Water Security Barriers Bidder's Questions

BATCH 1

Batch #1 Question NAVSEA Answer

The Technical Proposal requires that the Offeror understands the scope of work required by the solicitation.

Where within the Solicitation may we find the Scope of Work?

The Offeror shall find the Scope of Work posted on beta.SAM.gov in Attachment J‐1.

In conjunction with the Scope of Work, it is requested that we be provided with the design criteria for the Security Barriers.

See Attachment J‐1 posted on beta.SAM.gov for the design criteria.

Also associated with the Scope of Work, it is requested that we be provided with location drawings for the installation of the new Security Barriers to allow us to determine the quantity of barrier to be provided.

See Attachment J‐1 posted on beta.SAM.gov for location drawings.

With regard to the Scope of Work, is it necessary to maintain the existing Security Barriers in place until such time as the new Security Barriers are installed?

There are no physical security barriers in place at this time. The current security patrol boats will remain active until the security barriers to be constructed under this procurement are delivered to the Navy.

Please clarify if the Scope of Work includes the removal and disposal of the existing security barrier, OR do these existing barriers belong to the various Shipyards who will remove and dispose of these existing barriers?

The Scope of Work does not include the removal and disposal of any existing security barrier.

Has the Government identified a specific location where the new Security Barriers may be assembled and placed in the water at one of the operating Shipyards? If so, which Shipyard?

See paragraph of 3.6.2 of Attachment J‐1. The Government does not have a laydown area or worksite available on Government property in the area of the San Diego Shipyards, therefore, the Contractor shall be required to utilize commercial spaces in the area for staging and/or fabrication. The WSB systems must be installed at the individual shipyards as specified in Attachment J‐1.

Within Section C ‐ Descriptions and Specifications the statement is made: The Performance Work Statement (PWS) for the Waterside Security Barriers has been incorporated under this contract as Attachment J‐1.

1. Is the Performance Work Statement the same as the Scope of Work?

2. It does not appear as though Attachment J‐1 was provided with the documents available via beta.sam.gov – Please provide Attachment J‐1 as quickly as possible so as to not delay the Solicitation process.

Yes, the Performance Work Statement is the Scope of Work. Attachment J‐1 is posted to beta.SAM.gov
