About this file

This document contains answers to bidder questions regarding a solicitation for the design and installation of waterside security barriers in San Diego. The Naval Sea Systems Command solicitation requires detailed engineering design, fabrication, and installation of a waterside security barrier system at three commercial shipyards in San Diego Bay. Bidders sought clarification on existing security systems and moorings at the shipyards. The government confirmed each shipyard currently uses a wave abatement system as a security delineation for patrol boats, and provided coordinates for existing mooring locations. However, the existing moorings will not be sufficient for the new barrier system and must be moved or removed by the shipyards prior to barrier installation, with the barrier contractor coordinating this transition.

Water Security Barriers Bidder's Questions

BATCH 2

Batch #2 Question NAVSEA Answer

Has the Government identified any manufacturers that can produce the WSB System that is in complete compliance with the performance requirements listed in Table 1 - 2.1 Minimum Performance Requirements for Waterside Security Barriers?

If so, please provide a list of these manufacturers.

The Government conducted market research for this requirement, including posting a July 2019 Sources Sought on fbo.gov requesting capability statements in response to a draft Performance Work Statement (PWS). The Government received several responses, but will not be releasing the results of the market research.

Has a WSB system been installed, or is a WSB system currently being installed, that is in complete compliance with the performance requirements listed in Table 1 -

2.1 Minimum Performance Requirements for Waterside Security Barriers? If so, please provide a list of these project locations and the installing firms.

The requirements listed in Table 1 of the PWS are the requirements for this procurement. The Government has not previously procured a WSB system with these specific requirements.

The Response to Batch #1 Questions 4 & 5 indicates that there are no existing physical security barriers in place at this time – while the Performance Work Statement Section 3.1.1 – WSB Moorings clearly states: “Each shipyard has provided the mooring coordinates for the existing lines of demarcation as now deployed.” Accordingly, we again which to confirm that the:

1. WSB Contractor is NOT responsible for the maintenance of these existing barriers as currently deployed by the various Shipyards;

2. WSB Contractor is NOT responsible for the removal of these existing barriers currently deployed by the various Shipyards;

3. WSB Contractor is NOT responsible for the removal of any moorings or anchors associated with these existing barriers currently deployed by the various Shipyards.

For clarification, each of the shipyards currently has a wave abatement system, which is used as a wave attenuator and a security line of demarcation for the patrol boats that are currently fulfilling the security requirement. The coordinates for the moorings of this system have been provided, but these moorings will not be sufficient for the new WSB system. These moorings will have to be moved or removed before the WSB can be installed. This will be the responsibility of the shipyards, as these systems are their property, but the prospective WSB contractor will be required to coordinate with both the Government and the shipyards to facilitate these changes.
