Library under J-02. Can the Government clarify the location within the Bidder's Library TDP where this drawing is included.
The contractor is no longer required to provide PN N146523-2, Console Infrastructure Module (CIM) .
This item will be acquired via other means.
Exhibit A – Contract Data Requirement List (CDRL) DD Form 1423 Rev1.pdf
Throughout, starting with the new A004
With the addition of the new A004 (Integrated Program Master Plan), all of the subsequence CDRL numbers got incremented on the DD-1423 form. However, the CDRL numbers did not get incremented in the individual CDRL files. For example, the Meeting Minutes CDRL is now identified as A005 in the DD-1423, but the name of the file is "A004 REPORT, RECORD OF MEETING MINUTES_JF 20200520.pdf".
We believe it's the Government’s intention to utilize the number on the DD-1423 form itself and not the filename. Please confirm.
In response to this question, Exhibit A has been updated.
Exhibit A – Contract Data Requirement List (CDRL) DD Form 1423 Rev1.pdf and RFP N00024-20-R-5602-0003
Response to Question 10 Section 3.2.18 has been updated and CDRL was removed.
As a result of Question 10, the Government updated SOW Section 3.2.18 and removed what was previously CDRL A023 (License and Warranties) from the SOW, but the CDRL remains in Exhibit A - Contract Data Requirement List (CDRL) DD Form 1423 Rev1.pdf (renumbered to A024). Can the Offerors assume that this CDRL will be removed from the DD-1423s?
In response to this question, CDRL A024 has been removed and reserved for potential future use.
93 RFP N00024-20-R-5602-0003 Block 9 Sealed offers in original and 1 copies for furnishing the supplies or services in the Schedule will be received at the place specified in Item 8, or if hand-carried, in the depository located in Section L until 10:00 AM local time 04 Jan 2021.
Amendment 0003 contains significant changes to the requirements for the proposal, including changes to material for CLIN 0005, changes to NTE quantities in CLIN 0001, new flowdown requirements to suppliers, significant change to Factor 1 Element C (Sample Problem), inclusion of a CDRL due at submission, adjustments to WBSs to accommodate response guidance. To address these changes, and considering many suppliers will be in holiday shutdown and have end-of-year business systems shutdowns, we respectfully request an extension of 14 additional days.
The due date for proposals has been extended to January 22, 2021 at 1000 EST.
The Government is unable to provide an additional extension at this time. Two prior extensions have been provided totaling 49 days. Providing an additional extension at this juncture presents an unacceptable risk to Fleet installation requirements.
Exhibit A – Contract Data Requirement List (CDRL) DD Form 1423 Rev1.pdf
QPP (CDRL A008 in Rev 1), Block 12 and 16 Block 12 indicated "60 DARC" and is further expanded in Block 16 with "BLK 12: Document will be submitted with Contractor’s proposal. Government will provide comments upon contract award for Contractor to revise document."
There are no instructions in Section L regarding submission of this CDRL. Request that the Government confirm that this QPP is required with the submission and to provide instructions on where it is to be included in the proposal.
In response to this question, CDRL A008 has been updated to reflect an initial delivery date 60 days after contract award, and to remove the reference to delivering the data item with the proposal submission. A Quality Program Plan is not to be submitted with the proposal.
95 RFP N00024-20-R-5602-0003 Note A Table 1 AN/PYM-5 PMA Laptop (PN: 8499738-500)
Amendment 3 updated Note A Table 1 to reflect P/N for the AN/PYM-5 Laptop. Based on the 8499738- 500 drawing the accessory kit material would not be included with the AN/PYM-5 Laptop pricing. In J02 there are items to include 8499738-200, 8499738-201, 429-AAUX which are not part of 8499738-
500. Was this the government’s intent? If this is not the case can the government provide a list of material that should include in the AN/PYM-5 Laptop.
The AN/PYM-5 Laptop shall include the following material:
PN 8499738-202 (Drawing #: 8499738-202) PN 8499738-500 (Drawing #: 8499738-500B) PN 429-AAUX (Drawing #: 429-AAUX)

Offeror’s Questions and Government Reponses Questions 11, 88
Section L3.1.1.l Manufacturing Plan
Provide a draft of CDRL A017, DMSMS Health Status Report, to identify and End of Life (EOL) items to the TDP.
The DID for CDRL A017, DMSMS Health Report, DI-MGMT-81900 DIMINISHING MANUFACTURING SOURCES AND MATERIAL SHORTAGES (DMSMS) HEALTH ANALYSIS REPORT requires a significant level of information which will require extensive research to determine. The DMS Health Data_Nov 2020 Excel file provided on the Bidders Library does not provide a significant percentage of the data required by the DID. Further, the Government does not provide guidance on the expectations for a “draft” delivery of this CDRL. Without a clear explanation of the level of detail expected, the response from offerors will vary significantly and the incumbent will be able to provide a significantly more detailed response due to its advantage. We respectfully request the Government provide the expected level of detail in the draft CDRL A017 to allow for a fair and equal response from all offerors.
The expected level of detail for the DMSMS Health Analysis Report is established in the Data Item Description. As the preponderance of this effort involves integration of diverse hardware, the offerors ability to manage obsolescence is key to successful performance. It is anticipated potential offerors will complete strategic and tactical market research during the proposal development process that will provide the necessary detail to aid in development of the draft data item.

Offeror’s Questions and Government Reponses Question
Section C3.2.17 Risk Assessment and Management
The Contractor shall develop, implement, and maintain a Contractor’s Risk Management Plan (CDRL A022) that meets the requirements of the PEO IWS 10 CVN 78 Combat System Risk Management Plan (Attachment J-02) and includes a process that identifies, evaluates, and mitigates program risks including technical environmental, safety, cost, and schedule components.
Risks shall be evaluated as to their impact on reliability, safety, supportability, affordability, schedule, and technical performance objectives. The Contractor shall implement mitigation plans that will reduce the risks to an acceptable management level for those risks with the highest probability to occur.
Mitigation plans shall be managed and updated as contract performance proceeds. All risks shall be identified and reported to the Government and briefed during each program review and monthly interchange meetings. The report shall include risk identification, risk assessment, risk ranking, risk trends, risk mitigation, human, hardware, and software performance analysis and tradeoffs, risk monitoring.
Question 45 asked, “In order to enable rapid ramp up of risk identification and implementation of risk avoidance and to allow for fair and equitable competition, request the Government provide available documentation or a summary of outstanding problem reports from incumbent OEMs that are not resolved via ECP including any redlines available.” The Government’s response was, “The current DMS report was provided to the Bidder's library on 03 December 2020.” We respectfully submit that the Government’s response does not match the question. The DMS Health Data_Nov 2020 Excel file does not note the ECP status of the listed items. Further not all problem reports and / or ECPs are as the result of obsolescence / DMSMS. We again request the Government provide a summary of outstanding problem reports from incumbent OEMs that are not resolved via ECP including any redlines available, or if there are no such open items so state. If there are open items, request an extension of the proposal submittal date 30 days after delivery of said items.
There are no open or outstanding problem reports at this time.
98 N0002420R5602 Solicitation Section C, 3.2.19 End of Contract Transition-Out Plan Contract Transition-Out Plan shall be provided to the Government within 24 months of contract award.
A final report shall be delivered at the completion of this contract.
Solicitation Section C, 3.2.19 End of Contract Transition-Out Plan, states, “Contract Transition-Out Plan shall be provided to the Government within 24 months of contract award. A final report shall be delivered at the completion of this contract.”, but CDRL A025 Block 16 states, “A draft copy is due 365 calendar days after contract award. Final copy, reflecting review comments or conditions for approval, if any, are due NLT 30 calendar days after receipt of review comments. Please clarify the timeline for the Draft and Final versions of the Contract Transition-Out Plan.
In response to this question CDRL A0025 has been updated. The initial Contract Transition-Out Plan will be due 12 months after contract award, with a final report due at the completion of this contract.

101 N0002420R5602 Solicitation Offeror’s Questions and Government Reponses Question 24, 35, 79
N/A
Given the Government has not supplied Gerber files for the following items, and the CCA drawings indicate such files are available from the Government (the drawings state “GERBER FILES AVAILABLE FROM COMBAT DIRECTION SYSTEMS ACTIVITY, DAM NECK VIRGINIA BEACH, VIRGINIA”), what recourse will the Government take to ensure these files required for bid and proposal are supplied in a manner that allows competitors (non-incumbents) to review and reflect in their proposals in a fair and equitable manner?
CCAs missing Gerber Files Part # Rev Description
8601113-615 H CIRCUIT CARD ASSEMBLY, FAN INTERFACE
8601113-606 E CIRCUIT CARD ASSEMBLY, BREAKER
8601113-602 B CIRCUIT CARD ASSEMBLY, TEST POINTS
8504441 - CIRCUIT BOARD, PCB, RTM (XCR15)
In response to this question the Government has uploaded all available Gerber files to the Bidder's Library. 102 N0002420R5602 Solicitation Offeror’s Questions and Government Reponses Question
Government Response: The Government has provided all additional drawings that it has sufficient license rights to disclose; please refer to the Bidders' Library. The Government is unable to release drawings for which we do not hold sufficient license rights. The Government will not provide additional Government Furnished Property at this time. The Government expects offerors to provide parts in accordance with the Government TDP. If the offeror is unable to manufacture a component, the component shall be procured from a qualified source. The Government will continue to monitor this risk and shall take additional actions as appropriate.
Given the understanding of ship schedule risk, the need to field SSDS TI-16 capabilities and the magnitude of Government specified sole-source vendor parts in the TDP; to ensure a fair and equitable competition, and not provide an unfair advantage to the incumbent, will the Government make the cost of the following items $0 in calculation of the Total Evaluated Price? To ensure all cost drivers for these parts are known and this does not present an opportunity for undue cost escalation, post award the Government may decide to require the awardee to negotiate these parts with the Government and OEM in a reasonable, fair and equitable manner.

Offeror’s Questions and Government Reponses Question
3.2.10.2
Government response: Only paragraphs 3.5 and 3.9 are cost reimbursable. All items under paragraph 3.2 are included in the firm fixed price line items, with the exception of out-of-cycle technical data package updates. These updates may be included under the cost-reimbursable engineering services line item at the sole discretion of the Government. Out of cycle as defined here are deliveries in addition to the delivery requirements discussed in CDRL A025.
The Contractor shall generate ECPs in accordance with Configuration Management Plan (CMP) for the Ship Self Defense System V1.1 and deliver ECPs in accordance with CDRL A011.
Request the government provide an estimate - annual- of ECPs to be processed. This estimate is essential in order to properly allocate Engineering Services (CLIN 0003) hours to the proper category and price accordingly and accurately. Not having an estimate of ECPs provides an advantage to the incumbent in pricing CLIN 0003 and does not allow for fair and equal competition.
Since August 2016, the following Engineering Change Proposals have been received:
MPE (A/C/E/F/G) Qty 3 Class 1 ECPs NSG - Qty 10 (Class 1) and Qty 6 (Class 2) ECPs APCs - Qty 12 (Class 1) and Qty 8 (Class 2) ECPs No ECPs processed for ASTABS, CLSD, or CMSD
The Government reiterates Section L, paragraph 3.1.4c, which states:
The Government recommends the use of the Notional Labor Category Mix chart below in configuring the proper mix for each LOE CLIN. The Offeror can deviate from the number of labor hours by labor category chart below, but must remain within the 58,800 hours per option year, but the Offeror shall provide a narrative for each of the CLINs being deviated to support the proposed mix and explain how the deviated mix meets the requirements. However, the Offeror shall not deviate from the labor categories listed below and the skill level requirements provided in Attachment J-05. The Offeror shall also use the Position Title as listed in Attachment J-05. If the Offeror has a different labor category or position title, the Offeror shall use the closest category/position title provided by the Government. For evaluation purposes, a man-year is defined as 1920 hours.

Offeror’s Questions and Government Reponses Question
Section C3.3.1 Technical Data Package
Governments response: The TDP is fully production level III qualified, with exception of possible updates resulting from Environmental Qualification Testing (EQT). If an update to the TDP is required following EQT, those efforts will be completed through the engineering services line items on this contract.
The Government’s response suggests there are known issues pending the completion of EQT. Request the Government clarify if there is current EQT(s) being conducted. In order to ensure a fair and equitable competition, request the Government clarify what the potential EQT updates are and when they will be completed as well as will an update to the TDP be performed by the incumbent on the current contract or will it be performed on the new contract?
The Government is providing a single TDP for all of industry to provide an offer on in response to this solicitation. The completion of EQT is a separate effort and is not required by this solicitation. In the unlikely event there is an EQT driven change to the TDP prior to award, the Government will amend the solicitation and provide the TDP to all competitive offerors. The Government will proceed with any changes to the TDP through the established configuration management process.

105 N0002420R5602 Offeror’s Questions and Government Reponses Question
Governments response: N151474 was uploaded on 02 December. The Government is working to provide N151473 to the bidders library.
As of this date Document N151473 is not available in the Bidders Library. This provides an unfair advantage to the incumbent. In order to ensure a fair and equitable competition request an extension of the proposal submission date to 30 days after delivery of N151473.
The Government declines to provide the test software at this time as it is not necessary to provide an adequate proposal in response to this solicitation. If, following award of this contract, any updates to the testing software are required, the Government will acquire the level of effort to complete the necessary updates as part of the engineering services line items on the resulting contract.
The Government declines to provide an additional extension to the proposal due date. Please see the answer to question 93 for additional information.
N0002420R5602 Solicitation Amendment 003
Note F-Table 1 N/A
Received on 12/18/2020, AMD 003 changed Note F Table 1 MPE Assembly from CV-4437G - MPE-G to CV-4437A - MPE-A. Several components and subassemblies of CV-4437A - MPE-A are unique to the MPE configuration. Response from vendors have been slow due to the impact of COVID-19 and with added closures due to holiday shutdowns it will be difficult to receive quotes for the new material requirements prior to the proposal submission date. Therefore, we request an additional 30 days from the 1/22/2021 proposal submission date to allow us to provide an accurate bid.
The Government declines to provide an additional extension to the proposal due date. Please see the answer to question 93 for additional information.
N0002420R5602 Solicitation Amendment 003
Offeror’s Questions and Government Reponses Question
Government response: Section B Note A, Table 1 and Note F, Table 1 have been updated to identify the nomenclature as listed on the J-02
In response to Q/A question 42, AMD 003, provided on 12/18/20, assigned part numbers to Note A Table 1 and Note F Table 1 hardware requirements. Prior to the amendment received on 12/18/20, the exact part number and configuration options for all Note A Table 1 and Note F Table 1 components could not be verified and accurate ship set material requirements could not be determined. Since incumbent(s) had this information since the original 11/3/2020 RFP release date, we request a 20-day extension from the current 1/22/2021 submission date to provide the additional time required to quote this material and to eliminate the unfair advantage the incumbent(s) had to quote material while a response was pending.
The Government declines to provide an additional extension to the proposal due date. Please see the answer to question 93 for additional information.
108 N0002420R5602 Offeror’s Questions and Government Reponses Question(s) 24, 31, 35, 45, 47, 53, 81
Overall: The government has made multiple additions to the Bidders Library without notification to offerors. Government notes that the Bidders Library was updated to provide missing drawings;
however, there was no notification posted on betaSAM alerting potential offerors that drawings had been made available.
The government has made multiple additions to the “Bidder’s Library” without notification to offerors.
Due to this, an offeror would need to open multiple folders to ascertain if there was any additional information provided. The “modified” date does not change when content in the existing folders/subfolders is changed by the government. Due to this, updated attachments, some missing drawings, updated CDRLs and other information was posted without offerors being made aware and able to then utilize the information to support their proposal efforts. The lack of complete information affords an unfair advantage to incumbents who have the missing information already at hand. It is requested that the government provide notification to all potential offerors whenever additional information is provided and the Bidders Library is updated or otherwise modified in order to ensure a fair and equal competition is achieved.
The Government acknoweldges that data has been added to the bidder's library in response to questions received from our Industry partners.

Offeror’s Questions and Government Reponses Question 64 & 65
#64 Government response: The Government desires a TDP with sufficient license rights for future competition that goes to the piece part level (not just LRU) even on a commercial item
#65 Government response: The Government intended for this to be included with the commercial assertions requirement and, if the offeror has a Commercial Restriction List for this procurement, to submit it.
The Government references an attachment to be supplied with the offeror’s proposal. Request the Government provide Attachment J-09 A and J-09 B in order to ensure compliance with this requirement.
Please see Section L, paragraph 3.5.2.1:
The Offeror shall provide Attachment J-09A
If the Offeror is proposing a license upgrade option under CLIN 0009, then the Offeror shall also provide a Commercial Restrictions List with the restrictions applicable to the CLIN.
See also DFARS 252.227-7015 (https://www.acquisition.gov/dfars/part-252-solicitation-provisions-and-contract-clauses#DFARS-252.227-7015).
As the types and variations of commercial license reservations do not align with DFARS part 227 nomenclatures for noncommercial items, the form and content of these commercial license variations preclude the prescription of a common format. Offerors are requested to adhere to the direction provided in Section L, Section L, paragraph 3.5.2.1 to ensure compliance with DFARS 252.227-7015.
110 N0002420R5602 Section L, Subsection 1.4, Paragraph 6 The deadline for receipt of questions is 20 calendar days after the date the original solicitation was issued (See Block 5 of the Standard Form 33). Any questions received after this date may not be answered prior to receipt of proposals.
Request extension for submittal of questions from 20 calendar days aft the date of the original solicitation was issued to 20 days after issuance of last Q&A or 20 days prior to the proposal due date, the later of the two.
The Government declines to provide an additional extension to the proposal due date. Please see the answer to question 93 for additional information.
111 RFP 20201218-20R5602-0003_conformed Section 3.6.2.4 and Attachment J-10
The Offeror shall insert in Attachment J-10, PIO Burdened Pricing Rates, the fully-burdened rates proposed under Offeror’s Cost/Price Workbook. When issuing orders, the Government will apply the Attachment J-10 fully-burdened rates to the Offeror’s proposed direct labor and direct material bases to derive the total FFP or CPFF for each order. The Government has no obligation under this contract to issue any orders. The Government reserves the right to issue orders using the proposed fully-burdened labor rates and fully-burdened material rates in Attachment J-10 to order hours and/or materials up to the CLIN maximum value.
For Section 3.6.2.4 please confirm the contractor is instructed to submitted fully burdened rates exclusive of fee for each labor category proposed within the offeror's Cost/Price workbook. In addition to the provided labor rates, please confirm the offeror is also to submit wrap rates for each material receiving site within attachment J-10 as a listed category.
In response to this question the Government provides an updated Attachment J-10. The Government confirms the Offeror shall insert in Attachment J-10, PIO Burdened Pricing Rates, the fully-burdened rates proposed under Offeror’s Cost/Price Workbook.

112 RFP 20201218-20R5602-0003_conformed RFP Section L.3.2 and L.3.5 The "Offeror shall submit a detailed Bill of Material (BOM)" and "The Offeror shall submit an IMS as an appendix"
The Volume IV requirements include an Integrated Master Schedule and Bill of Materials. Although Section L 2.3 provides general guidance for other Microsoft Office formats, Section L 3.4 does not provide specifics on how this data is to be incorporated into the Volume IV. This information could be included as data directly in the Microsoft Word document, native file format objects (e.g. .mpp Project files and .xls Excel files) embedded directly in the Volume IV Word document, or as separate native file format files that are delivered with the Volume IV word document. Does the Government have a preference on how the information is packaged for submission?
The Government's preference is the third alternative offered; however, where approrpiate please provide clear references within the word document to the file names for the separate native file format files that are delivered with the Volume IV word document.
113 RFP 20201218-20R5602-0003_conformed RFP Section L.3.3.1.h.iii
iii. State whether the facilities are leased or owned. If leased, the Offeror must provide copies of all pertinent lease(s).
RFP Section L.3.3.1.h.iii requires that “the Offeror must provide copies of all pertinent lease(s).” Given that the lease is multiple pages long, is it the government’s intention to count the lease pages against the Page Limits of Volume III? Or, as the lease copy may be considered supplemental information, may the lease to be included in Volume IV (Supplemental Information)?
In response to this question the Government has revised Section L to clarify any submitted leases may be submitted in Volume IV, Supplemental Information.
