Question/Comment & Requested Action
Please elaborate on the requirement for CMMI level certification, as follows:
(i) Is it sufficient for the Prime Contractor to be at a Level 5 and flow down their processes to subcontractors, as well as maintain oversight of subcontractor processes? Or, do subcontractors need to be certified at CMMI Level 5 as well as the Prime?
(ii) Are Completion CLINs required to be performed using CMMI Level 5 processes, per paragraph 3.1.1.11.3.1?
Government Response
(i) It is sufficient for a CMMI Level 5-certified prime contractor to flow down processes to subcontractors. Subcontractors are not required to be certified at CMMI Level 5. Subcontractors shall use CMMI Level 5 methodologies when performing work under this contract.
(ii) Yes.

RFP 97
Section C, Paragraph 3.3.2.2
The Contractor shall obtain all Software Licenses and Maintenance agreements required to support the facility.
Should the Offeror assume software license and maintenance agreement coverage for CLIN 0001 effort only?
As specific scope on future Technical Instructions under LOE Option CLINs is unknown at this time, bidding software license and maintenance agreement coverage on a FFP basis is not possible.
Please identify the specific scope the Offeror should assume for the Software License and Maintenance Agreement coverage contemplated under CLIN 0002.
Revise the referenced excerpt to read:
The Contractor shall obtain all Software Licenses and Maintenance agreements required to support the facility for CLIN 0001 requirements.
Government Response
Please see solicitation amendment 0005 for updated language in Section C paragraphs 3.3.1 and 3.3.2.2 relating to the referenced requirement.

RFP, Amendment 0004
Q&A Response dated 25 May 2018
3.1.1.11.3.1
Question 0016
For completion tasks, the Contractor and its subcontractors shall implement an IPPD team approach for the performance of this contract using Capability Maturity Model Integration (CMMI) Maturity Level 5 methodologies as referenced in CMMI-DEV+IPPD V1.2 or higher
It is not sufficient for a CMMI Level 5-certified prime contractor to flow down processes to subcontractors.
Subcontractors must be certified at CMMI Level 5. Please see solicitation amendment 04 for updated language clarifying this requirement.
Question/Comment & Requested Action
Request the Government provide clarification that subcontractors may for the performance of this contract use Capability Maturity Model Integration (CMMI) Maturity Level 5 methodologies as per Amendment 4. Many small business subcontractors perform tasking under Federal Government contracts applying CMMI Level 5 methodologies and processes but are not required to have the certification due to the substantial monetary investment that is required to obtain it. By allowing performance in this manner, it enables the Government to ensure they have adequate competition and/or small business participation in performance of contracts as required by Federal Law.
Government Response
Please refer to the Government’s updated response to question 0016. While subcontractors do not need to be CMMI Level 5-certified, subcontractors performing under this contract shall use CMMI Level 5 methodologies when performing work under this contract. The prime contractor is responsible for ensuring subcontractors without CMMI Level 5 certification adhere to the prime contractor’s CMMI Level 5 methodologies.

RFP 175
Section L, Paragraph 2.2
"Box 1 must include all copies of electronic media and a master packing list…" "CD-ROM/DVD media shall be secured to the proposals in a manner that prevents the media from falling out or becoming dislodged during transport and handling."
RFP page 175, Section 2.2 "Binding, Labeling, and Packing," the first paragraph states: "Box 1 must include all copies of electronic media and a master packing list." Two sentences later it states:
"CD-ROM/DVD media shall be secured to the proposals in a manner that prevents the media from falling out or becoming dislodged during transport and handling."
The assumption is the Navy wants all the CD/DVDs in Box 1 and not attached to individual proposal volumes. Please clarify.
Government Response
CD-ROM/DVD media does not need to be secured to proposals. Please refer to solicitation amendment 0005 for an update to Section L Paragraph 2.2.
