NAVAL SEA SYSTEMS COMMAND

N00024-17-R-4429 (USS MESA VERDE)

QUESTIONS AND ANSWERS #4 (8/24/17)

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

47. WI 042-11-004 paragraph 3.4.1: The OPORD (Reference 2.2) is a classified document that can only be viewed by personnel with a security clearance. Will MARMC provide a copy of the OPORD to the contractor, issue a DD254 for each ship and authorize the use of a security boat to accomplish the requirements of the OPORD? If this is not possible, can notification to adjacent ships of the Port Security Barrier opening be sufficient to mitigate the limited time requirement?

a. The OPORD is available for viewing at the MARMC Security office at any time, as long as the person has the proper security clearance for viewing. A DD254 will not be completed to view a copy of an administrative document. If a company has a Secret or above Facility Clearance with storage capabilities (I.A.W. Defense Security Services DSS) MARMC will considered a request for the document. Providing a copy would require a DD254. WI 042-11-004 para. 3.4.1 is not just a notification process, it is stating details added into their Physical Security Plan (I.A.W. NSI 009-72) or a separate SOP how the company will meet the opening and closing requirements I.A.W. the OPORD. If the requirements are not understood, offeror can meet with the MARMC Security Office for further guidance through written request to candice.tawiah@navy.mil.

48. WI 992-31-002 lists tanks and provides specific total quantities of the various liquid types to be dealt with in paragraph 3.2. It also refers to a change order (debit/credit) for more or less as the quantities are identified.

The majority of the tanks listed in 992-31-002 (give or take a few) are included in Item 123-10-001. Please confirm that the total quantities to be dealt with as listed in 992-31-002 (3.2) will cover the pumping and off-load requirements of paragraph 3.2 of Item 123-10-001.

Additionally, please provide the specific total quantity of various liquid types to be pumped and off-loaded in order to reach low suction for the tanks listed in Item 123-10-001 paragraphs 1.2.29, 1.2.30 & 1.2.38, and 1.2.78 thru 1.2.163.

Finally, there are currently no spaces with bilges listed in 1.2. Please confirm these spaces will be handled through the change order process.

a. 1) WI 992-31-002 is an Option Item only.

2) WI 123-10-001 stands separate from WI 992-31-002 and both shall be priced based on the scope explicitly written within each WI

3) The tanks in WI 123-10-001 will be pumped to low suction prior to contractor involvement.

4) WI 123-10-001 was revised via Errata 5 to add the eight engineering space bilges to paragraph 1.2 and "Bilge" to title.

49. The voids listed in Work Items 123-21-001, 123-21-003, and 123-21-002 are included in other items.

a. Paragraph 3.3 in work items 625-11-002 and 625-11-003 were deleted via Errata 5 and all surface prep shall be in accordance with paragraph 3.6.

52. WI 993-31-001 paragraph 3.1 states to install 55,000 square feet of protective deck covering. That seems extremely excessive. Other LPD specifications called out for 20,000 and another 25,000 SF. Recommend this para be changed to 25,000 SF.

a. WI 993-31-001 revised paragraph 3.1 to state 25,000 SF and paragraph 3.1.1 to state 5,000 SF via Errata 4.

53. For work items 123-16-004, 123-16-009, and 123-16-014, is the intent of paragraph 3.4 to accomplish preservation on the repair areas only?

a. Correct. The preservation is for the repair areas only.

Then, paragraph 3.12 states install new zincs and 3.12.1 states to install new nuts and washers. Please confirm contractor is not replacing the studs. 71. As a result of the answer to Question 42 in Q&A #3 and the requirement to complete tank work in its entirety prior to undocking, the contractor is concerned that air testing must now be completed prior to undocking. Additionally, there are several items in this package (123-10-002, 123-11-001, 123-11-002, 123-11-003, 123-12-002, 123-14-001, 123-15-002, 123-16-003, 123-16-004, 123-16-006, 123-11-007, 123-11-009, 123-16-011, 123-16-014, 123-17-001, 123-17-002, 123-17-003, 123-17-004, 123-17-004, 123-17-008 ) that require minor structural repairs and LOE allowances for unidentified requirements. The specification is calling for a complete air test of these tanks when a soap and blow IAW NAVSEA Standard Item 009-25 or a vacuum box test of the repaired areas could suffice. For example, WI 123-19-002 para 3.3 is written to perform local test air hose test of repaired area which is the correct action for all of these items.

Recommend the Government change the requirements to permit soap and blow or vacuum box testing for each item listed above, and cancel the requirement for a complete tank air test or permit tank air testing after undocking.

a. The subject work items will remain as they are currently written.

72. Work items 123-16-006, 123-19-003, 123-16-007, 123-17-008, and 123-19-003 include a local air test to prove welds. Additionally, they require a complete air test. Recommend the complete air test be deleted since the local air test will meet the requirements of 009-25.

a. The subject work items will remain as they are currently written. When repairs and full preservation of a tank are included in the same work item, the following sequence of events has been discussed and approved by the maintenance team and is a standard throughout MARMC:

-Sweep blast -Repairs -Local air test in way of repairs -Full preservation of tank -Completion air test after preservation (tank close out)

73. WI 992-11-002, paragraph 3.2 covers the pilot and tug for arrival and departure of the ship to the outer limits of the harbor. Work item 982-31-002, paragraph 3.2.2 covers the pilot and tug for moving the ship to and from the outer limits of the harbor in conjunction with the departure and return from Sea Trials. Is Work Item 992-11-004, paragraphs 3.1 and 3.2 a requirement for offerors within the homeport area? Naval Station Norfolk does not usually allow contractors inside their security barrier to tow a ship.

a. WI 992-11-004 paragraph 3.1 and 3.2 are not applicable to homeport offerors.
