QUESTIONS AND ANSWERS #3
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
33. Q. Work item 514-11-001 Cooling Coil Unit; replace. Paragraph 3.1 directs contractor to remove existing and install (2) new cooling coils. Paragraph 4.1 states the cooling coils listed in 1.3 will be designated upon failure of another cooling coil located in 1.2.1.
What does this mean? Paragraph 5.1 only lists one cooler as GFM. Please confirm that the contractor is to remove and replace (2) cooling coils and that the Government will furnish both.
A. Confirm, contractor shall price removal of two cooling coils. Both cooling coil units will be provided as GFM. This work item covers three cooling units, of two different varieties (56DW and 57DW) in Fan Room 01-158-0-Q. It is expected that two of the three units will fail during system light-off. Paragraph 3.1 directs the contractor to replace one of each size of cooling coil, for a total of two cooling coil replacements in the space. Replacement will be directed by the Supervisor, since it is unknown which cooling coils may fail.
34. Q. Work item 631-21-002 Stack and Superstructure; repair and preserve. This work item directs the contractor to accomplish preservation in several areas including antenna foundations. Please confirm the antennas identified in 1.2.1, 1.2.2, 1.2.3, 1.2.10, 1.2.11 and 1.2.12 will be removed by others.
A. Antennas at locations 1.2.1 and 1.2.2 will be removed by ship's force. Antennas at locations 1.2.3, 1.2.10, 1.2.11 and 1.2.12 will remain in place. The intent of the work item is to preserve the accessible portions of the antenna foundations and 12 inches up from the foundation to ensure the areas under the RCS plates are preserved.
35. Q. Each Ship goes through a myriad of Assessments and Inspections during their Operational Cycle that are conducted by personnel in the Fleet Concentration Area. Are these assessments going to be conducted during the EDSRA/MODPRD or will they take place after the ship’s re-introduction Availability.

A. Yes, these assessments are expected to occur during the FY18 DMP availability;

36. Q. The DDG Planning Yard analysis has shown the OSCAR AUSTIN DMP availability duration should be 480 days of production and test without the negative impact suffered when adding significant unidentified AGR work that is sure to affect the contractor. Has any consideration been given to extending the availability to support the 480 day analysis of the DDG Planning Yard or to a reduction of the Critical Path Package to support the 452 Days?
A. The timeline to complete the availability with the current critical path package is 452 days. The Government does not intend on descoping the critical path package. The ship's follow-on schedule does not support a 480-day availability.
37. Q. Will all GFM kits for installation by the LMA or Industrial/AIT be fully inventoried at 100% for the DMP start on 19 February 2018?
