FBO BATCH/
QUESTION
NO. RFP REFERENCE/DISCUSSION (if necessary) QUESTION ANSWER
7/12/2017 2‐001 RFP Section L.3.1 (Solicitation Response
Requirements) specifies minimum font sizes and 1.5 line spacing. If these limitations are applicable to the
CDRL data items deliverable with the proposal
(Volume II Appendices A thru G), this further exacerbates the issue with content requirements vs.
page limits.
Please confirm that all proposal format requirements in RFP Section L.3.1 are applicable to
Volume II Appendices A thru G, and address the impact on page limits.
Font size and line spacing is applicable to the Appendices and attachments. L.3.1 will be revised to read: "The narrative material contained in Volumes I‐IV as well as the
Volume II Appendices of the offeror's proposal shall be…..". Page limits will be addressed in a future Q&A post and RFP amendment.
7/12/2017 2‐002 The content requirements for Volume II ‐ Technical
Approach in Section L are exclusively devoted to data rights (Subfactor 1) or development processes
(Subfactors 2 thru 7). There does not appear to be any place for the Offeror to provide a description of their baseline technical solution to meet the requirements of the SRD. For example, RFP clause
HQ L‐2‐0012 USE OF NON‐DEVELOPMENTAL ITEMS
(NDI) states: "Use of NDI is the preferred method of satisfying operational requirements of the Navy where such use does not degrade the operational or performance requirements ," and requires that "All proposed NDI alternatives shall be clearly identified in the proposal ." Where in Volume II would an offeror "propose NDI or partial NDI alternatives" as required in this clause? On what basis will such alternatives be evaluated?
A. In Section L, please add a Subfactor to Volume II which requires Offerors to define their baseline technical solution, the level of NDI or partial NDI proposed, the level of new development or modification required to achieve full compliance with the SRD, and the features and benefits of the proposed approach.
B. Please increase the page limits of Volume II commensurate with the content requirements for the new Subfactor.
C. In Section M, please add evaluation criteria for the new Subfactor assessing the features, benefits, and technical risk of the Offeror's baseline technical solution.
The potential Offeror technical solution, inclusive of NDI software, should be addressed in Subfactor 1, Data Rights, Software Rights, and Patent Rights and
Subfactor 2, Software Development Plan.
7/12/2017 2‐003 In Section L.4.2 VOLUME II – TECHNICAL APPROACH
(FACTOR 1), Subfactor 3: Management Approach, item a) Personnel Experience states that the Key
Personnel "resumes will not be included in the
Volume II page count."
A. In order for the Volume II page numbering to be consistent throughout its page‐limited content, please confirm that these resumes shall be provided as attachments to Volume II, rather than in the main body of the volume.
B. How shall these attachments be identified? RFP
Section L.3.1 (Solicitation Response Requirements) does not list these attachments, but identifies other documents attached to Volume II as Appendices A thru G.
A & B. See revised L.4.2.(3) (a): The Offeror shall provide resumes of the key personnel, including education, experience, and technical expertise as an attachment to
Appendix B, Program Management Plan.
The resumes will not be included in the
Appendix B Program Management Plan page count.
7/12/2017 2‐004 Section 3.3 page 16 states use of ISO 9001:2015 requirements but in section HQ‐E‐2‐0015, page 44 it references ISO 9001:2008 as the requirement standard.
In the Draft_RFP_Q&A_Response_Packages_‐
_Batch_1.pdf document, the response to question 1‐
010, stated that "Quality Management
System Requirements and SOW paragraph 4.1.4 have been revised to change ‘ANSI/ISO/ASQ 90012008’ to ‘ANSI/ISO/A
SQ 90012015’ in the final RFP. At a minimum, the contractor must adhere to the requirements of the final RFP." Will the RFP be updated to be consistent with the response provided in the Draft RFP Q&A?
The RFP will be amended to revise HQ‐E‐2‐
0015.

7/12/2017 2‐020 Section B, CLIN 0001 There does not seem to be a provision to propose
Travel and Other Direct Costs in support of CLIN
0001 Navy ECDIS SW 1.0 Production. Please provide clarification regarding whether the CLIN

Government to issue security clearances for contractor facilities and personnel?
NAVSEA does not control the issuance of facility and personnel clearances.
