SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

Section M - Evaluation Factors for Award

1.0 GENERAL

The Government intends to award a single Fixed-Price contract to the offeror whose proposal represents the Best Value to the Government after evaluation in accordance with the evaluation factors below. The USS MESA VERDE (LPD 19) FY18 DPMA shall be competed on a coast-wide basis (East and Gulf Coasts).

Offerors are advised that the Government intends to make award on the basis of initial proposals without conducting discussions with Offerors, but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary (see paragraph (f)(4) of FAR 52.215-1). Therefore, each initial offer should contain the Offeror’s best terms from a price, technical and past performance standpoint. Statements and representations made in the Offeror’s proposal may be subject to verification by other sources or through an onsite survey by Navy evaluators.

Offerors are advised that except for past performance information, the Government will not evaluate any proposal information not contained within the body of the proposal. Letters of transmittal and/or cover letters that forward the proposal to the Government are not considered part of the body of the proposal.

2.0 BASIS OF AWARD

The Government will make a source selection using the Lowest Price Technically Acceptable (LPTA) approach described in FAR 15.101-2. Award shall be made to the technically acceptable offeror, who is deemed responsible in accordance with FAR 9.104, who offers the lowest evaluated price proposal.

In order to make a Best Value determination, the Government will evaluate the four (4) non-price factors for acceptability and the offeror’s total evaluated price as described in FAR 15.404. The factors are:

Non- Price Factors Factor 1: Eligibility Factor Factor 2: Technical Capabilities Factor 3: Past Performance Factor 4: Resource Capacity

Price Factor Factor 5: Price Factor

EVALUATION FACTORS

Factor 1 – Eligibility Factor:

Basis of Evaluation - The objective of this factor is to determine whether the offeror has ownership or committed access to a pier capable of berthing and a dry dock capable of docking the USS MESA VERDE (LPD 19).

The Government will assess the offeror’s eligibility using the Eligibility Criteria Data Sheet provided in Attachment S-5 of the solicitation.

In order to be considered eligible for award, the offeror must:

1. Have a letter signed by the Principal identifying and confirming ownership or committed access (in the form of a letter signed by the subcontractor identifying and confirming committed access) to a pier capable of berthing the LPD-19 and a dry-dock capable of docking the LPD-19 at time of contract award. Evidence must be provided to prove the dry-dock will remain certified throughout the entire proposed use of the dry-dock in performance of this contract.

1. Have a co- signed current Master Ship Repair Agreement or submit documentation for MSRA Equivalency.

Factor 2 – Technical Capabilities:

The objective of this factor is to gauge the offeror's technical experience as a prime contractor in completing work similar to the USS MESA VERDE (LPD 19) FY18 DPMA or other comparable vessel of similar size and complexity based on its response to the requirements identified in Section L of this solicitation.

A relevant experience event is a single project/contract that demonstrates relevancy as defined in Section L requirements for this factor. To be rated as Acceptable in the Technical Capabilities factor, offerors must provide a relevant event, that includes technical experience, completed or substantially complete within the past three (3) years as of the initial date of the solicitation. The Government will assess offerors’ relevant technical experience using the Technical Capabilities Data Sheet provided in Attachment S-1 of the solicitation.

Factor 3 – Past Performance:

The Government will measure how well an offeror has performed on relevant contracts in the past as an indicator of the offeror’s probability of meeting the solicitation requirements and an indicator of the successful performance on the current requirement.

To develop the overall rating, the Government’s evaluation will take into account relevant contract information to the requirements of this solicitation submitted by each offeror as part of its proposal including the Past Performance Questionnaires (Attachment S-2) as well as other sources of information. Other sources of information for past performance may include, but are not limited to, an offeror’s past performance information from the Past Performance Information Retrieval System (PPIRS), the Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Report System (eSRS), as well as any other sources reasonably available to the Government.

For all offerors, the Government will consider historical compliance with the requirements of FAR Part 52.219-8 (Utilization of Small Business Concerns). For large businesses, the Government will consider historical compliance with the requirements of FAR Part 52.219-9 .

Assessment of past performance will be a subjective assessment based on consideration of all relevant facts and circumstances. The Government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of quality goods and services at fair and reasonable prices.

If discussions are required, offerors will be given an opportunity to address unfavorable reports of past performance and the offeror's response, or lack thereof, will be taken into consideration. In particular, recent contracts will be examined to ensure that corrective measures have been put in place to prevent the reoccurrence of past performance problems. Prompt actions taken to correct performance problems will be a reflection of management concern for customer satisfaction; however, such action may not mitigate all negative performance trends.

The Government’s past performance evaluation will focus on the following areas:

1. Cost Control

1. Schedule

1. Technical Performance

1. Subcontract Management

In accordance with FAR 15.305(a) (2) (iv), an offeror without a record of relevant past performance or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance. If an offeror lacks relevant past performance information, the evaluators will assign a Neutral rating. In terms of Acceptable / Unacceptable, a Neutral rating is considered Acceptable.

Factor 4 – Resource Capacity:

1. The objective of this factor is to evaluate the offeror's response to the Section L requirements for this factor in order to:

1. Assess the offeror’s understanding of what resources are required to successfully complete the highly complex USS MESA VERDE (LPD 19) FY18 DPMA maintenance and modernization requirements. The Offeror’s response will be evaluated to assess whether the offeror conveys a detailed and complete picture of how it plans to complete the technical requirements;

and

1. Assess the offeror’s resource capabilities as they pertain to the requirements of Section L of this solicitation. The offeror will be evaluated on the sufficiency of the personnel and facility resources that it proposes to satisfy the requirements of the USS MESA VERDE (LPD 19) FY18 DPMA. The offeror must clearly demonstrate that it has access to the required facilities and manpower required to execute the USS MESA VERDE (LPD 19) FY18 DPMA. Additionally, the offeror will be evaluated on its ability to resolve resource issues as a result of schedule or requirements changes.

Ratings

The ratings will be based on what is contained or referenced in the proposal, not on information obtained from other sources, with the exception of past performance information. Standards have been established to provide the same set of values for all evaluators. The objectives of using these standards are to promote uniformity in evaluation and to aid in the comparison and understanding of the evaluation results. The standards are set as follows:

Factors 1, 2 & 4 – For Factors 1, 2 & 4, the adjectival rating reflects whether the information submitted in response to Factors 1, 2 & 4 meet or do not meet the minimum requirements through an assessment of the proposal. The evaluation will identify any deficiencies in offeror’s proposals. Adjectival ratings for Factors 1, 2 & 4 are as follows:

Adjectival Ratings for Factors 1, 2 & 4

Rating
Description
Acceptable
Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation.

Factor 3 – Past Performance

For Past Performance, the adjectival rating reflects whether the information submitted in response to the Factor 3 meets or does not meet the minimum past performance requirements. Adjectival ratings for Factor 3 are as follows:

Adjectival Ratings for Factor 3

Rating
Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable
Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Factor 5 - Price

The Government will analyze price proposals in accordance with FAR 15.404 using the information contained in Attachment J-4. Although award will be made based on an offeror’s total price, a price proposal that is found unreasonable and/or unbalanced may be rejected. The Government will review the offeror’s CLIN and Work Item prices for the USS MESA VERDE (LPD 19) FY18 DPMA to identify any significant disparities that may indicate a lack of understanding of contract requirements.

Total evaluated price shall be calculated by adding:

1. The price of the basic contract line item numbers (CLIN) (this amount shall match the total price of all work items),

1. The price of all option CLINs,

1. The evaluated price of the Labor and Material Burden Rates Growth Price, and

1. If applicable, the value of the inter-port differential (as identified in Section L of this solicitation)

1. And then subtracting the Offeror’s price to support 009-72.

4. As described in Section L, Offerors should provide a narrative of their plan to support 009-72. Plans shall be evaluated only for their reasonableness. The price to support 009-72 will not be included in the total evaluated price.

Labor and Material Burden Rate Evaluated Price

The Labor and Material Burden Rate evaluated Price shall be calculated in the following manner:

1. Multiply each proposed hour rate by the number of hours in attachment J-4 to yield the price. The hours are based on the typical number of change and growth hours for a DPMA on a LPD-17 class ship.

2. Multiply the material burden rate proposed by the dollar value of material expected to be purchased (as described in attachment J-4) to yield the burdened material price. The material dollars are based on the typical amount of material purchased for growth and new work for an average DPMA on a LPD-17 class ship.

3. Attachment J-4 will add the sum of labor and the burdened material price to establish the Labor and Material Burden Rate Growth Price Evaluated Price.

Offerors are advised that the number of hours and the material dollar value for the Labor and Material Burden Rates are for evaluation purposes only. While the hour and material dollar values are based on historical data and are indicative of the labor hours and the dollar value of material typically required for growth on an average DPMA on a LPD-17 class ship, the proposed labor and material burden rates will be the fixed rates for the entire availability regardless of how many hours and how much material are procured.

Inter-port Differential - The inter-port differential must be included in all offers proposing performance outside of USS MESA VERDE (LPD 19)’s Norfolk, VA homeport area and is calculated using foreseeable costs for fuel, towing and pilot charges, and travel to the contractor’s facility by applicable Government personnel (Management, Oversight, Assessment, Survey, Certification, and Ship's Force (to include relocation, sustainment, and crew training costs)). The following chart provides the values to be included in offerors’ price proposals, as applicable, to determine the offeror’s total evaluated price:

Location*
Differential
Norfolk, VA
$2,830
Pascagoula, MS
$6,082,684

*Offeror’s whose location is not listed in the above inter-port differential table shall submit a bidder’s question requesting an inter-port differential be calculated for the location of the offeror’s proposed place of performance for the USS MESA VERDE (LPD 19) FY18 DPMA.

Subcontracting Plan – The plan will be evaluated in accordance with FAR clause 19.704 and must meet all of the criteria to be considered Acceptable.
