy) deck red and white LEDs flex strips the full under gunwale length to illuminate the deck (Light switch control shall be 3-way (White-Off-Red). Individually switched lights shall be controlled via a master ON/OFF switch at the console for the coxswain. | ||
| This specification assumes that the vessels will be designed with a space under the gunwale to facilitate LED trip lights. However, some vessels are not designed in that manner. Will the Government consider low level deck lighting in lieu of an LED strip under the gunwale provided it illuminates the entire deck area? | ||
| No, the requirement is as stated in the Specification. | ||
| 16 | Underwater Lights | 330-6 Underwater Lights (SSC Variants) |
| The boat shall be equipped with 12 VDC underwater 6000 lumen (minimum) blue LEDs located below the waterline in three locations: port, center, and starboard on the transom. Lights shall be controlled at the console. | Blue underwater LED lights are very common for law enforcement vessels (such as the CBP Coastal Interceptor Vessel) to aid in identifying the vessel from the air during a pursuit. Recommend the Government consider including blue LED underwater lights for the SPC-LE variant as well. | The requirement is as stated in the Specification. |
| 17 | SPC-LE Electronic Navigation Package | 422-2b Integrated Electronic Navigation Package (SPC-LE Variant) |
| The boat shall be equipped with a United States Coast Guard Scalable Integrated Navigation System Generation 2 (SINS-2) Variant 11 (SINS-2(V)11) consisting of: |
One Display with Sonar;
Radome Kit, 4kW 24 inch;
GPS Antenna;
Heading Sensor;
Transducer;
| AIS (Encrypted Receive and Transmit) | The specification of only a single display for all navigation systems may have a negative impact on operations. Per the Coast Guard Navigation Standards, the vessel must display both radar and chart at all times. Additionally, with the requirement for a FLIR M400 EO/IR sensor, this would also need to be displayed on the single MFD. This configuration may make navigation and piloting an SPC-LE during a nighttime intercept very difficult and possibly pose a safety concern if all sensor data is limited to a single display. Recommend the Government reassess the number of displays required for the SPC-LE variant to ensure safe and effective mission performance. | The requirement is as stated in the Specification. | |
| 18 | Day Shape Mast | 422-5 Day Shape Mast |
| Provisions shall be provided for display of appropriate day shapes. One set of day shapes (ball-diamond-ball per 72 COLREGS, Light and Shapes Rule 27) and one set of day shapes (diamond per 72 COLREGS, Light and Shapes Rule 24) shall be included. | Does this specification also pertain to the SPC-LE? |
| Yes, Specification Section 422-5 pertains to all variants. | |
| 19 | Hydraulic Steering |
561-1 Hydraulic Steering
| The boat shall be equipped with an OEM approved manual over hydraulic or power-assist hydraulic steering system. The helm shall be equipped with a steering wheel with a minimum diameter of 12 inches. The helm range shall be nominally 5 turns lock to lock and shall not exceed 7 turns. The system shall be designed such that the torque applied during completion of the steering and maneuvering trials (Section 094) does not exceed the Minimum Retained System Performance of 20 ft-lbs as defined by ABYC P-22.4.2. Additionally, the minimum force required to turn the helm in the static (no load) condition shall not exceed 5 lbs when applied at the edge of the steering wheel. | Should the Government consider the twin-engine Mercury configuration mentioned above, this propulsion package is only offered in an electronic steering system. If the twin-engine configuration is acceptable, recommend allowing electronic steering controls as required. | |
| No, the requirement is as stated in the Specification. | ||
| 20 | Hull Number | 602-1 Hull Registry Number |
A unique alphanumeric U.S. Navy HRN shall be located on the transom of each boat. Lettering shall be 3 inch high with 1/8 inch minimum relief. Lettering shall include black paint to contrast the raised lettering from the background. The HRN will be Government Furnished Information (GFI) and indicate the length, boat type, fiscal year of the contract, and a sequential number assigned to each boat in the contract (e.g. 8MSC2101 and 11MSC2101).
Hull registry number shall be welded to the transom.
| Does this specification apply to the SPC-LE variant as well? | Yes. | ||
| 21 | Label Plate | 602-8 Boat Information Label Plate | A label plate shall be installed near the console with the following information: |
Length and type of boat U.S. Navy HRN 9 digit alphanumeric Allowance Parts List (APL) (number to be GFI) Hull Identification Number (HIN) The words “Built for the United States Navy” Contractor Date of manufacture Contract number A Boat Alteration label plate shall be installed with blank lines for recording Boat Alterations accomplished as follows:
BOATALTS ACCOMPLISHED
DO NOT DEFACE OR REMOVE
| These requirements are very specific to the US Navy and not in line with standard US Coast Guard configuration management practices. Does this apply to the SPC-LE variant as well? | Yes. | |
| 22 | Console Ergonomics | |
| 662-1 Console Ergonomics – General | General question | Typically, the US Coast Guard has opted for a port-side helm having the throttle controls inboard. Would the Government consider a port side helm for the SPC-LE variant? |
Question for Government: The specification states two cup holders be on the console. Would the Government consider cup holders located at the coxswain and navigator stations but mounted to the seats and not the console to conserve space?
The requirement is as stated in the Specification.
Cup holders on the coxswain and navigator seats are acceptable, provided the cup holders do not interfere with operation.
23 Seating 662-2b Seating – Crew (SPC-LE Variant)
The SPC-LE variant shall have two permanently installed marine grade, adjustable, shock isolating seats, one for the coxswain and one for the crewman. Seats shall be provided with harness style seat belts and arm rests.
Coxswain and navigator station shall be provided with permanent footrests. Seats shall permit occupant use in both the seated and standing positions.
| The SPC-LE Variant shall be provided with four additional crew seating aft of the coxswain and navigator seating in two rows of two seats. Additional crew seating shall be removable, shock isolating seats equal to the coxswain and navigator seat characteristics. The deck aft of the coxswain and navigator seating, shall not have protruding fasteners or structure when seats are removed. | Please define “harness style” seat belts | |||
| "Harness style" was draft RFP language. Final RFP language states "lap" seat belts. | ||||
| 24 | Console Hinge | Spec 150-1a | ). Spec 150-1a para four says console "MAY be hinged", but the three sentences following lead one to believe a hinged console is required. |
| Is a solid console which does not fold acceptable, as long as the 13.5 foot trailer height of Spec 084-1 is met? | The paragraph refers to the T-Top and not the console. The sentence describing the hinged system provides requirements if the design is hinged. | ||||
| 25 | Extension | SF1449 | Extension | An extension of time is requested for the bid submission/due date, currently 5/10. Need 4 weeks | No. |
| 26 | Maritime Transport | 084-2 | The boat and trailer shall be designed for maritime transport in accordance with NSWCCD-23-TM-2009/64 RevC to include on board storage. |
| Can the government provide the max height while the boat is sitting on the trailer for this transport. Looking through the TM there is no mention of the height requirement. | Max height on trailer defined in Specification sections 070 and 084-1. | |||
| 27 | Propulsion | Section L | In Section L it states that the offeror shall provide Propulsion Analysis for cruise and sprint speeds for Variants 8m Open SSC, 11m Open SSC, and 11m Open SPC-LE as defined in Specification Item 050. The following information shall be included in the Propulsion Analysis: |
1. Propulsion System selection:
a) Engine rated power and RPM
b) Marine Gear model and reduction ratio
c) Waterjet impeller rating(s)
d) Parasitic loads and power take off usage design
e) Transmission loss assumptions
f) Hull resistance curve
g) Waterjet OEM thrust curve
h) Cavitation limit curve These are outboard powered boats and the government has provided the engine manufacture and horsepower so all the item listed above do not pertain to this solicitation. {INTERNAL NOTE: At some point the language was changed within Section L. The potential bidder is correct the items listed do not pertain to this solicitation. Section L should have read as below. Contracts please advise.}
E. Propulsion Analysis:
Hull resistance and Powering Analysis and Calculations for cruise and sprint speeds as defined in Attachment 1 Section 050. If no data is available for a comparable loading condition, assumptions and data based on the engine’s full power may be used.
| 28 | Specifications | N/A | N/A | Can the government provide a PDF specification that is not locked from copying sections of the spec. As industry we need to send vendors the specification as it is called out to gets quotes and with the PDF being locked we are not able to copy and paste sections that are needed to do so. | Change the name of the file, save it, and then copy/paste capability is functional. |
| Updated April 19, 2021 | |||||

| 46 | Specification | Specifications 070-2, 079-1 | O 12217-1 Design Category B Environmental Operation Conditions and Spec 070-2 Environmental Operation Conditions table | Will the government consider compliance with ISO 12217-1 Option 1 or 3 for Category B as an acceptable equivalent level of safety for intact stability in lieu of meeting the NAVSEACOMBATSYSENGSTA REPORT NO. 6660-99? | No. |
| 47 | Specification | Specification 42-2, 070-2, 079-1 | Navy is asking for the boat to meet the conservative intact stability standard NAVSEACOMBATSYSENGSTA REPORT NO. 6660-99. | Would you consider not requiring all of the area under the canopy to be included in the boat profile area for the calculation of wind heeling moments as the wind will pass freely underneath the canopy? | No. Wind passes freely under the canopy only in the zero heel dimension. In a 3d boat, the canopy area increases as heel increases (rather than decreases). |
| 48 | Specification | Specification 42-2, 079-2 | N/A | Will the government consider reducing the requirement to carry a 0.3 FT KG margin in the stability calculations if the designer can demonstrate maturity of design consistent with NSWCCD-80-TR-2014/038 WEIGHT MANAGEMENT PROCESS GUIDANCE FOR BOATS AND CRAFT for a contract level design? | The 0.3 FT KG margin can be reduced with a parent craft of same dimensions and hull form with proper inclining experiment showing the true KG is lower. The KG margin needs to be derived from the parent craft with weight estimate adds and deletes. |
| 49 | Specification | Specification 079-2 | Alternatively, the static stability, buyoancy, and freeboard may be assessed using option 1, 2, or 3 of ISO 12217-1. Where this alternative is employed, the requirements of 7.6 do not apply. | Will the Government allow flotation to be assessed in accordance with ISO 6185-4 section 7.4? | ISO 6185-4 allows for an alternative calculation for buoyancy. This is stated in ISO 6185 Section 7.4, “Alternatively, the static stability, BUOYANCY, and freeboard may be assessed using option 1, 2 or 3 of ISO 12217-1. Where this alternative is employed, the requirements of 7.6 do not apply.” |
If the collar in the Offeror’s design does not comprise of at least 50% of the required buoyant volume then this alternative calculation is required.
An Offeror’s bid is acceptable if it meets ISO 6185-4 Section 7.6 with at least 50% of the total required buoyancy comprised of the collars. And a bid is also acceptable if it meets the alternative 12217-1 buoyancy requirements when the collar does not comprise of at least 50% of the required buoyant volume.
| 50 | Specification | Specification 320-1b | Requirement: 320-1b “The boat shall be equipment with a 12 VDC grounded distribution system for all electrical loads. All electrical equipment shall be grounded.” Per NSWCCD-23-TM-2009/58 Rev B a grounded system is “designed with an intentional physical return connection to the hull. | Do you really want all electrical loads designed with an intentional physical return connection to the hull? | Yes, the SPC-LE Variant shall have a grounded electrical system meaning an intentional physical return connection to the hull. (The SSC Variants shall have an Ungrounded electrical system.) |
| 51 | Specification | Specification 050-1a, 050-1b | N/A | Request Government clarify total endurance hours and makeup of transit and sprint speed terms. | After review, the Government noticed the endurance in the posted Attachment 1 does not add up correctly. The correct information is noted below and Attachment 1 will be updated at a later time. |
050-1a Boat Performance (8m Open and Cabin SSC Variants): Endurance (minimum): 9 hour endurance with 3.5 3 total hours transit at sprint speed and 6 hours idle speed loiter on station at full load.
050-1b Boat Performance (11m Open and Cabin SSC Variants): Endurance (minimum): 12 hour endurance with 4 total hours transit at sprint speed and 6 8 hours idle speed loiter on station at full load.
| 52 | Section L- Past Performance | N/A | N/A | We noticed that there wasn’t a past performance questionnaire included with the RFP. Is there suppose to be one? | No, a past performance questionnaire is not included. Per the RFP, Offerors shall ensure a maximum of three (3) past performance references are submitted in Past Performance Information, Attachment 9, for work that is relevant to the effort required by this RFP, completed within the past three (3) years from the date of the release of this RFP. The Government, in addition to the references provided, may use Contract Performance Assessment Reporting System (CPARS), the betaSAM, the Better Business Bureau (BBB) database and/or information that is publically available for Past Performance acceptability. |
| 53 | Specification | 582-3 Forward Towing Fitting (SPC-LE Variant) | The SPC-LE Variant shall have a forward towing fitting integrated with the machine gun foundation. | Will the government allow for a separate forward towing fitting and a hard point for the for the machine gun at the bow. | A separate gun foundation and tow point is acceptable for the SPC-LE variant as long as they each meet all of the requirements of the Specification for towing and gun strength and arrangements. The question does not provide specifics as to how the forward tow fittings requirements will be accomplished. The Offerors should be aware that the bow eye as the only forward tow point for the SPC-LE variant is unacceptable, because a tow pendant is not acceptable for the USCG. |
