RFP 175 Paragraph 3.2.8 Facilities
The Offeror shall describe company and/or subcontractor facilities that are available and proposed for the execution of the Offeror’s CEC proposed approach, including necessary engineering, development, assembly, integration, and test facilities consistent with the size and scope of the CEC requirements. The CEC Facility Support Equipment List (Attachment 14) provides a full listing of items in the existing CEC facility that complements the Government-Furnished Equipment. The Offeror need not propose to outfit its own facility with the specific items listed in the attachment.
However, the Offeror shall demonstrate that its facility will, at a minimum, meet the functionality provided by the support equipment used in the existing facility
Proprietary Non-Proprietary
Question/Comment & Requested Action
It is understood that the Contractor needs to have a facility outfitted with the GFE as described in Facilities Requirements document, as well as the support equipment as described in Attachment 14.
Are offerors not required to include the cost of outfitting the facility with the Support Equipment listed in Attachment 14, as part of this RFP?
Government Response
Please refer to Section C, Paragraph 3.3.1., CEC Capabilities for Integration with AEGIS Advanced Capability Build (ACB) 20 (CLIN 0001). Outfitting the facility with the proposed support equipment is necessary to fulfill the requirements of CLIN 0001. Offerors shall include the cost of outfitting the facility as part of CLIN 0001.

RFP 91 3.3.1.3 and sub-sections CEC Capabilities for Integration with AEGIS ACB 20
The CEC capabilities for integration with AEGIS ACB-20 is a continuation of an ongoing effort that will have some current expected level of completion upon contract award. This section states:
“Contractor shall develop a software interface between CEP and AN/SPY-6”, “Contractor shall develop a software interface between CEP and AEGIS WCS”, “Contractor shall modify the existing Dynamic CEP ID capability”, etc. In this completion task, a contractor needs to understand, at a minimum, the percentage of completion when this is expected to be transitioned. Desirable is obtaining the full scope of the effort planned to include design documentation, SLoC estimates, engineering notebooks, etc. so that a credible cost and schedule proposal may be developed.
Will all of this documentation be provided?
Government Response
The status of key efforts relating to the CEC-AEGIS ACB-20 integration effort is as follows:
1) SPY-6 I/F: Early design documentation is provided in the Bidder’s Library. Prototype software with basic interface initialization within Pub/Sub architecture for Air Tracks and the establishment of composite Air Tracks will transition at contract award.
2) WCS I/F: No work has been started. Offerors may leverage the SPY-1 IFC sensor data messages from the current BL9 AEGIS configuration, which is provided in the Bidder’s Library.
3) Dynamic CEP ID will be complete and provided at contract award. Design documentation and a platform registration description will be provided as an update to the Bidder’s Library.
4) CIWS I/F: No work has been started. However, similar capability under development for SSDS HCS will be available at contract award. The IDD was provided in the Bidder’s Library. FCLIP software is expected to be available in late 2019.
5) Track Number Management (TNM): No work has been started. No prototype software will transition.
