0.1 Scope: The items contained in the General Statement of Work Requirements section of this contract apply to Contract Line Item Numbers (CLINs) 0001, 0002, 0003 and 0006 only; the items contained in the General
Statement of Work Requirements section of this contract do not apply to CLINs 0004, 0005, and 0007, 0008, and
0009. All costs attributable to the General Statement of Work Requirements section of this contract shall be included in CLIN 0001 until such time as the option to perform CLIN 0006 is exercised, at which time all costs attributable to the General Statement of Work Requirements section of this contract shall be included in CLIN 0006.
Subparagraphs contained in the Section C Descriptions and Specifications of the contract have requirements that shall be considered a part of the next higher paragraph; subparagraph contain amplifying information that pertain to the scope of the higher paragraph and any associated Contract Data Requirements List (CDRL) item. The
Contractor shall provide services, materials, facilities and personnel necessary to perform the tasks identified below.
Each deliverable indicated below shall be delivered in accordance with CLIN 0002 of the contract, and the
Contractor shall comply with the detailed contents specified in the CLINs below for each data item. In addition to the technical requirements contained herein, the Government Program Office (PEO SHIPS PMS 320) goals for this effort include the incorporation of wide band-gap power electronics devices (such as Silicon-Carbide (SiC), greater than 6KV rating) into the power conversion equipment; the identification and integration of domestic source of battery cells, if battery cells are used; an increased level of small business participation during contract execution;
and the operating systems contained within the Energy Magazine shall not be Microsoft Windows based.
0.3.1.1 Integrated Master Schedule (IMS): The Program Plan shall include an event-based, resource allocated, costed IMS, reflecting how the effort will be executed, including timing of reviews and the planned cost of each event which rolls into the Estimate at Completion (EAC) for each priced CLIN and Option Exercised CLINS. The
IMS shall be developed in a manner that reflects the Contractor’s customary way of organizing projects and the need to have a direct relationship between project events and cost projections. The IMS shall be maintained in Microsoft
Project™ format and shall be made available to the Navy electronically, in both Microsoft Project™ and PDF formats. The schedule shall be organized in accordance with the Work Breakdown Structure (WBS) and contain the planned events and milestones, accomplishments, estimated cost, exit criteria, and activities from contract award to the completion of the contract. No less more than 95% of the tasks in the IMS shall have a duration of less greater than 40 business days, with exception for procurement of materials with long lead times. The Contractor shall not maintain separate schedules for internal use and external reporting to the Navy. CDRL data deliveries shall show the dependencies to the work required to complete the CDRL (as a successor task) and not be tied to key events (as a predecessor task), such as design reviews, in order to avoid artificial completion dates that would lead to an inferior
CDRL product and design review dates being planned when all of the precursor work is not complete. The IMS shall be baselined as part of the Program Plan and the Contractor shall provide status against this baseline as part of the IMS updates provided as an appendix to the Progress Reports cited below. The Contractor shall ensure schedule integration with any subcontractors and shall verify/ensure the validity of the subcontractor’s schedule data, including demonstrating effective methods for incorporating schedule data from subcontractors into the Contractor’s
IMS.
0.13.1 To establish the integrated performance management system, the EVMS shall be linked to and supported by the Contractor’s management processes and systems to include the IMS, contract WBS, change management, material management, procurement, cost estimating, and accounting. The correlation and integration of these systems and processes shall provide for early indication of cost and schedule problems, and their relation to technical achievement. The Contractor shall report program cost, schedule and earned value status in an Integrated
Program Management Report (IPMR) submitted as an appendix to the Progress Report. The Contractor shall provide a reconciliation of the Contractor Funds Status Report (CFSR) with the IPMR as an addendum to the
IPMR. The Contractor shall provide the IPMR and reconciled CFSR monthly in conjunction with the monthly status report (A001).
1.1.2 Integrated Baseline Review (IBR): An IBR focusing on the realism of the Contractor’s integrated
Performance Measurement Baseline (PMB) and the appropriateness of the Earned Value Management (EVM) methodology to be employed under the contract shall be scheduled as soon as possible after the contract PMB is in place, but, in no event without specific authorization of the Navy and in no event later than sixth month after contract award. The Government will verify during the IBR, and follow-on IBRs when required, that the Contractor has established and maintains a reliable PMB. The Contractor shall ensure that the baseline includes the entire contract technical scope of work consistent with contract schedule requirements and has adequate resources assigned. The Contractor shall ensure that effective EVM methods are used to status contract cost, schedule, and technical performance. The IBR is used to achieve a mutual understanding of the baseline plan, cost and schedule risk, and the underlying management processes used for planning and controlling the program. The Ccontractor shall flow-down the IBR requirement to those subcontractors that meet the applicable thresholds for EVM reporting and the Ccontractor shall lead the IBRs that are conducted at subcontractors.
1.2.1.2 Energy Magazine Power Conversion Cabinet (PCC): There is a baseline and three additional input/output variants that the Contractor shall design, fabricate, and test as part of CLIN 0001. The Contractor shall design, fabricate and test the baseline PCC power conversion, electrical interfaces with the ESC, ship and load; associated cooling system, Human Machine Interface (HMI), and ancillary components and assemblies. The baseline Energy
Magazine PCC, as specified in Section J Attachment C, features a 4,160 VAC bi-directional input/output, a 650
VDC output; a 375 VDC output; and a 1000 VDC unregulated output. All necessary functionality of the baseline and variant inputs/outputs shall be accomplished by higher frequency transformers contained within the Energy
Magazine specified volume. The Contractor shall demonstrate the functionality of the EM baseline as well as with each Variant power converter installed to verify modularity of the Contractor’s design.
1.3.1.1 Energy Storage Media (if Battery-Based): Should the Energy Magazine design feature a battery based energy storage media, the Contractor shall provide safety qualification test assets to include 100 individual battery cells; 17 instrumented Battery Line Replaceable Unit (LRU) test assets for destructive testing; 3 Battery
Management System (BMS)/Control LRUs for non-destructive Electrical Safety Device (ESD) testing (may be partial string as directed by the Navy Battery Safety Subject Matter Expert); 3 full voltage, production representative, battery strings with associated BMS and cabling; a production representative cabinet; any cabinet level hardware and software that provide control over the BMS and the battery; any necessary electrical safety devices (fuses, contactors, breakers, etc.); and any test harnesses and cooling system connections necessary to complete S9310-AQ-SAF-010 and SG270-BV-SAF-010 required testing. The 17 Battery LRUs shall each be modified with bypassed safeties and include 8 heater rods and 36 thermocouples, with access to 2 parallel battery strings within the LRU. Details of the heater rods, thermocouples, and inter-LRU string access shall be presented in the preliminary design of the battery system, with input from the Navy battery subject matter experts, and provided to the Navy as part of the design review process defined herein. The Contractor shall provide 5 spare battery LRUs, and 6 sets of spare consumable electrical safety devices (fuses, contactors, etc.). The Contractor shall provide a charging and balancing apparatus/device that is capable of charging and balancing a single LRU from industrially available 110VAC, 220VAC, or 440VAC power to a user selectable state of charge. These battery-based safety qualification test assets shall be provided to the Navy no later than four (4) calendar months prior to PDR to enable the Navy to initiate the required S9310-AQ-SAF-010 characterization and assess how the battery-based system would survive at high temperature/current for a meaningful length of time and for cell-level results to be available for PDR.
1.3.1.2 Power Hardware-in-the-Loop (PHIL) and Controller Hardware-in-the-Loop (CHIL): The Contractor shall conduct provide PHIL and CHIL testing assets for useing in Navy conducted real-time modeling and simulation techniques. The Contractor shall supply the controller hardware and software to be interfaced to a real-time simulation of the power hardware for CHIL simulation testing prior to PRR. The Contractor shall use CHIL testing prior to PDR and PHIL testing after prior to completion of FAT at a capable test site as a method of de-risking the Energy Magazine hardware and software to ensure operation within the ship service electrical architecture. In order to properly coordinate with the Navy’s own modeling and simulation capability, the test site shall employ commercial Real Time Digital Simulator (RTDS) hardware and software so that all models and simulations developed may be transferred to the Navy for additional testing. The Contractor shall maintain a robust method of verification and validation of models, simulations, and results in order to properly and accurately capture the behavior of the Energy Magazine in the ship applications. The Contractor shall supply the controller hardware and software to be interfaced to a real-time simulation of the power hardware for CHIL simulation testing. The controller shall be configured with inputs and outputs suitable for interfacing with the real-time simulation model (power hardware) provided, as described above, and other emulated supervisory control systems (if applicable). The Contractor shall provide necessary support for setup and commissioning of the CHIL test setup. Physical input/output interfaces used for variable signaling purposes, (e.g. voltages, currents, references, etc.), should be mapped to analog voltages from +10V to -10V.
