AMENDMENT 0003
0.1 Scope: The items contained in the General Statement of Work Requirements section of this contract apply to Contract Line Item Numbers (CLINs) 0001, 0002, 0003 and 0006 only; the items contained in the General
Statement of Work Requirements section of this contract do not apply to CLINs 0004, 0005, 0007, 0008, and 0009.
All costs attributable to the General Statement of Work Requirements section of this contract shall be included in
CLIN 0001 until such time as the option to perform CLIN 0006 is exercised, at which time all costs attributable to the General Statement of Work Requirements section of this contract shall be included in CLIN 0006.
Subparagraphs contained in the Section C Descriptions and Specifications of the contract have requirements that shall be considered a part of the next higher paragraph; subparagraph contain amplifying information that pertain to the scope of the higher paragraph and any associated Contract Data Requirements List (CDRL) item. The
Contractor shall provide services, materials, facilities and personnel necessary to perform the tasks identified below.
Each deliverable indicated below shall be delivered in accordance with CLIN 0002 of the contract, and the
Contractor shall comply with the detailed contents specified in the CLINs below for each data item. In addition to the technical requirements contained herein, the Government Program Office (PEO SHIPS PMS 320) goals for this effort include the incorporation of wide band-gap power electronics devices (such as Silicon-Carbide (SiC), nominally equal to or greater than 6KV rating) into the power conversion equipment; the identification and integration of domestic source of battery cells, if battery cells are used; an increased level of small business participation during contract execution; and the operating systems contained within the Energy Magazine shall not be Microsoft Windows based.
1.3.1.2 Power Hardware-in-the-Loop (PHIL) and Controller Hardware-in-the-Loop (CHIL): The Contractor shall provide CHIL testing assets for us in Navy conducted real-time modeling and simulation techniques. The Contractor shall supply the controller hardware and software to be interfaced to a real-time simulation of the power hardware for CHIL simulation testing prior to PRR. Prior to completion of FAT, tThe Contractor shall use provide the test article to the Navy’s PHIL testing site prior to completion of FAT as a method of de-risking the Energy Magazine hardware and software to ensure operation within the an emulated ship service electrical architecture. Prior to that
PHIL testing, the Contractor shall provide personnel to support installation and check out (INCO) of the test article. The Contractor shall also provide personnel to operate the test article during that PHIL testing. For planning purposes, it is anticipated that INCO would be 2 weeks and PHIL testing would be 4 weeks. In order to properly coordinate with the Navy’s own modeling and simulation capability, the test site shall employ commercial Real Time Simulator (RTS) hardware and software so that all models and simulations developed may be transferred to the Navy for additional testing. The Contractor shall provide necessary support for setup and commissioning of the CHIL and PHIL test setups. Physical input/output interfaces used for variable signaling purposes, (e.g. voltages, currents, references, etc.), should be mapped to analog voltages from +10V to -10V.
Discrete control bits (e.g. firing pulses, enable, trip, status) should be 5V (Low Voltage Transistor-Transistor Logic
(LVTTL)) or similar. Upon request by the Contractor with supporting information and approval by the Navy, the
Contractor may be permitted to provide alternate signaling and control interfaces. Necessary emulated supervisory control systems that interact with the target controller via communication network interfaces and protocols may be allowed, with Navy approval. The Contractor shall use results from Navy CHIL and PHIL testing to validate
Energy Magazine performance and make the modifications necessary to the Energy Magazine to address specification compliance issues discovered during Navy CHIL and PHIL testing.
1.4.1 Test and Evaluation Plan: The Contractor shall develop a Test and Evaluation Plan (Exhibit A Data Item
A044). The Test and Evaluation Plan shall cover Contractor factory test and evaluation plans (both developmental testing to check operation of the components and the system and Factory Acceptance Testing (FAT) to verify performance against the requirements) for the Energy Magazine and its constituent components. Controller and
Power Hardware in the Loop (CHIL/PHIL) testing shall be used to verify performance against the requirements for the Energy Magazine system and its constituent components, and for environmental testing to be performed under
CLIN 0003. The Test and Evaluation Plan shall cover hardware and software testing. In addition to the requirements verification done via testing, the Contractor shall plan and schedule for extended thermal performance/endurance testing early in the sequence of planned performance tests (not deferred to EQT). The cooling medium and ambient air conditions during testing shall account for worst case conditions to prove full power capability under the worst case environmental temperatures specified. The Test and Evaluation Plan shall address how the Contractor plans to support post-delivery testing and shipboard installations by retaining appropriate laboratory/factory test setup to functionally check software and hardware changes as required after system delivery to the Navy. Test facility status/condition shall be documented as part of the Test and Evaluation
Plan. The Contractor shall test the Energy Magazine against a real generator source vice a stiff facility source (and relationship to hardware in the loop modelling to ensure generator dynamic performance can be adequately emulated, if a real generator source for testing is not planned). The Test and Evaluation Plan shall include the conduct a series of tests to characterize and determine the maximum load drops (starting from different initial load conditions on all outputs) of the load during a 10 millisecond interval that would cause the input to exceed MIL-
DTL-1399 interface standards. The Test and Evaluation Plan shall include the following for each planned test that has an associated Test Procedure:
a. Identification of individual components and systems to be tested.
b. The test objective.
c. The type of test to be performed and the specifications with specific reference made to agreement requirements, where applicable.
d. Test schedules, including installation and checkout, location, duration, and required test instrumentation and equipment.
e. Test matrix identifying requirements versus required testing.
f. Test scenarios and qualification method.
g. Special requirements, if applicable.
h. Assumption and constraints, such as anticipated limitations on the test due to system or test conditions – timing, interfaces, equipment, personnel, or database.
i. Safety, security, and privacy considerations associated with the test.
j. For CHIL and PHIL testing:
1. Surrounding system models.
2. Scenario descriptions.
3. Protection function and settings for PHIL.
4. Signal interface specifications for CHIL.
k. Plans for the implementation of an Environmental Stress Screening (ESS) program in accordance with using MIL-HDBK-2164A as a guide .
The Test and Evaluation Plan shall include the requirements trace-ability matrix from the SEMP indicating how each required performance parameter will be verified. The methods of verification shall be either through testing, demonstration, inspection, or analysis. Navy approval of the Test and Evaluation Plan and methods of verification is required. For the items listed in Section 4 of the Section J Attachment B Technical Specification for Energy
Magazine that indicate verification by test as part of Factory Acceptance Testing, the verification methods shall be testing conducted at the factory during Factory Acceptance Testing. Early and frequent review of test verification methods is crucial to ensure a timely approval of the Test and Evaluation Plan and Test Readiness Review(s). The
Test and Evaluation Plan shall include the identification, recommended make-up, and charter of test oversight working groups that have authority to more rapidly implement testing changes during testing, with appropriate Navy participation identified. The Test and Evaluation Plan shall identify a process for relaying daily progress to the
Navy during the testing period and for thoroughly documenting incidents that occur during all phases of testing that have an impact on the design or the development/production schedule. The Test and Evaluation Plan shall include any testing associated with the Common Mode (CM) analysis. Since the behavior of the Energy Magazine may be different when sourced from stiff facility power (power that is more regulated and able to react to dynamic loading) vice the dynamics of a real generator, the test plan shall address how the source side of the Energy Magazine would be real or emulated for the behavior of a real shipboard generator and any risks to the test results for use of facility power documented, including any CHIL/PHIL planned to guarantee the behavior of the testing sources. The Test and Evaluation Plan shall include the subset of tests that would be conducted on a recurring basis in production to verify Energy Magazine performance for each unit produced, designated as Production Tests.
3.1 The Contractor shall provide services, materials, facilities and personnel necessary to perform the tasks identified below and shall conduct the project planning and management as specified in Section C paragraph 0.0
(GENERAL STATEMENT OF WORK REQUIREMENTS APPLICABLE TO ALL CLINS) specified above, including all identified data items (CDRLs). Subparagraphs contained in the Section C Descriptions and
Specifications of the contract have requirements that shall be considered a part of the next higher paragraph;
subparagraph contain amplifying information that pertain to the scope of the higher paragraph and any associated
Contract Data Requirements List (CDRL) item. The Contractor shall conduct environmental qualification testing on the Energy Magazine (including the baseline and all variants) and all associated components and auxiliaries at an approved environmental testing facility and shall conduct the environmental testing identified herein. The
Contractor shall submit the location of the testing to the Navy in advance and shall conduct the testing once approval of the qualifications of the facility has been granted by the Navy. Not all required environmental testing needs to be performed on a single unit. The Contractor shall participate in technical reviews and working groups with the Navy as necessary to ensure integration. The Contractor shall make available all hand tools, including any special tools required for maintenance, equipment adjustment and/or handling to ensure that failures during environmental testing shall not impact successful testing of the Energy Magazine. Terminal lugs shall be provided for all power cabling interfaces. After each step of the environmental testing and unless otherwise specified, prior to disassembly or repair, and prior to installation at a subsequent test site, the Contractor shall perform the approved set of recurring factory acceptance tests to determine whether the Energy Magazine meets the specified operation requirements after environmental test completion. In general, the tests shall include, but not necessarily be limited to, checking the input-output of the component or equipment, its operating temperatures and cyclic tests. All environmental test plans, procedures, and reports shall be documented in the deliverable Test and Evaluation Program Plan, Test
Procedures, and Test Reports required as part of the factory test planning, with the exception of shock procedures and reports that shall have a separate deliverable. The Test Reports shall document incidents that occurred during testing that impacted the design or schedule so that design changes can be generated. Test Reports associated with
Vibration Testing shall include pictures of the set-up and test conduct and high speed videos shall be included with the Test Reports in electronic format for the test events. The Contractor shall not conduct testing without the test procedures having been approved prior to test conduct. Redlines can only be done on approved test procedures during testing if the on-site Navy representative concurs with the change prior to the test conduct and the redline is subsequently submitted for formal Nay re-approval. Unless otherwise demonstrated and approved by the Navy, EQT shall include, but are not limited to, the following:
