However, there is no description of the content/format of these messages. as well as a definition of each data element within each message. There is a critical IRS/IDD that is missing from the provided Bidders Material. This is the Tactical LAN IDD. This is the interface document that describes all of the messages being passed between the SSDS SCs, over the Tactical LAN.
Add the Tactical LAN IDD for the latest Build to the GFI list. In addition, to support the development of solutions in the proposal, provide the Tactical LAN IDD for at least Build 10.10.04 in the bidders library.

4.3.10.3 BOEs, Section L, 4.3.10.3.i & 4.3.10.3.ii
The RFP requests the following High Level Actual Programmatic Metrics to be provided for last 5 years for Programs cited in BOEs: (i) Dollars Incurred to DSLOC Produced, (ii) DSLOC per hour. DSLOC is a potentially misleading metric for measuring productivity, as it does not measure software actually produced on a given project, but rather is largely affected by the amount of reused code brought forward on the project. Equivalent SLOC (ESLOC) is a more accurate measure of evaluating the productivity of a given project and the consistency between proposed and historical data.
Recommend RFP be updated to request 5 years of data/metrics, to be:
(i) Dollars Incurred to ESLOC Produced, (ii) ESLOC per hour.
The Government has reviewed the comment and revised Section L.

4.3.10.3 BOEs, Section L, 4.3.10.3.d
RFP requires historical metrics for DSLOC be presented in terms of UCC or CLOC tool. However, prior program actual data may have been captured using other similar tools.
Recommend removing requirement for specific tool for past project historical actual metrics, while retaining the requirement for UCC or CLOC for SSDS CSEA program development
The UCC or CLOC shall be used to go back and count historical code.

Section L, 4.1.2
The RFP "requires the same insight into the Offeror’s proposed approach to CLIN 1001 as it does to CLIN 1000".
However, it is not clear if the Government's intent is that L4.1.2 invokes all the requirements of L4.1.1 (a through j).
Within the examples cited in 4.1.2, the system architecture maps to a requirement of 4.1.1, while the build plan is not a requirement of 4.1.1 but rather the Supplemental Volume (4.3.10). This same ambiguity applies to sections 4.1.3 and 4.1.4
Please clarify the requirements of L4.1.2, L.4.1.3, and L.4.1.4 and specifically address if the insights requested are limited to those provided in response to L4.1.1a‐j.
The Government has reviewed the comment and has revised Section L.

Cybersecurity Strategy P.5 and P.6 / Cyber Table 1
Cybersecurity Strategy document has disclosed the system categorization for SSDS as HHH and already determined that it's Platform IT (PIT). Given the attendant costs required for this classification, is this the government's intent? 0
Yes, this is the intent of the Government. IWS 10 SSDS fully embraces the DoD’s requirement for, and Navy’s implementation of, cybersecurity and RMF for SSDS.

Develop "ship unique" software code necessary to ensure the combat system software successfully functions for the ship specific combat system configurations that operate with and use this capability.' How is this "ship unique" software code being maintained in the PSEA SSL? The 10.10.04 delivery didn't appear to have any preprocessor directives that would commonly be used to switch code between different builds. Is this done in the CM tool with different branches? 0
The PSEA SSL is a superset of the code. A configuration file (which defines a ship configuration) is accessed by a script "program update' to pull and links all the object files to create a ship unique build. For clarity, Section C been amended to replace "ship unique" with "ship specific."

J-01 CSDR Plan, J-02 CSDR Plan P.3 of each / Block 13 of each

This contradicts the SOW which states EVMS is required. Is EVMS required for all “completion” type effort on the program? Please clarify
The revised CSDR plan (Attachment J‐01) released with this Amendment is accurate. The Government requires application of the Earned Value Management Clauses. In accordance with the statement of work, EVM is required for Completion type CLINs.
