About this file

This document contains a bidder's questions log and related federal contract opportunity solicitation for providing maintenance, repair, and modernization efforts for CVN 68 Class and CVN 78 Class Aircraft Carriers home-ported in and visiting Bremerton, Washington. The bidder's questions log addresses inquiries on pricing requirements, availability schedules, historical labor rates, technical proposal instructions, and clarifications on contract clauses, CDRLs and attachments. The federal contract opportunity involves a cost plus incentive fee and award fee contract over five years, with an anticipated award date of November 2018 and completion by November 2023. The Naval Sea Systems Command seeks to maintain aircraft carriers at the Bremerton site currently under contract with General Dynamics - NASSCO. Market research found no small business set-aside was necessary.

The work scope found in Section L, Para. V.C.10, Table L-6 clearly includes management of hazardous wastes (Work Item 077-11-001) resulting from the repair of ships. However, Special Provision, “Asbestos, PCBs and Other Regulated Substances,” which invokes OSHA and EPA notice requirements, is not included in the RFP. Should this be added? If not, please explain why the Government deems it is not needed.

C

No, NAVSEA Standard Items and/or Local Standard Items cover these requirements and adding them would be redundant.

4 I 113 CLAUSES Limitation of Liability The RFP contains the clause at 52.216-24 “Limitation of Government Liability.” Per FAR 16.603-4 this clause is only used in letter contracts. Given this is an IDIQ shouldn’t this clause be eliminated? C This was/will be addressed in Amendment 0003. Y 0003

5 C 69 CLAUSES Minimum Insurance Requirements The RFP contains a reference to the FAR clause at 52.228-5 “Insurance – Work on a Government Installation,” in the Section C provision referenced above, but the clause is not invoked in the contract. Is it the Government’s intention to invoke the clause by adding it to Section I Contract Clauses?

C This was/will be addressed in Amendment 0003. Y 0003

6 I 108 CLAUSES Liability and Insurance The RFP covers insurance for third party liability and property damage by including FAR 52.228-7, “Insurance – Liability to Third Parties,” but does not mention vessel coverage. FAR 217.7104 includes DFAR 252.217-7012 in the list of clauses to be added if the work is done under a Master Ship Repair contract. Should it be added to the Section I Contract Clauses?

C This was addressed in Amendment 0003. Y 0003

7 I 108 CLAUSES Safety and Health The RFP assumes a Master Ship Repair agreement will be in place (see page 90, under “Growth and New Work” and page 143, Section L). DFAR Clause 252.217-7015 is included in the list of clauses to be added if the work is done under a Master Ship Repair contract, per FAR 217.7104. Will the Government be adding this clause to Section I?

C This was addressed in Amendment 0003. Y 0003

8 L 157 Section L CIA WORK /PLANNING

On page 157, Section L, Table L-1 lists CIA, PIA and DPIA Execution Planning as all being CLIN 0007, however Section B shows CLIN 0009 as the DPIA Execution Planning CLIN. Similarly, Table L-3 shows CLIN 0008 for all Availability Execution efforts, but Section B identifies CLIN 0010 as the DPIA Execution CLIN. Additionally, the solicitation package does not appear to provide a notional package nor pre-priced items list associated with a CIA, so it is not apparent how to provide CIA pricing. Please clarify

C This was addressed in Amendment 0003. Y 0003

9 L 164 section L Work Item Hour and Material Summary

In the instructions for Section J-Exhibit L004 – Work Item Hour and Material Summary, the offeror is directed to “provide a separate Exhibit L004 for each CNO availability type”. Does the Government intend this to be for each CNO availability TYPE (DPIA and PIA) which would only require just one Exhibit L004 since the work items for both a DPIA and a PIA are included in the attachment S-1 provided with the solicitation? Does the Government instead intend this to be for each CNO AVAILABILITY (FY21 DPIA, FY21 PIA and FY23 DPIA) which would require three different Exhibit L004 worksheets?

C Yes, this requires a different Exhibit L0004 for each availablity.

10 J 164 J Historical /Proposed Rates Summary Schedule

In the instructions for Section J-Exhibit L005 – Historical /Proposed Rates Summary Schedule, the offeror is directed to provide historical rates for all Contractor Fiscal Years (CFY) from 2010 through 2015 and proposed rates for Government Fiscal Years (GFY) 2016 through 2021. However, Attachment S-1, worksheet L005 displays Historical Rate columns for CFY 2012 through 2017 as well as a column for GFY 2018 and proposed rates for GFY 2019 through 2024. Please clarify.

C This was/will be addressed in Amendment 0003. Y 0003

11 J 164 J Indirect Expense Schedules

In the instructions for Section J-Exhibit L006 – Indirect Expense Schedules, the offeror is directed to provide historical actuals for all Contractor Fiscal Years (CFY) from 2010 through 2015 and proposed rates for Government Fiscal Years (GFY) 2018 through 2023.

However, Attachment S-1, worksheet L006 displays Total Expense columns for CFY 2012 through 2018 and proposed rates for GFY 2019 through 2024. Please clarify

C This was/will be addressed in Amendment 0003. Y 0003

12 L 148 L FONT SIZE

In the proposal overview, it states that proposals must be prepared using the Arial typeface at a font size no smaller than 12-points. May smaller fonts or different fonts be used for headers, footers, exhibits, graphics, spreadsheets, and tables as long as they are easily readable?

C Offerors shall follow/adhere to the instructions within Section L of the RFP.

13 F 83 F Delivery/Redelivery Schedule In the Delivery/Redelivery Schedule for the Vessels table, the FY21 CVN 71 availability is listed as a CIA, however in all other listings of this availability it is shown as a DPIA. Please clarify. C This was addressed in Amendment 0001. Y 0001

14 C 19 CRDL'S RFP Section C Para. 3 references CDRLs A028 and A029 but these CDRLs are included in the Exhibit A B & C CDRLs Table of Contents on the ‘CDRLs NOT USED’ line. Were different CDRLs intended or should the references be removed? C

This was/will be addressed in Amendment 0003.

The reference to CDRLs A028 and A029 should be removed. These are CDRLs NOT USED nor are they applicable to paragraph 3 of section C.
