PAGE NO: Section L, Page 122 of 137
ITEM NO: Att. J-3 & DDG83 Modernization TITLE: Execution Milestones: Dock and Undock
PARA. NO:

CONTRACTOR QUESTION 102: Attachment J-3 Execution Milestones:
Dock and Undock dates are not provided in the List of J-3 Execution Milestone(s) and dates. Attachment J-3 provides the following Dock and Undock schedule guidance; "Offeror to propose Dock & Undock dates IAW Specification 997-11-001".
Numerous Work Item Specifications (i.e., 115-90-001, 262-90-002, 264-90- 001, 411-90-001, 437-90-001, 438-90-001, 438-90-002, 438-90-201, 456- 90-001, 456-90-002, 456-90-003, 456-90-005, 468-90-002, 472-90-002, 472-90-003, 512-90-002, 512-90-003, 541-90-001, 583-90-001, 593-90- 001, 651-90-002, 721-90-001, 980-90-002, 980-90-010) contain the following Reference: DDG83, Modernization Turnover Schedule. The DDG83 Modernization Turnover Schedule depicts the following System/Event guidance: Dock Ship: Monday, March 12, 2018; Undock Ship: Thursday, July 26, 2018 Bidder Requests Government guidance regarding the Dock and Undock Schedule disconnect between the Attachment J-3 Execution Milestones and the DDG83 Modernization Turnover Schedule referenced in the Work Specs.
GOVERNMENT RESPONSE:
The Government concurs with Potential Offeror(s), there is a disconnect between the Solicitation Attachment J-3 and DDG 83 Modernization Turnover Schedule. Offerors may disregard the Dock and Undock dates of DDG Modernization Turnover Schedule and propose Dock and Undock dates IAW Specification 997-11-001.
CONTRACTOR QUESTION 101: Section L and Attachment J-4, Work Item Level Breakdown Spreadsheet depict the following number of labor hours and material dollars to be priced for work efforts not defined in the Work Package; i.e., anticipated growth work hours/materials to be priced for Navy proposal evaluation purposes.
1. Direct Production Labor Hours: 249,232
2. Material: $4,060,591 Bidder considers these hour and material amounts to be significant and potentially not a reflection of anticipated growth associated with the Navy's solicited USS Howard DMP work package. Given the lack of work scope definition associated with the above volume of direct labor hours and material dollars, bidder requests additional information regarding the work scope contemplated for the above volume of direct labor hours and material dollars, and the process the Navy used to derive these values?
Bidder understands that fixed price contracting vehicles (i.e., the USS Howard DMP contract) are appropriate in cases where the Navy customer's work scope requirements are stable and known. The above volume of growth work labor hours and material dollars suggests that the actual USS Howard DMP work scope is unstable and unknown at this time. Bidder questions the validity of soliciting the USS Howard DMP effort with the above volume of direct labor hours and material dollars associated with unknown work scope at the time of proposal evaluation and contract award.
Bidder requests Navy customer feedback and guidance regarding the work scope contemplated for the above volume of growth work labor hours and material dollars, and the appropriateness of soliciting the USS Howard DMP as a fixed price, Lowest Price Technically Acceptable RFP?
GOVERNMENT RESPONSE: The anticipated growth work hours/materials to be priced for Navy proposal evaluation purposes are calculated using Government estimates and established Government methodology. Based upon our experience and established methodology, the Government determined a Firm Fixed Price, Lowest Price Technically Acceptable, RFP is appropriate for this effort.

ITEM NO: Section L: Interport Differential TITLE: Interport Differential
PARA. NO:
PAGE NO:
CONTRACTOR QUESTION 103: Section L provides the following Interport Differential values; San Francisco: $10,014,285, Portland:
$6,755,874, and Seattle: $7,109,006. Bidder is trying to understand how the Navy derived these Interport Differential values and whether these values represent a reasonable estimate of the additional costs for contract execution outside the San Diego homeport? Please provide the detailed derivation for these Interport Differential values?
GOVERNMENT RESPONSE: As explained in Section M of the RFP, the inter-port differential amounts are calculated using the foreseeable costs for fuel, towing and pilot charges, and travel to the Contractor’s facility by applicable Government personnel (Management, Oversight, Assessment, Survey, Certification, and Ship’s Force (to include relocation, sustainment and crew training costs)). Specific values entered are considered sensitive and are not publicly disclosed.
