About this file
This document contains questions and answers regarding a solicitation for the design and installation of waterside security barriers in San Diego. Key details include that the Naval Sea Systems Command requires the engineering design, fabrication, and installation of waterside security barriers at shipyards operated by National Shipyard Service Company, BAE Systems Maritime, and Huntington Ingalls Industries in San Diego Bay. The effort will include the detailed design of the barrier system, procurement of materials, fabrication and installation of the completed system, training of personnel on barrier maintenance and operation, and an initial package of spare parts. Questions addressed water depths at shipyard locations, allowances for future dredging, restrictions on in-water work due to bird nesting seasons, constraints to ensure barrier segments do not cross property lines, and inspection requirements for land and marine cranes used on the project.

Water Security Barriers Bidder's Questions
BATCH 5
Batch #5 Question NAVSEA Answer
The Performance Work Statement identifies the water depth at NASSCO as being ‐ 35 at the San Diego Bay Channel.
1. What is the Water Depth at the BAE Ship Yard?
2. What is the Water Depth at the HII SDSY?
The water depths for both the BAE and HII shipyards varies between 35 and 60 FSW. If more specific information is able to be obtained, the response to this question will be updated.
Dynamics NASSCO The Performance Work Statement provides some information with regard to the existing water depths at the various shipyard.
What allowances should the design make for the future dredging of these Ship Yards and Channel?
Specific details related to potential future events such as dredging are unknown at this time. An offeror's design shall adhere to the requirements of the PWS and the solicitation.
Since the Government is responsible for obtaining the USACE Permits – Should it be anticipated that work in the water will NOT be allowed during the least tern (Sternula antillarum) nesting season of April 1st through September 15th each year?
NAVFAC Southwest may need to perform informal consultation on this matter depending on the proposed project description.
The Performance Work Statement establishes the requirement that: “The mooring designs shall ensure that the WSB segments do not cross over adjacent property lines as defined by the security perimeter.”
Note that segments E‐G and H‐K must be maintained within the shipyard property lines and not be allowed to encroach upon the adjacent SDUPD leasehold.
Please refer to PWS Section 3.1.1:
"The mooring designs shall ensure that the WSB segments do not cross over adjacent property lines as defined by the security perimeter."
Strings along the north and south boundaries of the BAE shipyard must be constrained to remain within 10‐ft of their centerline rest positions due to nearby piers, ship berths and commercial property lines. It should be noted that the BAE shipyard DOES NOT have permission for their barrier to drift past their leasehold line ‐ the existing floating boom does drift back‐and‐forth because it does not interfere with commercial operations northerly of the BAE shipyard ‐ BUT the new, more rigid barrier, would certainly interfere with adjacent commercial operations.
Accordingly, it will always be necessary that the H‐K string remain within the BAE shipyard leasehold limits , and be restrained in such a way that it does not drift beyond the BAE leasehold limits. Please modify the PWS to reflect that barrier strings must be constrained to allow 0’ Movement outside the BAE leasehold limits.
Please refer to PWS Section 3.1.1:
"The mooring designs shall ensure that the WSB segments do not cross over adjacent property lines as defined by the security perimeter."

The Performance Work Statement dated 14 February 2020, 3.0 DESIGN REQUIREMENTS 3.8 Crane Inspection and Safety states: “All cranes employed by the Contractor, both land and marine must be inspected and approved by a Navy Crane Center representative prior to commencing work onsite.”
Since this work is NOT being performed at a Naval Base, please define “onsite.”
Onsite work refers to work performed at HII, BAE, and NASSCO involving terrain and waterborne cranes.
