QUESTION/ ANSWER

# Question Area Para # Date Received Contractor Question Government Response

20 J-1 Paragraph 3.19 Work Item: 992-11-001

Temporary Services 6-Jun-19

Para 3.19 requires 4 turnstiles and all associated computer hardware to track personnel. The

Contractor currently has a turnstile system in place at the entrance to the shipyard where personnel can be tracked, along with a current physical security plan. This requirement was recently deleted in a current availability. We recommend para 3.19 – 3.19.3 be deleted.

As a standard fire safety procedure, all bidders are required to provide turnstiles to enter / exit the ship.

109 J-1 Work Item 752-11-001 Para 3.2 3-Jul-19

The Government’s response in Q&A #31 states Work item has been changed via ERRATA 1.

The contractor received ERRATA 1 for work item 752-11-001, but it reads exactly like the original. Nothing changed.

Please provide an errata that answers the question asked in Q&A #31

The work spec requires the Portable Kingpost to be preserved. No changes required for this work spec. Although included in Errata 1, there were no changes. The Government response #31 was in error.

125 J-1 Work Item: 259-80-001 SA 76087D Para

5.3 12-Jul-19

Para 5.3 shows kitted material being provided. One of the 4720’s only shows Pc 109, only

15.27 SF of SHT PERF 11.043 Plain. This quantity is not per the drawing. Drawing calls for 89

SF of perforated Inconel Pc 109. Please provide a list of material the Government is going to provide.

The 4720 will be updated. Refer to the drawing for expected

CFM/GFM material.

126 J-1 Work Item: 523-80-001 Para 5.3 12-Jul-19

Para 5.3 shows kitted material for s/a 64245d. The 4720 lists the material as GFM, however all of the quantities are zero. Is the contractor to provide the material for the penetrations or will the government provide the correct material quantities based on the quantity required in the work item?

The 4720 will be updated. Refer to the drawing for expected

CFM/GFM material.

QUESTION #/ DETAILS

127 J-1 Work Item: 992-21-001 Para No. 3.2.3 &

3.3.1.6 12-Jul-19

Para 3.2.3 and 3.3.1.6 directs the contractor to provide a barge to hold and store 250,000 gallons of distillante fuel until the completion of the availability or when directed by the

Supervisor to refuel the vessel. As the avail is over one year long, the contractor is concerned that the cost to provide storage and security for approximately one years time would be monumental and degradation of the fuel (algae and water intrustion, biological growht, etc.)

would occur for this legthy timeframe. In lieu of storing the fuel, we recommend taking the fuel to the nearest Naval Fuel Depot for credit to the vessel or disposed of as slops which would allow the contractor to provide a more cost effective estimate to the Government

Antipate an update to the work item but for bidding purposes use the following: The fueling barge shall be available for two weeks at the start of the availability for defueling the ship, and the fueling barge shall be available for two weeks at the end of the availability for fueling the ship.

134 J-1 Work Item 256-60-001 Para No 3.3 17-Jul-19

Para 3.3 states to accomplish 009-107 for cleaning and flushing each AC seawater cooling system piping. This item deals with repairs to the chlorinator only. Please confirm the contractor is only flushing from the seawater main to the chlorinator and back, and not the entire cooling system piping.

Flush entire system. In accordance with paragraph 3.3.1, Accomplish the requirements of 009-09 of 2.1 for the clean and flush of each AC seawater cooling system piping excluding the components sensitive to cleaning solution in accordance with 2.7

135 J-1 Work item 612-21-001 Para 3.6 and 3.11 18-Jul-19

Para 3.1 states to matchmark and tag each safety net Frame and all the safety net/assemblies. Para 3.2 states to remove the frames and all the safety net assemblies and retain for reinstallation. Para 3.6 states to fabricate new CRES helo safety net/assemblies, CRES fill net/assemblies, CRES end net/assemblies, CRES corner net/assemblies and associated hardware. Para 3.11 states to Install helo safety net frames/ and all the safety net assemblies retained in 3.2, with the exception of NEW filler net assembles. Please confirm, the contractor is to reinstall all of the Net assemblies removed and retained in para 3.2, and only renew the filler net assembles as stated in 3.11.

Yes, the KTR is to reinstall all of the NET ASSEMBLIES removed and retained in para 3.2 and as per the work item.

136 J-1 Work item 245-11-002 and 245-12-002

Para 3.14 and 3.14.2 19-Jul-19

Para 3.14 states to accomplish 009-107 for a flush of the CPP system in accordance with Para 8-2.1.1 of the tech manual. That is the written procure already spelled out what to accomplish. There is no need for the contractor to submit a PCP IAW 3.14.2 when direction is already given in the tech manual. Recommend 3.14.2 be deleted from both specs.

PCP is still required per para 3.14.2.

137 J-1 Work Item 123-11-002 19-Jul-19

Para 3.1 states to accomplish 009-32 table 4, line 11, then para 3.1.1 states to apply a light coat of system fluid over the prepared area for each tank listed in accordance with General Note 65 of 009-32.

Please confirm, the contractor is blasting the tank and then applying the system fluid and not painting the tanks

There are two general notes given in 009-32: the two notes

(26 and 65) to Table 4 line 11. Also line 11 refers you to line 1 which is near white metal blast. The notes specifiy what the

KTR needs to accomplish per the work spec. The work item tells the KTR to preserve the Fuel Oil Gravity Head Tank. So the KTR has to blast and then preserve the tank per 009-32.

138 J-1 Work Item 992-11-011 22-Jul-19 Please confirm that bidder’s question response #80 is for item 992-11-011 and not

992-11-001.

Yes, question #80 which asks if work item 992-11-001 is for out of port bidders, appears to be a typo. Work item 992-11-001 is to be proposed by all prospective offerors. Work Item 992-11-011, Towing of the Ship is to be proposed by all prospective offerors.

AND the fasteners?

Yes, that is the intent of the Work Item.

142 J-1 Work Item 161-80-001 24-Jul-19

Reference 2.2 (Drawing number 7401697) page 5 says this drawing is only DDG 52, 55, 57, 61, 71, 74 and 78. It does not reference DDG 87. This is also referenced in other pages of this drawing. Contractor requests verification that this is the correct drawing for DDG87.

This is the correct drawing for DDG-87,detail 5-6-A is not applicable unless otherwise noted.

143 25-Jul-19 The Government has submitted three versions of Errata One. Does the third Errata One change anything?

The third and final version of Errata 1 revised work items 437-21-

001 and 321-11-001

4 J-1 411-90-003 SA 93055K ALPS 5-Jun-19
