About this file

This document contains questions and answers regarding a solicitation for the design and installation of waterside security barriers in San Diego. The solicitation is seeking detailed engineering design, fabrication, and installation of waterside security barrier systems at three commercial shipyards located in San Diego Bay. The effort includes engineering design, procurement of materials, fabrication, and installation of completed barrier systems according to the submitted design. Training on maintenance and operation of the systems and an initial suite of spare parts are also required. Key clarifications provided in the questions and answers include: confirmation that barrier segments must be constrained to move no more than 10 feet from centerlines; clarification that determining property lines and terminations is the contractor's responsibility; and confirmation that proposed solutions must meet all criteria in the performance work statement table.

Water Security Barriers Bidder's Questions

BATCH 3

Batch #3 Question NAVSEA Answer

PWS Paragraph 3.2.4 states that segments A‐B and F‐G must be constrained to move no more than 10‐ft from their centerline rest positions.

PWS Enclosure C‐3, Paragraph 2.4 states that strings A‐B and F‐G must be constrained to move no more than 20‐ft from their centerline rest positions.

Please clarify whether the correct distance is 10 feet or 20 feet.

The correct distance is 10 feet. The solicitation will be amended to clarify as follows: PWS Enclosure C‐3, Paragraph 2.4 will be updated to read: "strings A‐B and F‐G must be constrained to move no more than 10‐ft from their centerline rest positions."

PWS Paragraph 3.3.3 states that segments H‐I and I‐J must be constrained to move no more than 10‐ft from their centerline rest positions.

PWS Enclosure C‐3, Paragraph 3.3 states that strings H‐I and I‐J must be constrained to move no more than 20‐ft from their centerline rest positions.

Please clarify whether the correct distance is 10 feet or 20 feet.

The correct distance is 10 feet. The solicitation will be amended to clarify as follows: PWS Enclosure C‐3, Paragraph 3.3 will be updated to read: "strings H‐I and I‐J must be constrained to move no more than 10‐ ft from their centerline rest positions."

The paragraph mentions need for a surveyor to determine precise location of the property line and shore termination for Terminations A and G.

Please clarify if this is the responsibility of the Government, shipyard, or contractor.

The need for a surveyor to determine precise locations of the property line and shore termination for Terminations A and G is the contractor's responsibility.

PWS Paragraph 3.4.3 states that all segments with the exception of V‐W must function as ship gates.

Enclosure C‐3, Paragraph 4.2 states that all the NASSCO strings are considered ship gates.

Please resolve the apparent conflict.

V‐W is a shore termination string and will not need to function as a gate. The solicitation will be amended to clarify this.

Please provide the current wage determination applicable to this Contract:

1. Davis‐Bacon Act Wage Determination

2. Service Contract Act Wage Determination

This is a supply contract, the Davis‐Bacon Act Wage Determination and Service Contract Act Wage Determination do not apply to this contract.

Request a four (4) week extension to the stated due date of 26 Feb 2020, as this is a new requirement (as stated in Bidders Questions, Batch 2, Question #2).
