1.3 Availability of Attachments and Bidder’s
Library (pg. 127 of 168)
The Government will make available to Offerors a Bidder’s Library containing information to assist in the preparation of a proposal.
We have received Bidder’s Library notices for added and removed documents over the last few days.
It appears these new documents are related to previous questions but with the continual change to the Bidder’s Library documents we are not sure which should be used for the RFP. Request the Government clarify if a separate notice identifying official document changes will be provided once documents posted to the Bidder’s Library are finalized? Or should we be using all documents as they are posted and automatic workflow notifications are received?
Please see the answer to question 108. The Government has recorded updates the bidder's library in the answers to the questions serving as the catalyst for the update. The Government has additionally provided specific universal resource locators (URLs) to identify the location of the updated items.

Section C, 3.4.14 Item Unique Identification Marking (IUID) (pg. 37 of 168)
Section C, 3.4.15 Nomenclature, Serialization, Marking and Identification Plates (pg. 37 of 168)
See Question/Comment & Requested Action In summary, both sections address IUID requirements with the CDRL for each (A019 & A020) entitled “Item Unique Identification (IUID) Plan.” Request the Government review these sections and ensure they are IAW contract requirements.
The Government has reviewed paragraphs 3.2.14 and 3.2.15 of Section C as well as CDRLs A019 and A020. The Government determines these sections are in accordance with contract requirements. The Item Unique Identification (IUID) provided as Government-furnished Information, the IUID Marking Activity, Validation and Verification Report, and the IUID Marking Plan, are all separate and distinct documents.
In an effort to resolve any confusion the title of CDRL A019 is updated to "Item Unique Identification (IUID) Marking Activity, Validation and Verification Report" to better align with the cited data item description.
12/30/2020 119 N0002420R5602\003 Offeror’s Questions and Government Responses
Question Number: 11, 88
Added (l) to 3.1.1 in Section L to add "Provide a draft of CDRL A017, DMSMS Health Status Report, to identify any End of Life (EOL) items in the TDP"
There are several parts delineated in the TDP which have been identified as End of Sale (EOS) and / or End of Life (EOL). In some cases, the OEM / Vendor has provided a recommended replacement and in others it will be necessary to perform a Trade Study to identify a solution. In both cases the selected replacements will need to be validated and approved by the government prior to incorporated into the TDP/BOM. In order to provide for a fair competition, request the Government provide direction that all offerors will price all EOS / EOL parts at $1.00. This will ensure ensures all offerors are on equal footing. The list of all EOS / EOL parts will be listed in the now required draft CDRL A017 DMSMS Health Status Report.
The Government declines to make the requested change.

PROPOSAL].
Based on government responses to question numbers 40 and 77 CLIN 0004 and 0006, bidders are to utilize $20,950,000 and $41,070,000 as plug numbers when filling out Section B CLIN values.
Attachment J-10 PIO Burdened Pricing Rates v1 added a table for Fully-Burdened Material rates for CLINs 0004 and 0006. Request the Government clarify exactly what the intent of this table is, where the labor categories for the table are defined and how this table will be used to evaluate cost per Section B Notes, Note H.
The procedure for developing the Total Evaluated Cost/Price may be found in section 2.5.1 of Section M. Please also see Section L, paragraph 3.6.2.4, which states:

and Material Shortages (DMSMS) Management.
3.2.11.1 DMSMS Forecasting Source Data.
3.1.1 3.1.1ELEMENT A:
MANUFACTURING/PRODUCTION PLAN
Copy of DMSMS Health Data Nov 2020 - Excel
3.1.1.l. Provide a draft of CDRL A017, DMSMS Health Status Report, to identify any End of Life (EOL) items in the TDP.
The DMS Health Data report, dated November 2020, retrieved from the Bidders Library, indicated a number of items that were past their End of Production date (excerpt below). Given that at least three of those items were made to be GFM in the last amendment (CCA, Video Digitizer/Azimuth decoder 2, IRIS VP812 with single and Dual RSWD (TI-16)), may we assume these items will be GFM as well thus removing them from our cost calculations? Another approach is to require bidders submit a costed BOM to ensure all items are costed properly. The answer for this will be important to ensure that all pricing proposals can be properly evaluated and compared.
Table found at Question 119 - Supplemental
This information is provided as reference only and was a snapsot of the SSDS DMS Health Status Report from Nov 2020 . The items that are provided as Government-furnished property should not be included in the Offeror's cost proposal. Only the property detailed in Attachment J-16 will be provided as Government-furnished property. Please make no assumptions as to whether additional property will be furnished by the Government as doing so could lead to proposal rejection.

1/12/2021 125 SCD part 8601117-800 REV B source p/n L- ACE00141 for description VICD, 2U SERVER, VME
With proposals in response to Solicitation N00024-20-R-5602, Ship Self Defense System (SSDS) Technical Insertion 2016 (TI-16) Hardware Production and Engineering Services, currently due January 22, 2021 (Amendment 0004), this email is being submitted as an urgent Request/Notice of Concern regarding the ability to obtain pricing for SCD part 8601117-800 REV B source p/n L-ACE00141 for description VICD, 2U SERVER, VME.
There was not a Letter of Authorization to allow for a release of proprietary information included with the Request for Proposal, nor was the drawing marked as Lockheed Martin or as proprietary;
therefore we were unaware of the issue with receiving a quote until our solicited vendor responded as such. To quote the vendor: “regarding the IP ownership of this chassis, which is shared with NSWC, CDSA and Lockheed as well as Atrenne. We are required to receive a letter of request and permission from NSWC to quote the chassis to your company.”
Please provide by way of return email the Government’s Letter of Authorization that would allow [COMPANY NAME] to solicit pricing for this proposal and also provide adequate time after receipt, i.e.
two week extension, in order to allow time for this letter to be submitted to the applicable vendor(s), proposal pricing drafted (this is a custom build to order chassis for LM and the vendor will need time to review costs prior to submitting a quote to [COMPANY NAME]) and then time for [COMPANY NAME] to analyze and review for inclusion into our full proposal.
Remedy to the incomplete RFP provided to potential offerors is imperative in order to ensure fair and open competition, equal access to all information by responsible sources, and also to provide a practical solution to support the fundamental integrity of the proper use of funds, resources, and assets of the U.S. Government as provided in the Competition in Contracting Act (CICA) of 1984 (41 U.S.C. 253) and FAR Subpart 6.1 “Full and Open Competition”.
The Government asserts that it has unlimited license rights in drawing 8601117-800 REV B. The license in the drawing is not limited to NSWC. The Government’s license in this drawing includes the rights to use, modify, reproduce, perform, display, release, or disclose technical data in whole or in part, in any manner, and for any purpose whatsoever, and to have or authorize others to do so. The drawing contains several markings including a distribution statement to control the secondary distribution of the drawing. The distribution statement on the drawing is limited by the other markings but provides appropriate authorization for further distribution of the drawing in accordance with the Government’s license rights. The Government strives to provide a fair and open competition and provided this drawing in furtherance of that purpose and in search of competitive offers.
Without the ability to obtain the required pricing information, due completely to the proprietary nature of this part, [COMPANY NAME] and other offerors are inhibited from providing a full proposal and fair and open competition is inhibited as this clearly favors the incumbent.
Please advise if FAR 52.251-1 will be added to the Section I Contract Clauses supporting this RFP.
